The regime of the colony of strict regime in Russia

In Russia, as in any other country, there is a long-established system of punishments. Convicts sent to real terms are placed in the colony, which in our state, according to the Penal Code, there are several types. There are colonies of general, strict and special regime, colonies-settlements, medical correctional institutions, educational colony for minors.

The majority of convicts are sent to high-security colonies, since such institutions contain adult citizens who have a recurrence of crimes and who previously had a real-time sentence, as well as those who have committed a particularly serious crime for the first time.

Colonies of the strict regime of Russia are legislatively defined in the PEC of the Russian Federation, where the specifics of serving a sentence are described. In particular, in each colony there are various conditions of detention: light, ordinary, strict and special (article 123 of the RF PEC).

Conventional conditions

Upon arrival at the correctional institution, the convicted person is placed in quarantine for 2 weeks at the time of his registration, revealing the characteristics of his character, possible diseases, etc. After this, the person sentenced to deprivation of liberty is transferred to the usual conditions on which he can stay until the end of the term. Such a regime can be translated from strict conditions (if there are no penalties and violations) and with facilitated ones (if there are violations of the regime). Serving a sentence in this mode implies, as a rule, the following:

• Long visits with relatives (up to 3 days) and short visits (up to 4 hours) - 3 times a year;
• Transfer and parcel (up to 20 kg) and parcels (up to 2 kg) - 4 times a year.

Light conditions

In the event that the prisoner does not violate the regime of the colony of strict regime, on the orders of the head of the colony, he can be transferred to facilitated conditions of detention. They assume a more comfortable, in comparison with the previous regime, residence in the colony, when the convicts are in the hostel.

For appointments and transfers under light conditions the following order is assumed:

• Long visits, short visits - 4 times a year;
• Transfer and parcel, parcels - 6 times a year.

Strict conditions

There are also strict conditions on which the convict can be transferred by order of the colony chief in the event that the colony regime of the strict regime of detention is violated. Criminals are in closed premises with the possibility of a daily walk of about two hours on a separate site.

For such violators of the law, the following order of appointments and transfers is provided:

• Long visits - once a year;
• Short-term visits, transfers and parcels, parcels - 2 times a year.

As you can see from the above, the more strictly the conditions of detention, the less sentenced the convict and the transfers, that is, he is substantially limited in constant communication with close people and relatives, as well as in receiving essentials and food items "from the will".

Special conditions

If there is a material violation of the content regime, management may decide to create special conditions for detention. This type of serving a sentence implies, as a rule, the installation of a chamber type in the room, where the prisoner is kept in the most stringent conditions, which are possible. A convict has the right to receive two programs or parcels per year, once in a half-year, short-term visits are made. These are the general rules for serving a sentence in a cell. They may differ in each colony.

Colonies of special treatment

It is necessary to say about such a correctional institution as a colony of a particularly strict regime. In fact, the correct name for such objects is a special regime colony. In IR data, the conditions of detention are much different. This is due to the fact that they contain dangerous criminals-recidivists or convicts for life. Women can not be transferred to a special regime.

Thus, this kind of colony is inhabited by particularly dangerous criminal elements. The male colony of strict regime (and also special and general), contains within its walls prisoners with different propensities: to escape, suicide, malicious violation of the regime and attacks on employees (and cellmates). In the "camp" of the special regime there are "looking" people who look after the observance of their own criminal regime of relations between convicts, which, as a rule, contradicts the rules of the penal-executive system.

In defense of convicts

But do not think that absolutely all the convicts only think about maliciously violating the regime of a colony of strict regime or attacking someone. There are citizens who commit crimes for life's reasons, simply because they have not learned to exist in a different way. Many words were said about this, in particular, that the entire penitentiary system of Russia is not suitable for the true correction of convicts, and the public aversion of former prisoners does not even give the man who tries to stumble to start a new life from scratch.

Society itself, complaining about the behavior of criminals, convicted and already released, pushes them to commit new illegal acts, considering such citizens as "the dregs of society."

