CMR-waybill: a sample of filling. International consignment note

At present, much attention is paid to the transport of goods between countries. The appearance of the question of what a CMR-waybill is (a sample of filling will be presented in the article) is also legal. It is this issue that we will touch upon and will try to consider all the nuances.

What it is?

CMR means an international consignment note, which is an integral part of the customs declaration. If you have decided to cross the state border with a product, then such a document must be available to you. What information is reflected in the international document?

CMR-waybills should be issued in the event that transportation is carried out across the borders of European countries. It reflects information of the following type:

  1. Information about the sender of the goods. His name or name.
  2. Information about the recipient of the goods. His name or name.
  3. Data on the cargo itself, which is to be transported across the border. Its full name should be indicated.
  4. The weight of the cargo , the transportation of which is carried out.

  2. About all mandatory payments that should be made.
  3. About the sum of all those payments that should be paid at the time of delivery of the goods.
  4. On the declared total value of goods within the cargo.

  6. On cargo insurance.
  7. List of all documents that must be transferred directly to the carrier.

What should be guided at the time of filling in the documentation?

If you are transporting goods that require crossing of state borders, then in the CMR waybill (you have a sample of filling) you need to put all the required marks. At the time the goods are received, the consignee must sign it. This is what confirms that the goods have been received to him, therefore, the delivery is completed.

The order of filling and the form of the CMR bill is approved by the convention, which was adopted by the Ministry of Transport and Communications. The document is a tool for the implementation of private international law, approved in 1956. He fixes the basic principles of regulating relations on international cargo transportation on a contractual basis.

It is the convention that contains the rules by which the CMR waybill should be filled. In full accordance with this convention, when transporting goods, Russia, Ukraine, Belarus and other countries of the European continent operate.

Existing types of waybills

The first clause of the instruction fixing the rules for filling the consignment note states that when sending the goods and filing the relevant documentation in the case of international cargo transport, it is necessary to use those rules that were approved by the regulation or those that fix the legislation in the sending country. In accordance with this, it can be concluded: there is absolutely no difference what kind of CMR bill of lading should be chosen - established by the regulation or the sending country.

Who can buy?

From the second point of the instruction it follows that the CMR bill can be purchased by the shippers, freight forwarders, carriers. Its acquisition is regulated by the contract of carriage.

The specified number of sheets in the international consignment note

The second point of the instruction, regulating the execution of the document, contains information that the invoice form can consist of several sheets, often no more than 10 pieces. Such sheets can contain graphs that are not filled. They are printed on paper with self-copying properties and have mandatory parameters, such as accounting series and number. The sender must write out this waybill at least four sheets. They have their own name, which is assigned topographically. The names of the first four sheets are as follows:

  1. A waybill that is sent to the sender.
  2. An instance that is passed to the recipient.
  3. The document that remains with the carrier.
  4. Copy for calculations.

This is required by the rules governing international road transport.

Information that must be specified without fail

The remaining sheets in the CMR-waybill of their own name do not have. As we already mentioned above, the first copy must remain with the sender of the goods. The paper confirms the fact of the shipment and that the party has made all the necessary calculations.

The second and third pages must contain confirmatory seals and signatures of the sender. Both these sheets must contain both seals and signatures of the party carrying out the transportation of the goods.

The recipient should have a second page. The driver of the carrier passes it to the person who will receive the shipment. This page confirms the completion of the delivery and receipt of the goods.

The third and fourth pages should eventually remain with the company that carried out the international road transport. Both pages must be signed and sealed by both the sender and the recipient. The fourth page serves as the basis for subsequent necessary calculations. The carrier applies it to the general account for the transportation to the recipient, and then sends it to the person who ordered the shipment. The customer of the transportation is the payer.

The third page of the document should be attached to the travel form, and it will be the basis for accounting for all transportation services that have been rendered. This page will be used to calculate the salary that the carrier must receive for their services. By the way, the number of copies of such sheets can reach two hundred. This is due to the fact that the carrier can deliver a large number of goods to different addresses of the recipient.

What else does an international shipping bill require?

