Vyacheslav Dmitrievich Dudka: biography, conviction
Corruption scandals, which regularly occur with Russian governors, caused, cause and will cause a wide public response. Unfortunately, there are frequent cases when the heads of regions have vested interests over state interests. A vivid example is the ex-governor of the Tula region, Vyacheslav Dmitrievich Dudka. If it were not for the high-profile case of bribery, his biography could be considered impeccable. The official had so many regalia and government awards that they would be enough for ten. What was his way to the political Olympus and how could he become the leader of the whole region? Let's consider these issues in more detail.
Biographical information
Vyacheslav Dmitrievich Dudka is a native of the city of Tula. He was born on April 23, 1960. The father of the future official for many years occupied a leading position in a large enterprise "Tulavtotrans".
After school, Vyacheslav entered the local Artillery Engineering School, after which he received a red diploma.
Start of work
In the period from 1982 to 1998, Dudka is in the Russian Armed Forces, occupying responsible positions, among them: Assistant Leading Engineer of the Military Mission, Chief Engineer of the Military Representation, Head of the Military Representation Group, Senior Head of the Military Departments of the GRAU of the Tula Region.
Career in Science
In the late 80's Vyacheslav Dmitrievich Dudka received a scientific degree of Candidate of Technical Sciences, defending his thesis in the field of the theory and methods of calculating a multichannel control system. After a decade, he will receive a government award for his achievements in science and technology. And in 2000, Dudka will be the owner of the award. Mosina.
Then he will become a professor, and then an honorary doctor of the Tula State University.
Work in the Design Bureau and public activities
In the late 90's, Vyacheslav Dmitrievich holds a leading position in SUE "Instrument Design Bureau". A graduate of the Tula Higher Artillery Engineering School paid a lot of time to establish external contacts of the enterprise, communicating with foreign representatives of defense plants and systematically leaving as a delegation member abroad.
In 2004, Dudka Vyacheslav Dmitrievich, whose biography undoubtedly deserves a separate examination, is actively engaged in public activities, cooperating with the Academy of Security, Defense and Law and Order, where he is awarded the honorary titles of an academician and a professor. But after a while this structure is closed.
Fateful acquaintance
In the spring of 2003 Vladimir Putin came to the Instrument Design Bureau. It was here that Vyacheslav Dmitrievich shook hands for the first time with the head of state. Dudka told the honorable guest about the history of the enterprise, its achievements and potential development paths.
The president was satisfied with what was heard and praised the narrator, calling him "smart guy." In addition, he included Vyacheslav Dmitrievich in the staff reserve.
Career peak
Already in 2005, from the PCU Dudka turned into a major regional official, taking the chair of the governor of the Tula region. In spring, the president nominated Dudka for consideration of the regional Duma. Soon the deputies entrusted that high post.
The media at that time reported that the new head of the region was a "dark horse", and the political establishment of the region was rather indifferent to the fact that Vyacheslav Dmitrievich Dudka was replaced by communist Vasily Starodubtsev.
In the fall of 2007, a graduate of the Tula Higher Artillery Engineering School joined the ranks of the United Russia party.
Antagonism
Belonging to the ruling party strengthened the position of Dudka in the state apparatus of the region. He often went to Moscow to meet with the head of state and prime minister, so he believed that his position in power structures is strong, like no one else.
However, after a while Vyacheslav Dmitrievich had a serious competitor - "United Russia" Vladimir Gruzdev. After Dudka was promoted to the post of head of the Tula region for the second time, the local bureaucracy became dirty in corruption cases. And positions in power began to weaken gradually. At first, Dudka refused to purchase the Internet portal "Tula spice-cakes" for millions of dollars, where compromising material was written about him, then the phones of the nearest entourage of the governor were under FSB listening, but he did not attach importance to this. Simply in the conversations about bribery, the official replaced the word "money" with "sheepskin coats" or "material for scientific work".
"Expulsion from Paradise"
Rumors that the Tula governor and his team are taking bribes, very soon reached the Kremlin. The second stay in high office for Vyacheslav Dmitrievich was short-lived: in July 2011 he was released from the duties of the head of the region. A month later, Dudka was "expelled" from the ruling party with the wording: "for discrediting the party in the eyes of the public." The official demanded from the "United Russia" monetary compensation in connection with the fact that he resigned.
Criminal case
In the fall of 2011, investigators accused Vyacheslav Dmitrievich of committing a crime. He was charged with taking bribes. As a preventive measure, house arrest was chosen.
Prior to the trial of his case, Dudka was ordered not to leave the territory of private homeownership, which belonged to the father of the ex-governor. Living in a luxurious mansion, located two dozen kilometers from Tula, the accused should not have given any comments to journalists, contacting someone by phone and using the Internet.
Court
The criminal case was considered in December 2012. For obtaining a bribe, the prosecutor demanded an adequate punishment, namely 9.6 years of imprisonment. During the court hearing it was established: in November 2010, a certain Viktor Volkov, who was in charge of the regional department for property and land relations, and Vyacheslav Dmitrievich wanted to get a bribe for giving the "GRINN" corporation a lease for a period of 3 years. The officials estimated their services at $ 40 million.
Punishment
For committing a crime Volkov received 2.5 years, and the ex-governor of the Tula region was sentenced to 9.5 years in prison. Vyacheslav Dmitrievich also had to compensate the state for damages in the amount of 900,000 rubles. In addition, he was banned from holding public office, received earlier awards seized, and regalia were canceled. To this turn of events, Dudka Vyacheslav Dmitrievich was not ready. The family of an official, consisting of a wife, two sons and a daughter, was in a state of shock from what had happened.
Naturally, Dudka's lawyers seemed unjustified, and they filed an appeal. However, the higher court did not change the verdict of the higher court.
Of course, Dudka Vyacheslav Dmitrievich himself (children: Dmitry's eldest son, Vyacheslav's youngest son, daughter Maria) denied his guilt in committing the crime, and called the verdict "lawlessness". But the Russian Themis was unfriendly to the official. So Dudka Vyacheslav Dmitrievich graduated from his career. Where is the convict serving his sentence? In autumn 2013, the official-bribe taker was sent to IC No. 1 (strict regime), located in the city of Donskoy, Tula region.
This resonant case fell into the TOP of the most high-profile arrests that occurred with the Russian "servants of the people" in the last 15 years. The rating was compiled by the well-known BBC service. What else could Dudka Vyacheslav Dmitrievich count on? Of course, the amnesty could save him from imprisonment. But his case did not fall under the list for parole.
