In fact, administrative punishment is imposed only in case of intentional damage to the document, and it is very difficult to prove this. In this case, at the discretion of the employee, you can receive an oral warning or order to pay a fine in the amount of 100-300 rubles.

In the event that the fine was discharged illegally, you can file a complaint with the FMS officer to his direct supervisor, to a higher authority (FMS) or to a court.

Registration of the Russian passport
