On-board device for toll roads in Russia. System "Plato"

Plato's on-board systems were created to collect fees, in accordance with the legislation adopted, for damage caused to federal lines by vehicles whose maximum weight exceeds 12 tons.

The main goal of the project

The "Platon" system was created with the purpose of levying from vehicles with a mass of more than 12 tons of payment for the damage caused by federal routes . The finances received in this way will be channeled to the federal budget of the country and spent on construction and repair works, maintenance and improvement of the road transport infrastructure in general.

The implementation of this project will provide an opportunity to achieve the objectives of the program "Development of the Russian transport system", without resorting to spending the state budget, while improving the overall state of federal roads.

According to statistics, vehicles with a permissible mass of more than 12 tons cause more than 56% harm to federal routes. The number of such cars is less than 4% of the total, but with each month their number increases.

The "Plato" system assumes two different ways of making a payment: using a route card or a special device. The scheme for making advance payments. Elements of the "Plato" system

To date, all elements of the project are fully prepared and are:

1. Control and monitoring center - a complex located in Tver, from which the entire system is managed. There are 183 data centers in the country. State property has only one Data Center.

2. The Customer Service Center is divided into 138 offices designed to serve carriers. 35 of them are located on the borders with different countries (Kazakhstan and Belarus, for example). Their main task is the maintenance of cargo carriers, which includes the provision of information about the system, registration in it, registration of route maps. The on-board device for toll roads in Russia is issued here. It is also planned to create a network of service terminals.

3. The control system. The introduction of the "Platon" system involves the creation of mobile control, which includes a hundred cars plying along federal roads, and frame structures on the tracks. For two years it is planned to place 481 frames. At the moment, only 20 are put into operation.

4. Internet resource. Mobile application and personal cabinet that will allow the user to replenish the account online, issue or revoke route maps, exercise control over the route.

5. A hot telephone line works around the clock and allows users to obtain information of interest, including addresses of the offices of the "Platon" system.

The principle of the system "Plato"

The operation of the system is simple enough and includes the following steps:

1. The Government of the Russian Federation sets the amount of payment for each kilometer covered by a vehicle weighing more than 12 tons. The carrier pays a kilometer before commencement of traffic on federal routes, that is, an advance payment system operates.

2. The funds are paid as compensation for damage caused to the roadway by a large-sized car. The onboard device for toll roads in Russia calculates the total amount. You can also make a calculation using the route map. The first method is considered more convenient, since the funds are debited from the personal account of the driver without errors.

3. To accurately determine the distance covered by the car, the system uses GPS or GLONASS.

4. Control of payment is carried out using mobile or fixed points.

5. If the carrier receives an accusation of an administrative offense, all the data of the system are transferred to the traffic police.

Who owns the "Plato" system?

With the first appearance of this project, it was decided to attract foreign companies with experience in this area. However, later Chemezov, the head of Rostek, assured the government that this system should be in the field of state security. As the executor of the project, a state corporation was appointed. Then Igor Rotenberg bought out half of the share of OOO RT-Invest transport systems. The second half belongs to Rostekh's subsidiary.

However, according to official documents, only a quarter of RT-Invest belongs to the state corporation. The main share (almost 75%) is the property of Tsaritsyn Capital, owned by Andrey Shipelov.

In fact, according to many documents, one can understand who owns the "Plato" system. Being only nominally a state project, its owners and managers are Shipelov and Rothenberg. Initially, the government of the country stated that the introduction of the system would be carried out on private funds, but as a result, a loan from Gazprombank of 27 billion rubles was taken to launch the program.

Installation

The use of the new system implies the receipt by carriers of a special document - a route card. The question arises, where to install the "Plato" system? Alternatively, you can use a special device in the cab of the vehicle. Get both the card and the device can be in special offices. Actually, this is the answer to the question that arises with many truckers, where to install the system "Plato".

It should be noted immediately that the country's legislation does not oblige to purchase equipment and place it in the cabin of the vehicle. In the name of each owner of a large vehicle, a personal account is established, the replenishment of which takes place through a bank card. In addition, you can make money online using the terminal system, or QIWI. As of December 2015, there were about 138 offices across Russia, in which it was possible to replenish the account.

On the border roads, there are also mobile offices that can accept payment.

Board size for heavy vehicles

To date, the tariff set for one kilometer of the path covered by federal routes is 1.5293 rubles. This is a reduced rate, effective only until the end of February 2016. Previously, the tariff was 3.73 rubles. Starting from March 2016, the amount for each kilometer will rise again, remaining stable until the end of 2018 at the level of 3.06 rubles.

Compared with similar rates in European countries, Russian tariffs are low. For example, in the same Republic of Belarus, the amount charged per kilometer is six times higher. In Austria, the cost of a kilometer of the road is 0.49 dollars, which is twenty times higher than in our country.

How will the increase in tariffs affect the value of goods

According to analysts, the costs of carriers will increase, but insignificantly. The average cost of transportation on the routes of Russia is about 30 rubles per kilometer. Adding to this maximum tariff will increase this figure only by 10%. At the same time, the costs that go to transportation are about 4-10% of the final cost of goods. Accordingly, the final price will increase by a maximum of 1%.

At the moment, about 8.5% of all large trucks in the country are engaged in transportation of food products, the remaining 91.5% are transportation of construction and bulk materials. At the same time, most of the food products are transported for shorter distances and in more capacious vehicles.

Penalties for ignoring the "Plato" system

Beginning in February 2016, the State Traffic Safety Inspectorate began to fine owners of heavy vehicles, ignoring the system and not paying for the fare on the routes. According to information from numerous sources, only on February 15 of this year the inspectors issued more than 1000 fines for a total of about 5 million rubles.

As representatives of "RT-Invest Transport Systems", the operator of the "Platon" system, noted, after the appearance of the first fines, the number of those wishing to register in the project increased several times.

Until early 2016, no sanctions were imposed on carriers who did not take part in the project: a moratorium was imposed on fines, the action of which lasted until the end of the protests of truckers.

The funds raised for unpaid travel in the form of fines are sent to the regional budgets.

System "Plato": protests

After the launch of the project, implying a toll for trucks, throughout Russia strikes of truckers began. Carriers and owners of multi-tonnage vehicles who rallied at the rallies put forward demands: the system should be shut down, a moratorium on its use for the next three years should be introduced, and testing should be conducted within one year. In the opinion of the protesters, Platon is absolutely inoperative, not worked out and is a threat to small and medium-sized businesses, for which the amount of the levy can become "lethal" and lead to bankruptcy.

The first protests began on November 11 last year. Truckers blocked the transport of many federal routes, becoming the cause of many kilometers of traffic jams. Traffic on some roads was blocked for several hours.

Where to go and what to spend the money received

According to experts' calculations, the federal budget will be replenished annually at the expense of the Platonic system by 50 billion rubles at least. The received funds are planned to be directed to the budget and to spend on repair of a road cloth and improvement of a road and transport infrastructure in the country.

The amount of fines

In case of ignoring the system and non-payment of tariffs for movement along the routes, the following fines are threatened:

  • For drivers - 5 thousand rubles.
  • For individual entrepreneurs - 40 thousand rubles.
  • For legal entities - 450 thousand rubles.

A repeated violation entails an increase in fines; In the case of legal entities, the amount is increased to one million rubles.
