The Polar Owl colony. Location, life of prisoners

The colony "Polar Owl" is Special regime correctional facility. Serial killers, state criminals, dangerous recidivists serve their term here. The colony is designed for 1014 places, including a 100-seat settlement site and strict-regime zones for 450 people. Correctional institution is considered one of the most remote places of detention, it is surrounded by countless hills and the Sob River.

Where is the correctional institution? The colony is located in the village of Kharp of the Yamal-Nenets Autonomous District. Correctional facility is located beyond the Arctic Circle on the border of the Northern Urals and the tundra, surrounded by hills, near the banks of the Sob River. The nearest town to the colony is 1920 km from Moscow, it is Labytnangi.

The settlement of Harp was founded in 1961. Initially, there was a camp for prisoners. The convicts were engaged in the construction of a railway. Later, the camp was transformed into a strict regime colony for especially dangerous recidivists. Since the 70s of the XX century, it received the conventional name YaC-34/18. Since 1981, the institution has been renamed and since that time it began to function as Correctional Facility No. 18. The convicts for serious crimes still came here. Since 2005, the institution has been called "FKU IK-18 UFSIN of Russia for the Yamal-Nenets Autonomous District". Now this is a correctional colony of special regime for life-term convicts. "Polar Owl" is an unofficial name that was awarded in honor of the monument of a bird located on the territory.

How to get to the correctional institution

Prisoners from Moscow are transported in two ways - by train and by plane. The first long, takes two days. By plane, you need to fly only three hours to the airport in Salekhard. Then by passing motor transport it is necessary to get to the crossing over the river Ob. The ferry will transport to the city of Labytnangi, from where you can reach the settlement of Harp by transport.

Life in the walls of the institution

The Polar Owl colony is a subdivision that can function autonomously at the expense of its own communal facilities. In the correctional institution there are a boiler plant, a bakery, a diesel power station, a dining room, a car workshop, production departments for the production of cinder blocks and crushed stone. Also there are marble, sewing, turning, carpentry shops, a workshop for tailoring. Prisoners working at these facilities not only provide themselves with the necessary items, but also fulfill orders of the population and enterprises. In the institution, birds and pigs are bred. On the territory there is a chapel, which was consecrated by the Archbishop of the Tobolsk-Tyumen Diocese Dimitri.

Convicts are allowed to receive the parcel once a year. You can go for a walk once a day for 1.5 hours. Walk prisoners in a small cage. Visiting the bath is limited to ten minutes of showering once a week. During the day, the radio operates in the colony. In the cells there is a bed, table, bedside table, closed shelf, where food is stored, a shelf for toiletries, as well as a tank of water and a coat rack, a toilet.

Rules of stay in the institution

The special colony of the Polar Owl includes single and double cameras. Relatives of prisoners write that during the day they are not allowed to lie down on the bed, they can only talk with their cellmates in a whisper. Upon leaving the cell, convicts are searched. On all teams of staff prisoners must answer: "Yes, citizen chief". All movements on the territory of the institution are carried out only in handcuffs, in a bent position. Convicts are not allowed to communicate during walks, when visiting the bath and toilet. Visits with relatives are allowed (no longer than 2 hours), but the possibility of personal meetings is excluded. Sporting events, watching movies are prohibited, as is the opportunity to improve their education.

The Polar Owl colony accepts prisoners who committed particularly serious crimes. In this institution, Pichushkin Alexander (the Beatsey maniac), Evsyukov Denis (formerly a police major), guilty of mass execution Sergei Pomazun, are serving time.
