What are the conditions for the appointment of life imprisonment?

The court decides on this type of punishment for committing particularly serious acts that infringe upon public safety or people's lives. It applies only to males. Women, juveniles who committed crimes before the age of 18, men older than sixty-five years and in other cases provided for by law, a life sentence is not appointed.

The highest degree of punishment is not imposed in the case of concluding a cooperation agreement with the defendant before the trial in court, for an unfinished crime and when a verdict of indulgence is passed by the jury .

Exemption early

The parole for life-sentenced prisoners is appointed by the court, provided that the person has served in "not so remote" places for at least 25 years and does not need further imprisonment. The term can be calculated from the moment of taking into custody as a measure of restraint or entry into legal force of the sentence. At the same time, the convicted person should not have malicious violations during the previous 36 months. If prisoners committed a serious or particularly serious act during the serving of the sentence, then he has no right to be released on parole.

If a person has been denied access to a UDO, he has the right to file a second application only after three years.

For what crimes life sentence is appointed

Convicts are sentenced to life for such punishment for the following acts:

1. Murder with aggravating circumstances.

2. Capture of a hostage or diversion, which caused the death of a person intentionally.

3. An encroachment on the life of a person who carried out a preliminary investigation, justice, a law enforcement officer, a public or state official.

4. Terrorist act.

5. Genocide.

6. Actions related to the leadership, creation and organization of criminal brigades.

Content

In what conditions are such prisoners kept? The penal colony has a special regime for serving life sentences. In such institutions they are separated from other criminals.

Life-time convicts are housed in chamber-type rooms. Usually no more than two people. A convicted person may be held in solitary confinement if there is a threat to personal safety. The decision to transfer to solitary confinement is made by the head of the correctional colony in the form of a resolution.

Every day convicts have the right to walk. Its duration is one and a half hours. If a good behavior of the prisoner is noted, the walk can be extended to two hours. Convicts are allowed to receive one parcel and one parcel or transfer within a year. During this period they can have two short visits. It is allowed to receive and spend a certain amount of money every month for the purchase of essentials, food, etc.

For the first ten years, the life of convicts is held in strict conditions. If during this time the prisoner has not received any penalties for breach of order, he is transferred to ordinary conditions of serving for another ten years. At the end of this period, he is entitled to easy conditions of detention.

Convicts have the right to self-education for life. For this, the necessary conditions are created. They do not have the right to receive general education, and they are trained in vocational training for work.

Where do convicts sit for life?

Now in Russia there are five correctional colonies for such prisoners, whose unofficial names are listed below.

1. "Black Dolphin" - a colony designed for one thousand six hundred convicts. Located in the Orenburg region, in Sol-Iletsk.

2. "Polar Owl" is located in the village of Kharp in the Tyumen Region in the Yamal-Nenets District.

3. "White Swan" - built in the city of Solikamsk, Perm Territory.

4. "Black Golden Eagle" - the colony is designed for two hundred seats. Located in the village Lozvinsky Ivdelsky district of the Sverdlovsk region.

5. "Vologda Pyatak" - is located in the village Novozero Fiery Island.

Wherever life imprisoned for life, separate special sites can be created. For example, one of them is in Mordovia.

All colonies apply special measures of protection and are built in such a way as to exclude all possible variants of shoots. Therefore, for the entire existence of institutions, not one criminal has managed to escape from them.

5. Ganiyev Rustam Sulumbekovich is a terrorist. In 2005, he was convicted of organizing a bus bombing in Mozdok with the military.

6. Alexander V. Gerashchenko - serial killer. He was convicted in 2008 for killing seven people.

7. Grechushkin Vladimir Mikhailovich - punished for taking his son's life in 2009.

8. Guryanov Vladimir - serial killer. He was tried in 2010 for killing thirteen people.

9. Korolev Nikolai Valentinovich - convicted in 2008 for organizing the explosion at the Cherkizovsky market in 2006.

10. Denis Pischikov - deprived of life thirteen pensioners.

11. Pichushkin Alexander Yurievich - was convicted in 2007 for murder according to various sources from forty-eight to sixty-three people.

12. Ustinovich Mikhail Ivanovich - leader of the criminal group and organizer of the gang. He was tried in 1996 for killing four people and committing more than twenty raids.

13. Chuprin Andrew - convicted in 2008 for the murder of a four-year-old girl.

Basic rights

Lifelong convicts in Russia can expect to receive information from the colony administration about their rights and about changing the conditions or the procedure for detention, as well as for courteous treatment by the staff of the colony. Prisoners should not be subjected to degrading treatment or punishment, except for the options provided by law. They are allowed to handle applications, complaints or suggestions to the administration of the colony, to the court, prosecutors' offices, to the Ombudsman for Children, the Rights of the Child or to the Commissioner under the President of Russia, etc. Correspondence is not forbidden. They can rely on medical, psychological, social assistance and legal assistance.

Main responsibilities

Convicts have the following duties for life:

1. To comply with the requirements of legislation and regulations.

2. Observe the standards of conduct, sanitary rules.

3. To comply with the requirements of the administration of the colony and the bodies executing punishment that do not contradict the law.

4. To treat politely the staff, convicts and other persons attending the institution.

The Vologda Pyatak Colony

How are those sentenced to life in this institution? Once the former monastery, and now the correctional colony of the special regime "Vologda Pyatak" is one of the most rigid in terms of isolation and security. In the colony, convicts are held for life with increased demands and special restrictions.

Prisoners are two people in a cell, where during the day it is forbidden to lie down and sit down on the bed. They wear special clothes. During walks, visits to toilets, baths and other places, any contact with convicts from other cells is excluded. All actions are carried out exclusively with the permission or order of the supervisor. Mass events - sports competitions, professional and school education, movies are not watched. Various preliminary inquiries, for example, a search in the cell, are conducted under the supervision of at least three employees of the colony. Convicts are allowed short-term visits for several hours. When you leave the cell, the prisoner is handcuffed. In the colony, convicts are engaged in sewing mittens. Special cameras for two people are allocated for this purpose.

How do they live for life in this institution? The colony is designed for five hundred and ten people. She is the institution of a special regime, has seen more than one escape, each of which ended in failure.

In the cells of the colony convicts are held one, two or three people each. The administration of the institution settles them, depending on the psychological compatibility established by the professional psychologist. Prisoners are allowed to take a shower on Fridays and walk for one hour each day. It is forbidden to work and study for convicts.

The penal colony is equipped with trained dogs, powerful barriers, barbed wire and a fence. This excludes any escape options.