Work of convicts

In convicts, convicts, as a rule, are engaged in socially useful work, that is, they work and get paid for it. The regime of the colony of strict regime provides for any activities that are permitted by law and are stipulated in this IR. The earned money is credited to the account of the convicted person after deduction of the amount of the claims of the victims, if any. Also, prisoners can receive pensions and other social benefits at the location, if they are provided for convicts. Products manufactured in the IC are implemented on general business conditions. The entire working period is included in the total length of the prisoner's experience and is taken into account when calculating a pension.

Settlements

In prison colonies, prisoners can also work and study, only in a freer regime. The legislation provides for convicts to stay on the territory of the settlement with the right to enter the city (since these institutions are located far from settlements), if this is related to work and study. In addition, those serving sentences have leave and an unlimited number of visits with relatives and other people in the territory occupied by the correctional colony.

Settlements of strict regime in the PEC of the Russian Federation are not defined as a category of colonies, but they take place in the sense of the conditions in which the convicts are located. In these institutions, the decisions of the chief are essential, which establishes the rules for keeping convicts. Most often, a strict regime is not in the settlement as a whole, but in a separate category of citizens who are in the institution. As in all organizations of this type, in the colony of this species there are conditions of stay, which are mentioned above.

Convicts from other colonies may be transferred to the settlement in connection with the replacement of the regime of detention in a judicial procedure.

Location of colonies

Often, relatives of convicts have questions not only about the conditions of detention in a correctional facility, but also about their location. The list of strict regime colonies is quite extensive. In every federal district of Russia there are at least 30 such institutions, not counting the colonies of other regimes, pre-trial detention centers and settlements. In some cases, these objects combine two modes: strict and settlement, general and special, and so on.

Most often these are remote areas of the city or populated areas. As a rule, the SIZO (remand center), where the defendants are held during the investigation before the sentencing, are in the city. By the way, the conditions of detention in the detention center are much worse than in the colonies of strict and other regimes, therefore the following rule for calculating the sentence is legally recognized: 1 day in a SIZO is equal to 1.5 days in a colony. This is due to the fact that, before the convict gets to the "zone", he may be under investigation from several months to several years.

Special colonies and prisons

In Russia, in addition to the fact that the strict regime colony regime is somewhat different from the general conditions of detention, these institutions also have a special reputation. In this regard, there are some kind of legends about correctional institutions. The most famous are the special regime colonies, where the suicide bombers are placed - those who were replaced by life sentences for death sentences, as well as pre-trial detention centers of different cities in Russia, which have their own particular history.

You can name among such institutions the famous Vladimir central, Lefortovo prison, Matrosskaya silence, Butyrskaya prison, "White swan", "Black dolphin", Crosses. The stories told both in the walls of prisons and on freedom, amaze with their content even the most seasoned people.

The Regime of Some Colonies of Russia

Unfortunately, some employees of the few remaining regime colonies continue to administer their own justice. At the moment, there are fewer such institutions, but they exist in every region of Russia. For example, the relatives of the convicts who are in Irkutsk 19 Irkutsk region are extremely negative about the conditions of their relatives staying within the walls of this organization. The Irkutsk colony of strict regime does not differ in contingent from others, but the order of communication with prisoners leaves much to be desired.

In 2007, a scandal broke out in the Kemerovo Region about the attitude of LIU-16 staff to sick prisoners when convicts, who were miraculously released from the "death zone", told about the horrors that are happening within the walls of the institution with the permission of the administration.

At the same time, in the colony of special regime IK-29 in Kemerovo, convicts can insure their life and health, thus protecting themselves from the encroachments of the PKU employees.

In Rybinsk, the colony of strict regime IK-2 "thundered" throughout the country with the events of mass suicides of first-time (those who first entered the colony) in 2013.

At the same time, they began to take measures against employees who commit unlawful acts. According to GUFSIN, in March 2014, two employees of the correctional facility were detained while attempting to commit a crime. Unfortunately, the data was removed from the public access, only the headline remained.

Drawing conclusions about the penal system, regardless of the regime of the colony, we can say that it is necessary to make significant changes. And you need to change not the PEC of the Russian Federation, but the people who implement it. On this depends the health and life of people who, albeit on their own imprudence, fell into the colony.
