New rules for the stay of Ukrainians in Russia: a list, description and features

No one will deny that in recent years a large number of Ukrainian citizens have increasingly come to the Russian Federation. There are many reasons for this, and there is not much point in listing them. What rules should Ukrainians stay in Russia? The answer to this question will be given further.

Is there a preferential treatment?

From August 1, 2015, any citizen of Ukraine who has come to the territory of the Russian Federation is obliged to confirm his legal status. It must be done immediately. Otherwise, entry into Russia will be simply banned in the future.

Until August 2015, Ukrainians arriving in the Russian Federation could stay in the country for an unlimited time. To start working, they did not need to receive special permits. All this was called a preferential treatment. But from now on the rules of stay of Ukrainians in Russia have changed significantly. If for whom the indicated benefits are preserved, it is only for residents of the east of Ukraine. And what should the other Ukrainians do?

Russian legislation establishes that the following options can be used to confirm their legal status:

  • Registration of citizenship;
  • Obtaining a permit for temporary residence;
  • Obtaining permission to issue a residence permit;
  • Registration of a working patent (with the help of an employment contract with a Russian organization).

Innovations

What norms did the Russian government take, in particular the General Directorate for Migration Affairs (former FMS)? New rules for the stay of Ukrainians in Russia can be viewed on the official website of the Russian Migration Service. A short description of them will be given later.

From now on, every Ukrainian who came to Russia is obliged to fill in the migration card. This is a special document with a unique number that contains data about a foreigner, as well as the purpose of his stay in the country. If it is a question of refugees, it is not necessary to receive such a card. It will be sufficient to apply for the issuance of a special application in the following paragraphs:

  • At customs at the checkpoint, at the time of crossing the border;
  • In the Russian representative office in Ukraine;
  • In Russia itself, in the nearest branch of the migration service.

The order of stay of Ukrainian citizens in Russia implies:

  • Accommodation is not more than 90 days; Otherwise, the period must be extended, confirming the legality of his stay in Russia;
  • The imposition of a fine on a citizen who exceeded the period of stay in the country even for one day;
  • In the case of valid reasons (like study, illness, work, etc.), small indulgences may be granted.

New rules for the stay of Ukrainians in Russia also include payment of the state duty: 1600 rubles for a temporary stay and 3500 rubles for a residence permit.

About the migration card

As already mentioned above, the rules of stay of Ukrainians in Russia presuppose obtaining a special migration card. About this document should be told a little more.

You can get the form already on the border. Customs officers can offer a card to crew members of an airplane, a train brigade or a bus driver. If a person travels to Russia on his vehicle, then the corresponding request can be made from a border guard officer.

There should not be any difficulties with filling in the card. The passport details are entered in the form, and also the true purpose of the visit (by the way, for revealing violations the Ukrainian can be expelled from the country without the possibility of return). The estimated length of stay in the country should be indicated. You can extend the period of stay by presenting a migration card to the nearest migration department.

About employment

Separate requirements are put forward to the procedure for the organization of Ukrainian citizens to work in Russia. The first step should be the indication of the purpose of the visit. So, in the migration card, the word "work" should be indicated in the corresponding line. This is the main requirement for the registration of a labor patent. The fixed rules for the stay of Ukrainians in Russia establish the validity of the working patent - at least 1 month and not more than 1 year. Naturally, the patent can be prolonged (extend).

The second stage is the passing of exams on the Russian language and the history of Russia. Getting a job in Russia without a certificate confirming the successful passing of exams will simply be impossible.

Documentation for employment in Russia

What are the necessary documents for work on the job called the Russian FMS? The rules of stay of Ukrainians in Russia are fixed by the legislation, and therefore obligatory for execution. According to the law, citizens of Ukraine wishing to officially work in the territory of the Russian Federation are required to purchase and issue the following documents:

  • The policy of voluntary medical insurance. The document must be kept by the Ukrainian during his stay in Russia.
  • Certificate of payment of the patent. This is a special document that allows legalizing the working activity of a citizen of Ukraine in Russia. The maximum period of the patent is 12 months.
  • SNILS, according to which a citizen of Ukraine, strangely enough, will deduct a part of wages in the Russian Pension Fund.
  • The labor contract itself. That the patent was not canceled, the Ukrainian must file a copy of the employment contract with the FMS.

Thus, the rules for the stay of Ukrainians in Russia, as well as the performance of work activities on the territory of the country are strictly regulated by law.

New rules for residents of Donbass

In 2015, Russia developed new rules for the stay of Ukrainians in Russia. Among them are the norms on the resettlement of the inhabitants of the Donbass, for which some privileges were initially to be secured. Most of the norms, contrary to popular belief, do not comply with the Federal Law "On Forced Migrants".

So, the inhabitants of Donbass do not have the opportunity to cross the Russian border in a simplified manner. Here everything is the same as with all other Ukrainians: the classical residence permit, the period of stay is not more than 90 days. Undoubtedly, this term can be extended by applying to a local migration body.
