"Military Mortgage": conditions of receipt in various banks. Terms of Sberbank and VTB on the "Military Mortgage"

Making a loan secured by housing is called a mortgage. It is used to purchase houses or apartments, while the purchased property remains as collateral, as a guarantee of return of funds, but the buyer has the right to use it. One of the types of such loans is the "Military Mortgage". Its conditions differ from the usual programs provided for the purchase of housing.

History of appearance

Since 2005, a law has come into force, which establishes the possibility for all military personnel to use accumulative-mortgage systems (NIS). At the same time, you can start talking about housing after three years of participation in the relevant programs. It was only in 2009 that such a method of lending to the purchase of housing by servicemen began to operate.

The principle of it is as follows. A serviceman, who has been a participant of a funded program for three years, can acquire housing. At the same time, personal funds are transferred to his personal account, which can be used to purchase real estate. Such a program was created specifically for the military, because their work involves long-term cooperation.

Who can buy housing

Before you understand the mechanism for obtaining a loan, you need to understand who can participate in the program that allows you to buy housing according to the scheme described. The law applies to all military personnel who work in the subordination of ministries or federal services. They include not only the Ministry of Defense and internal affairs, but also those who submit to the Ministry of Emergency Situations, the Russian Special Forces, FSB, FSO, Rosoboronzakaz, the Main Administration of the President's special programs and a number of other government departments.

Participation in a funded mortgage system can be either mandatory or voluntary. All officers who have signed their first service contracts since 2005, all midshipmen and ensigns, who have served in total more than three years, counting from the beginning of the same period, fall under its terms.

Also mandatory for the program are those employees who were transferred to a post for which the rank of officer is provided, and those who have completed the relevant courses and after 2008 received an officer's rank.

Anyone who has graduated from military educational institutions and entered into a contract before the beginning of 2005 can voluntarily participate in the mortgage program. Also under the action of this system are ensigns, warrant officers, sergeants and sergeants.

How the system works

Many are afraid to take part in such accumulative funds, fearing to remain without money, and without housing, while all forget that this is a state "Military Mortgage". The conditions for it are as follows: the state transfers to all participants of the mortgage program a fixed amount from the federal budget funds. All received money due to reliable and proven financing instruments are multiplied. The amounts allocated from the budget are annually indexed. For example, if in 2012 the annual contribution of the state was 205,200, then in 2013 it increased to 220,000 rubles.

Conditions of housing acquisition

In order to buy their own residential real estate at the expense of the budget, the soldier must be a member of the NIS, and the missing part of the money should be made only in the partner banks of this program. In the rest of the usual housing loans are not too different "Military Mortgage". The terms for providing money, however, are more loyal, because their return is guaranteed by the state.

The standard interest rate of a loan depends on whether the property is purchased in the primary or secondary market, it varies from 9.75 to 11.25% per annum. At the same time for the purchase of housing it is necessary to make at least 10% of its value. The term of the loan is also stipulated: it is granted for a period of not less than three years, with the maximum term being established on the basis that at the time of full payment the debtor must not exceed 45 years old.

It is also necessary to be prepared that the servicemen will be obliged to pay all expenses related to the registration of a home purchase, in order for the "Military Mortgage" to be provided. Its terms provide that the borrower himself is spent on insurance, legal related services, housing assessment and its state registration.

Financial organizations

Banks, with which the "Military Mortgage" is developing, the conditions for obtaining this loan do not significantly change. But each of them has its own peculiarities and nuances. Five banks cooperate with this program : Gazprombank, Svyaz-Bank, Bank ZENIT, VTB 24, Sberbank of Russia. In addition, 30% of all transactions are through the Agency engaged in mortgage lending.

When choosing a financial organization, any soldier has the right to know the conditions for granting a loan in each of them. But for this it is not necessary to bypass all banks, remember or write down the requirements of each of them. Terms of Sberbank of Russia

If a soldier participates in a savings-mortgage system and decides to purchase housing loans, he needs to familiarize himself with the conditions of various banks, including what Sberbank offers. "Military Mortgage", the terms of which can satisfy the borrower, this financial institution is provided only to participants of the NIS. In this case, the bank requires that the client can confirm the targeted use of funds, provided not only the purchased housing as collateral, but also provided a guarantee from the spouse (a), and issued mandatory insurance. At the same time, the bank provides housing on credit for 10.5%, the maximum period for processing does not exceed 20 years. It is worth noting that the interest rate will be of interest to the borrower only if he is dismissed from service. While he is listed as a serviceman, the state pays the loan.

Getting a loan from VTB 24

Not only Sberbank is popular among servicemen. Many are also interested in the terms for which VTB 24 "Military Mortgage" is provided. The conditions in this financial institution are slightly different from those offered by Sberbank. Thus, the minimum interest rate in VTB 24 is 9.4%, the down payment may be at the level of 10% of the total cost when buying an apartment and 25% if the borrower buys a house with a land plot.

Also this financial institution requires insuring only the risks of loss or damage to the acquired real estate under the Military Mortgage program. The conditions of the bank do not imply the collection of fees when issuing a loan, and the funds can be redeemed in case of need ahead of schedule. Borrowers have a large selection of housing, because they can buy an apartment in a new building, in the secondary market or buy a house with a plot.

Execution of documents

In order to obtain a mortgage loan, NIS members must submit such papers to the bank: application form, passport, certificate confirming the right to receive a targeted loan for housing. These documents are enough to enable the bank to make a decision on issuing the necessary amount of money. The manager of the financial institution fills in the relevant application and sends it for consideration. If the bank approves the possibility of obtaining a loan under the Military Mortgage program, the conditions for its execution will be as follows: the client must collect documents for the acquired object. So, the list of necessary securities includes the following:

1. Documents confirming the right of ownership of the seller's living quarters. This can be a contract of sale, gift, registered inheritance, etc.

2. A certificate that confirms the registered ownership of the object being sold.

3. Technical documentation: passport, cadastral number.

4. References, which testify to the absence of debts for payment of utility bills, rent.

5. Authorization of the guardianship authorities for sale if the seller is a minor.

It is important that all documents are properly issued, otherwise the bank lawyer will not approve the provision of such a loan.

Early termination of service

In life, there are different situations, and sometimes people are forced to leave the military. Sometimes this need arises also for those who have already bought an apartment using the program "Military Mortgage". Many people are frightened by the conditions when they leave when a loan is issued in any of the financial institutions. Most are afraid to stay without housing, but this will not happen if the borrower agrees to pay the rest of the debt on their own.

The state assumes obligations on payment of the credit only for those who serve. If the military contract was broken, then the borrower must himself fulfill all accepted financial obligations and pay off the balance of the debt.