Filling in other sheets

The remaining sheets must be certified with seals and signatures of two parties - the carrier and the sender. These sheets are intended for representatives of customs. Their exact number is predetermined by the conditions under which the specific transportation is made. If the cargo is to be delivered to several recipients, then for each of them it is necessary to fill out a separate copy of the consignment note. It turns out that the minimum should be filled 4 sheets. The remaining sheets are filled on demand, and their quantity must be agreed upon at the stage of discussion of the conditions of transportation. And any number of additional sheets can be provided. You can order several invoices at once, if you expect a fairly frequent delivery. For example, you can order CMR-200 overhead. What could this mean? It's very simple - the person who ordered the invoices will receive one package, numbering two hundred forms.

Information about the recipient and the sender

The seventh point of the instruction regulating filling, informs that the corresponding columns should carry in itself information about the sender and the consignee of the cargo, such as: full name, address and phone numbers. It is worth noting that the column "Phone" is not mandatory. Data is entered only if they are available.

What is attached to the CMR international consignment note?

The need to specify additional documents

The fifth column should contain data about the documents attached to the invoice. The shipper must specify and attach the following documents:

  1. If animals are transported (regardless of whether they are wild or domestic) or goods that are of animal origin, then a veterinary certificate is required. Such a document will be required if transportation of animal feed, veterinary drugs or other goods subject to veterinary supervision is carried out.
  2. If transportation of materials in quarantine is carried out, a quarantine certificate must be attached to the CMR international consignment note.
  3. A phytosanitary certificate should be enclosed if the corresponding consignments of plant origin are transported.
  4. Shipping specification.
  5. Certificate of conformity for industrial and food products.
  6. Certificate of origin.
  7. Appropriate permits, if any.
  8. The act of loading.
  9. Invoices.

Who is responsible for the wrong document?

The CMR consignment note is completely filled in by the consignor. It is he who is responsible for all losses and costs that the carrier may incur due to the fact that the paper is filled in incorrectly or not in full.

Transportation of dangerous goods

If the carrier carries out transportation of goods that have a certain hazard class, the sender must complete the CMR bill of lading form (sixth column). Classification of dangerous goods is carried out in accordance with the European agreement on such cargo transportation. If the goods have a different category, then in the sixth column data on its class can be entered in accordance with this classification.

What items are optional?

In accordance with the twenty-eighth point of the instruction regulating the completion of the CMR consignment note, columns with numbers 19 and 27-29 must be filled by the sender and contain information on the tariff used. Such a tariff can be either piece-rate or contractual. In addition, you must specify the cost of transportation. At its definition the carrier is guided by such indicators, as a tariff distance and the prices for additional services.

In the event that the transportation is contractual in nature, all the boxes that we indicated above do not require filling.

What is meant by transport insurance

The CMR transport note assumes that the cargo will be insured.

Insurance is an integral part of the activities of companies involved in the transport of goods between countries. What is CMR insurance? If the buyer wants insurance to have a greater coverage, then he should coordinate this directly with the shipper. But also he can take measures on registration of additional insurance.

In the event that all the papers are filled correctly, this kind of protection of goods can cover the legislative liability, which can occur as a result of damage or death of the transported. The following risks can be insured:

  1. Damage to part of the cargo or its complete destruction.
  2. Damage to the goods, which arose during the transportation as a result of the actions of third parties.
  3. Payment of all kinds of customs payments, various penalties and fines for those violations that are directly related to the implementation of foreign economic transactions.

In the process of ensuring the transportation of the CMR-waybill, the carrier is responsible for the complete safety of the goods. The goods must be delivered to them to the agreed unloading place intact and intact. If there is an unpleasant situation or unforeseen circumstances, as a result of which the cargo still suffered, then the full reimbursement of losses is borne by the carrier.

It is for this reason that most carriers prefer to undergo cargo liability insurance. Is CMR 100 insurance fully insured? And what does this kind of protection mean? Everything is very simple. If the carrier resorts to CMR insurance, it provides protection of the cargo that it transports. And if he chooses this type of insurance, such as CMR 100, then it means 100% compensation for damage. That is, the carrier has the right to expect full compensation for damage to the cargo, if such a fault occurred due to the carrier.
