Russia, like almost all countries in the modern world, lives in a market economy with the current principles of free employment. In post-revolutionary Russia, the problems of labor and employment were considered by the leadership of the country as one of the most important tasks requiring immediate solution. As a result, the People's Commissariat of Labor was established with an extensive network of local bodies designed to regulate the market and working conditions, to facilitate the resolution of conflicts between workers and employers, to carry out statistics through the creation of labor exchanges, identical to modern employment centers. However, in October 1930 labor exchanges in the Soviet Union were abolished by the decree of the People's Commissariat of Labor in connection with the demand for labor exceeding the supply.

The collapse of the USSR and the entry of modern Russia into market relations required a different approach to protecting the rights of unemployed citizens, which was justified The adoption of the law "On employment in the RF" in April 1991, the main purpose of which is to regulate the activities of employment centers and to provide assistance in finding work. Who is assigned the status of unemployed?

Confirmation of this status is registration at the Employment Center not later than 11 days from the date of providing documentary evidence of temporary inactivity. A citizen is recognized as unemployed:

• having a working age;

• lack of work and earnings;

• registered with the employment service for job search;

• in search of work and able to proceed.

Who can not be considered unemployed?

There are certain categories of persons for whom the placement on the labor exchange is impossible for the following reasons:

• have not reached the age of 16;

• are retirees for old age, seniority, including early appointment;

• within 10 days from the moment of registration at the Employment Center, they refused two offers of permanent or temporary work;

• within 10 days from the date of registration, previously unemployed and unemployed persons abandoned the two proposed options for training or work;

• submitted documents for registration containing inaccurate information;

• passport;

• a work record or a duplicate of it;

• a document on the existing education that confirms the professional qualification - diploma, certificate, certificate, etc .;

• certificate from the employer from the last job on the average monthly earnings for 3 months.

There are some additions to the list of documents required for registration:

• applicants dismissed from internal affairs or military service are required to present a military ticket and an extract from the dismissal order ;

• citizens of other states - residence permits;

• students who attend evening or in absentia form the certificate of the educational institution, which is updated twice a year;

• forced migrants are required to confirm their status by presenting an appropriate certificate with registration at the place of stay.

If the applicant seeks work for the first time, the documents required for the labor exchange are limited to the passport and the confirmation of the education received.

Privileges for citizens who are laid off for staff reduction

Having registered within 14 days from the date of dismissal, they are entitled to receive severance pay from the former employer in the amount of one or two average monthly earnings if within 10 days from the moment of registration of employment there has not occurred. • 75% of the amount of earnings indicated in the certificate, paid the first 3 months;

• 60% - the next 4 months;

• 45% - the remaining months, not exceeding the maximum level (4,900 rubles) and at least the minimum amount of the allowance (850 rubles). The minimum and maximum benefits established by the Government of the Russian Federation have been applied since 2010 and so far no indexation has been made.

Applicants who have been employed for the first time in search of a job, fired for guilty actions and who have not worked for a long time, are paid the minimum amount of the allowance.


The period of payment is 12 months. If the device is not available for work during this period, the applicant has the right to extend the period of job search with financial support from the employment service. The maximum period for the payment of benefits does not exceed 24 months.
