Identity card (Kazakhstan): series, number, replacement with loss

The identity card of the Republic of Kazakhstan is the most important document that identifies a citizen and allows him to carry out a number of civil and legal actions. In this case, there is a difference between the identity card and the passport of a citizen of Kazakhstan.

Documents confirming identity in Kazakhstan

In the Republic of Kazakhstan, a list of the main documents that confirm the identity of a citizen, the requirements for securities, as well as the procedure for issuing, restoring and withdrawing are established by the law "On Identity Documents."

So, documents on which civil-law transactions are made, and papers confirming the identity of a citizen, can be:

  • passport;
  • Identity card (Kazakhstan);
  • Residence permit (for foreigners);
  • The identification of stateless persons;
  • Diplomatic or service passports;
  • Seafarers' identity document;
  • Confirmation of refugee status;
  • birth certificate;
  • Certificate of return.

In some cases, a military document, a driver's license, a birth certificate in the book of acts can serve as a document proving the identity. The identity card (Kazakhstan) is issued by the authorized bodies of the republic and remains the property of the state.

Documents are filled by default in the Kazakh language. At the request of the owner, personal information can be duplicated in Russian or English. In this case, only a passport or a certificate of a stateless person can be filled in English.

Basic requirements for documents

Any document proving the identity must comply with a number of requirements determined by the same legislative act as the list of securities. Passport, identity card (Kazakhstan) or other document from the above should contain the following information:

  • Surname and name, patronymic (if any) of the citizen;
  • Place and date of birth;
  • Photo (except birth certificate);
  • Sexual accessory (except for the birth certificate);
  • Nationality (solely at the request of the owner of the document);
  • Citizenship (except for the birth certificate);
  • The name of the organizational unit that issued the document;
  • Series and identity card number (Kazakhstan);
  • Date of issue of the document;
  • Signature of the owner of the document (other than the birth certificate).

Some documents, in addition, also contain IIN. Such documents include: passport of a citizen of the Republic of Kazakhstan, including official and diplomatic, identity card (Kazakhstan), birth certificate, residence permit (for foreign citizens) and a stateless person's certificate.

Identity card in Kazakhstan

The main document that proves the identity in Kazakhstan is a certificate. A document is issued in the form of a smart card with an electronic chip, on which personal information is duplicated. Identity card (Kazakhstan) is as follows:

Above indicated the name of the document and the state that issued the identity card. On the left side of the plastic card have a photo of the owner. The front side contains only basic personal information: first and last name, patronymic (if available) and date of birth. In documents of the old model, the IIN was also indicated on the front side, and in the lower corner was the signature of the document owner.

The place of birth, nationality (if the holder of the document has not consented to the indication of nationality, there is an empty line) on the back of the identity card, number and series of the identity card (Kazakhstan), date of issue, name of the issuing authority, validity period of the document. There is also an electronic chip and a barcode.

Compared with old-style documents, in plastic cards issued from December 1, 2014, the design was changed, the counterfeit protection was improved and the number of fields on the front side was reduced (IIN and signature were transferred to the document turnover). The identity card (Kazakhstan) of the first generation differs significantly from modern cards: there is no electronic chip (only a bar code), a smaller machine-readable part of the document, there is a column "Place of residence."

Passport and identity card: the same?

A smart card made of wear-resistant material is often confused with a passport. Thus, the identity card (Kazakhstan) fulfills the role of an internal passport (by analogy with the Russian Federation), whereas a passport is not a compulsory document and is designed primarily for traveling abroad. By the way, according to internal documents, citizens of Kazakhstan can travel to Russia, Azerbaijan and Kyrgyzstan, for other trips a passport will be required.

Other differences between the identity card and the passport of a citizen of the Republic of Kazakhstan are as follows:

  • The passport is issued at the request of the citizen, whereas the certificate is a document mandatory for all persons who have reached the age of 16 and permanently residing in the territory of the state;
  • Documents differ in appearance: the identity card (Kazakhstan) is a plastic smart card, the passport is executed in the form of a standard "booklet";
  • The passport of a citizen of the Republic of Kazakhstan contains information about permission to reside abroad (if available), the availability of children (if necessary), visas are stuck in the document, border crossing marks are entered, the patronymic of the owner is not indicated in the passport;
  • You can issue your passport at any age, issuance of a certificate is regulated by law and is mandatory only after reaching the age of sixteen.

Obtaining a certificate in the Republic of Kazakhstan

A certificate is issued when the citizen reaches the age of sixteen. Get an identity card in Kazakhstan in authorized bodies or through the portal "Public Services", providing a package of documents. The list of necessary documents for obtaining the document includes:

  • Two standard photographs for documents;
  • Receipt of payment of state duty;
  • Birth certificate (if the certificate is obtained for the first time).

For citizens who receive an identity card of a citizen of Kazakhstan not for the first time, submission of any document proving the identity (previous certificate, certificate of citizenship of the Republic of Kazakhstan, passport of a citizen, etc.) or statements in an arbitrary form is provided.

Responsibility for late application for an identity card

The identity card is an obligatory document, while the passport is drawn up at will. For untimely application for an identity card, administrative liability is provided. A person will have to pay a fine (usually in the amount of 5 MCI).

Actions after the loss of the identity card or passport

The loss of the identity card (Kazakhstan) requires immediate action. The citizen should submit to the authorized bodies an application for restoration in writing (indicating the circumstances of the loss), a certificate of identity theft (if any), a receipt confirming payment of the state duty, a passport (if available) or an identity card (if the passport is lost). If the document was lost abroad, the citizen should apply to the foreign office of the Republic of Kazakhstan.
