Paid Education In School: For And Against

In early 2011, planned in Russian schools across all regions to introduce paid education . So, the Federation Council on April 28, 2010 approved the new law passed by the State Duma on the introduction of paid reform in the budgetary institutions of the Russian Federation. This bill was introduced at the end of 2010 by experts from the Committee on Budget and Taxes of the Russian Federation. The main goal of the reform, which will consolidate in the constitution the introduction of paid education in school institutions, is the rapid disposal of the state budget of the treasury from embezzlement on this budget sector.

Representatives of United Russia voted for this bill unanimously "for", but the fractions of "Communist Party" and "Fair Russia" did not support him. Most of the fear in the society was caused by the formulation of a new law, which was written down in such a way that in it the education system for ordinary citizens became inaccessible. That is, the law implied the introduction of full control over setting prices for items on the part of the school establishment. Now every city school will be stopped funding, and the issue of the cost of training will be decided by the leadership of a particular educational institution.

Thus, according to this document, all state institutions will be transferred to the system of autonomous and budgetary forms of education. The new budgetary institutions are now given the right to engage in educational activities that bring them income, and the director of the educational institution will manage the distribution of income between teachers and teachers.

Paid education has a number of advantages. Among the pluses it can be noted that with the help of the bill schools will get more independence, and they will have an opportunity to more flexibly manage all the received monetary resources. But at the same time, due to the introduction of payment for lessons, the issue of implementing new educational programs that will monitor the quality of education is not at all touched upon. After all, paid education implies more thorough and quality training.

True, it should be noted that the transition to paid training will occur gradually. First, the Ministry of Education plans to send financial resources to support the basic educational program. This indicates that the country's budget will continue to receive funds to pay for basic school subjects, such as Russian language, literature, mathematics, physics and other important sciences. Then it is planned to transfer about 40% of Russian schools to new financial and management principles of education, according to which each parent can choose for himself, for what subject to pay, and for what does not. Thus, part of the subjects of the educational program will be paid by the state, and some by parents. This will not only increase the turnover of funds in schools, but also improve the quality of education.

But parents who give their children to school with such principles do not agree. After all, now, for each child will need to pay more than 5000 rubles for teaching basic subjects, as well as pay for additional services, such as hiking, in the section and circles. In addition, paid schooling is complicated by the fact that the educational institution will have to form a special fund, in which all means will be transferred. And for its formation it is necessary to rent a premise and hire a professional accountant, who will conduct all the office work, as well as pay taxes.

In the end, the new law will result in all costs of the school being borne by the parents. And in the school there will be posted price lists in which each parent will have to choose certain items for his child. So we can say with certainty that paid education will not lead to an improvement in the quality of education, but will only increase the number of uneducated people.
