Law on paid education: how has the secondary school changed?

Already a couple of years they are talking about the introduction of a new law, according to which education in the school became paid. Mind an incomprehensible innovation! After all, the right to education is reserved for the citizens of Russia in the Constitution! True, there is no mention of the free right to secondary education.

Such exclamations sounded throughout the year 2011: teachers were indignant at schools, and parents literally "stood on their ears."

In fact, the introduced law on paid education, as it was called by the public, is quite different. Its content is intended to give schools other rights and duties than it has been until now. Based on them, schools can provide their wards with the opportunity to pay classes, but only for the benefit of the school and students, from which parents can always refuse.

Thus, the usual set of school subjects remained untouched by selfish goals: they are still free, both in primary school, and in middle and high school.

This form of "government" was called an "autonomous budget organization". And since the adoption of the law, its entry into force, many schools (in the summer of 2011) switched to this form. Now they receive funding in the form of subsidies from the budget. To receive money, you need to submit a form of state order. It prescribes the number of hours for conducting a school program for each basic subject. The law on paid education, let's call it conditionally so (although it is "On autonomous institutions"), helps sort out which subject is free, and which paid (they were called "profile").

The danger for parents and their student children remains: will they receive the necessary knowledge in the shortest possible time? Additional lessons are paid from the parents' pocket. Only having access to the state order of the school, you will be able to find out exactly which subjects or in which subjects your child needs additional lessons. The fact is that every school (despite the existence of a compulsory educational minimum - paper, which should be oriented) made such a state order at its discretion, and it was approved by a higher authority - the local "Department of Education of the City Administration".

Of course, parents are interested in the amount: depending on the needs of the child, the region of residence may require up to 6 thousand rubles. per month. After the name of such a large amount of "law on paid education" does not seem a myth.

Needs can be calculated by determining the fate of the child in advance: what kind of institution will he enter, what subjects should he choose for this purpose to pass the USE. How can this be done already in the 5th grade or even in the primary school? It is unclear ... For admission to the medical institute, more lessons are needed in biology, chemistry. For physics and mathematics - physics, algebra, geometry.

I wonder what is justified by the law on paid education in school? The Minister of Education assures that money under this form of government has been increased. As well as the level of professional fitness of many teachers. The competition has grown, because of which the teachers are forced to raise their level of skill, constantly take advanced training courses.

Such measures also justify the government's need to legitimize the earnings of tutors, to give teachers a legitimate reason to conduct lessons for a fee.

Perhaps, indeed, the law on paid education carries a rational grain. As a rule, tutors are hired just before the exam. Spending several thousand, it is impossible to be sure that the child will have time to fill all the gaps in training. And if you start with the 5th grade ... True, the fate of the child, his professional growth will be predetermined even before the time comes for this (psychologically professional self-determination begins somewhere in the 8th grade).

Whatever it was, parents will have to accept a "paid secondary education", the law should be studied so as not to let the life of your child go wild. Especially now, when the leading party has promoted yet another draft law on education. Changes in the system will occur based on the experiments ...
