In Ukraine, customs clearance of cars. Importation of cars to Ukraine without customs clearance

A large number of Ukrainian motorists are increasingly able to buy a vehicle outside their own country. In such cases, it would be very appropriate to use the customs clearance calculator. The calculator was designed to calculate the cost of customs clearance of those vehicles that are imported most frequently to the territory of Ukraine by its citizens. What do you need to pay for?

Due to the difficult economic situation that has prevailed in Ukraine for more than three years, many citizens are eager to purchase a car abroad, since its cost there is much lower. However, this difference in price is offset by the large amount of fees that must be paid at the border. The lack of clarity in the calculation of taxes makes a great deal of confusion.

In Ukraine, customs clearance of cars involves a very large number of taxes. But it is worth noting that many of them were canceled. The carrier is obliged to pay import duty, excise duty and value-added tax (VAT).

Import duty in Ukraine

The import duty is the first thing that must be paid to the treasury at the customs clearance of cars in Ukraine. It is counted on goods that are imported into the customs territory of Ukraine. There is no single rate for this duty. Its size can vary depending on the vehicle that is imported. The rate is determined by the "Customs Tariff of Ukraine". The amount of the fee is calculated on the basis of the customs value of the vehicle. On average, it is about 10%. For example, when importing passenger buses with an engine of 5 liters, a 10 percent rate applies.

The customs value is the total amount of money that must be paid when the imported goods cross the territory of the country. The basis for calculating the customs value is the price of the goods. In addition to the price, the customs value also includes those payments that are not included in the invoice: deductions to brokers and commission agents, costs for transportation, loading and unloading.

Excise and VAT

Customs clearance of cars in Ukraine involves the payment of excise. This tax is not the same for certain types of vehicles. Its size depends on the age of the car, the type of internal combustion engine, its volume and power. The excise tax on new vehicles increased significantly in 2014 - twice.

In late summer of 2016, excise tax on used cars was reduced. Since August 2016, excise on vehicles with a gasoline engine, the volume of which is not more than 1 liter, has become equal to 10 euro cents. Until August 2016, it was at the level of 1.11 euros. If the volume of the engine is up to 2 liters, then it is necessary to pay 0.063 euros per 1 cubic meter. Cm, which is 1.3 euros less than before the adoption of the bill. The VAT rate is 20%. This tax is calculated from the amount of excise duty and customs duty.

Changes in legislation

The procedure for customs clearance of cars in Ukraine has undergone some changes after the adoption of the relevant law in 2017. On the territory of Ukraine, it is now impossible to import vehicles that are more than 5 years old.

Also all cars must comply with the Euro-5 standard. The essence of the standard is to reduce the harmful impact on the environment. If the car does not comply with Euro-5, then it must be re-equipped. According to experts, the prices for vehicles that do not meet the standard and whose age exceeds 5 years, will significantly decrease. At the same time, the cost of re-equipping cars for Euro-5 will be increased. The reaction of European sellers to the Law of Ukraine on customs clearance of cars did not take long. Prices for used vehicles rose by an average of 500-1000 euros.

Canceled taxes

There are three types of taxes that you no longer have to pay when you import a vehicle into the customs territory of Ukraine. This is an import and utilization tax, as well as a special duty. Earlier the amount of the special duty was 6.46% of the customs value for vehicles with engine capacity up to 1.5 liters and twice as much with the engine up to 2.2 liters.

Import duty was 5% of the customs value of the vehicle, and for recycling had to pay an additional 5,5 thousand and 11 thousand hryvnia for cars and trucks, respectively. In addition, the utilization rate increased depending on the type of engine. For its calculation coefficients were taken, which were determined by the current legislation.

In addition, the collection was abolished at the first registration of the vehicle in the traffic police. Buying a car with a 3 liter engine, it is necessary to pay a transport tax, which is 25 thousand hryvnia on the territory of Ukraine.

Possible cancellation of customs clearance of cars

Over the past few years, Ukrainian deputies have been actively speculating on the issue of the cancellation of customs clearance of cars in Ukraine. More than seven years ago, the first steps towards this were taken when Ukrainian citizens collected signatures for an electronic petition. But it was not considered by the president of the state. But still the government went to meet the people of the country and abolished some duties, and also reduced the amount of the excise. This greatly simplified the life of Ukrainian car owners.

At the moment, one should not expect the next steps on the part of the Ukrainian government aimed at simplifying the procedure for the customs clearance of vehicles or its complete abolition. However, for more than two years there have been reports in the news of the mass media that the customs clearance of cars for participants of military operations in Ukraine can be canceled.

In 2016, a bill was submitted for consideration, in which it was proposed to exempt members of the antiterrorist operation from customs duties during the customs clearance of vehicles. The cancellation concerns cars with a gasoline or diesel engine, the volume of which is from 1 to 3 liters. However, the law has not yet been adopted, so importing cars into Ukraine without customs clearance is not yet possible.
