The fish industry of the country significantly affects its economic state. After all, it is a supplier of food products, fodder for livestock farms, as well as valuable ingredients for the pharmacological, chemical and cosmetic industries.

Fishery complexes are the main stimulus for urban development in the coastal areas, especially in the northern regions. Most of the settlements in these zones live on account of the development of the fishing industry. Moreover, such enterprises there are the main employer. The entire agricultural sector of the Russian economy is in a state of crisis. Fisheries did not escape this fate. Fisheries should be improved through the organization of new forms of labor and production. One such option may be the lease of water bodies for temporary use or private ownership. This will enable the use of unused funds of small and medium-sized lakes. Only a true farm will protect the reservoir's resources from looting (since the tenant himself will act as an inspector), and also contribute to an increase in fish productivity of the reservoir.

The problem of issuing licenses: the volume of fishing should be determined by the tenant of the reservoir or the fish protection service upon agreement with it. Fears of the total catch of fish from the reservoirs by the tenants are justified, but it seems that the competent owner, receiving this lease in a long lease, will not undermine the foundations of his business. In addition, there must necessarily be strict control by the relevant services.

Fish farming is a rather complicated process:

1. At a lower water temperature, fish receive less benefit from food - as they say, they eat, but do not get better. In our climatic zone this is an important factor.

3. Encroachments of poachers are also a problem of the fish broiler. Protection in the reservoirs must be serious, which is not cheap.

4. Agricultural products are on a single agricultural tax, whereby fish represent 70% of the sales volume. If an entrepreneur survives by creating smoking shops or a trading network, then they have to create subsidiaries that are on imputed tax.

The fish industry needs the development of legislative norms and regional programs that would streamline the development and improvement of the economic potential of the industry and envisage its structural reorganization. One of the priorities is to increase the production of fish by about 30%. In addition, the state intends to increase the financing of the industry, but the mechanisms for allocating funds are still unknown.
