Looking through the vacancies, you can often see those professions, about the existence of which we had not even heard before. For example, a specialist in tenders or public (state) orders, an offerer, a declarant ... What are these positions? What qualities and professional skills should a specialist in tenders have?

Field of responsibility

The main tasks of this official include registration of participation in so-called state (public) orders.
Otherwise - tenders, competitions. What is specifically implied? First of all, participation in formal legal preparation and conduct of procedures in the field of granting or receiving state orders (both classical and by sector). In tenders, not only the cheapest offer wins, but first and foremost, the company that fully meets the requirements. In addition, he is developing drafts of the specification of essential conditions of the order. He also conducts negotiations with performers to clarify doubts and questions.

Procedures and processes

The job description of the tender specialist is drawn up depending on whether he will represent the customer or the company as a participant in the tender. In the first case, his duties include such procedures as processing requirements, receiving and analyzing applications. Together with the management, the tender specialist will have to evaluate the profitability of cooperation with each participant and choose the best option - that is, the winner. He also informs the authorities about the rejected offers. If there were no favorable offers, the procedure is canceled. Then the order for the return of the pledge (vadium) to the executors is transferred to the accounting department. Actions and procedures are documented, protocols are written throughout the process with attachments. A specialist in tenders also takes stock of orders from the company and monitors the costs. Sometimes his job duties will include processing information on the performance of tasks, as well as cooperation with portals involved in the official publication of competitions. In the second case, if the tender specialist represents a participating company, he must not only monitor the various possibilities, but also be responsible for completing the documents, for matching the proposal to the customer's requirements, for the pricing policy of his firm. In addition, he must comply with all terms and control the fulfillment of the conditions for participation in the competition.

Qualification

While there are practically no educational institutions that are trained in this profession. The basic requirements of employers: higher education (economic, legal or technical), experience in public procurement (at least 3 years), practical knowledge of relevant laws.
Additional trump will be the possession of foreign languages, as it will open the company the opportunity to start in competitions on the international market. The salary of a specialist in tenders is formed on the basis of his work experience, as well as his potential. At large enterprises, constantly participating in competitions, it can reach one hundred thousand rubles. Of course, the necessary minimum will also be knowledge of computer programs, as well as such qualities as accuracy, accuracy, responsibility, independence, good organization of work, ability and desire to receive new experience and qualifications.
