What is maternity capital? For what purposes can it be spent?

Maternity capital is a form of state support for a Russian family in which there are children. Maternity capital was introduced in 2007, the size of which has increased every year. The families who adopted or gave birth to the second or third (or subsequent) child in case of a case, if earlier this capital was not received by them, can receive a certificate for this capital. For all children who have Russian citizenship, a form of support is provided between the beginning of 2007 and the end of 2016.

Maternity capital is directed to the following areas:

The funds are transferred in 2 stages, at first half of the amount of capital is granted when the owners give permission for this construction. And the second half of the money - when construction will begin, but not earlier than six months later. Also, the maternity capital for the construction of the house can be given to those families who have the costs already on the self-constructed house.

For such a goal as obtaining a building permit for a house, it is necessary to apply with the necessary application to the Pension Fund. The house needs to be formalized as the common property of the family.

Reconstruction is a relative concept. Maternity capital can be directed to the reconstruction of the house, but not to repair it. For example, the transfer of funds is carried out for the reconstruction of the old premises or for the construction of a new premises. If the family decides to re-paste wallpaper, paint the ceiling or something like that, then the funds from this capital will not be paid. But if you need to replace the wiring, rebuild the loggia or conduct other similar works, which are always negotiated, are included as a reconstruction of the premises.

To arrange for a permit to build a house, you need to obtain permission directly for any work on the site. All documents must be sent to the Pension Fund. The amount will be paid within a few months. Many mistakenly believe that maternity capital is issued immediately after the filing of documents. But this is completely wrong. Only a couple of months will be transferred money.

In order to account for construction costs, it is necessary to keep all reports, checks and estimates for materials that have been spent on the continuation of the entire construction. It must be remembered that this capital is given only once. You can not replace the used certificate if its size has increased. Also, maternity capital is the provision of money to an unborn child, and to his entire family. MSK is effective only when a passport and birth certificate are presented.

The housing issue remains the most common in Russia among all. While the amendments to the legislation are in effect, the maternity capital for building a house can be safely used.
