State housing program for a young family

Currently, a very important area of national policy is to solve the housing problem and provide assistance to young people who recently married and in need of a living space. The state is ready to provide a number of subsidies for housing to young families, which can be used to make a contribution to repay a loan on an available mortgage or to pay a partial cost of housing under construction.

The state is developing various projects aimed at supporting young families. Provides an opportunity for poor families to obtain their own housing, which will ensure favorable conditions for living, as well as the birth and upbringing of the child. The package of measures supporting the newly-made marriages is established by legislation in special programs, among them the most popular is the housing program for young families. It was adopted in connection with the aggravated demographic situation in the country and is aimed at increasing the population of the state.

Conditions for obtaining

Not all families can participate in the housing program. Only families falling under certain conditions can receive state support. Housing program "Young Family" provides the following criteria for obtaining the right to material assistance:

  1. The age of each spouse must not exceed thirty-five years.
  2. In a young family there should be a constant source of income for repaying the state mortgage. But there may be an accumulation for the purchase of an apartment.
  3. To receive state aid, a young family must have the status of needing to obtain a living space.

If the conditions are not met, the state has the right to refuse to provide housing assistance to young families.

"Young Family" is a national Russian program

The federal housing program "Young Family" was approved for 2011-2016 by a decree of the Government of the Russian Federation. In 2016, it was extended until 2020.

This allows to solve the problem with the population of the country, as well as other tasks:

  • Solving demographic problems in the Russian Federation.
  • Reducing social tension.
  • Help young families with apartments and houses.
  • Activation of mortgage lending.

For this period, it is planned to provide housing for about 170 thousand families, while spending 320 billion rubles of budget funds.

The program of housing support for young families Assumes the following share of allocated state funds:

  • Childless families are allocated a 35% subsidy. The minimum budget of a young family, whose membership does not exceed 2 people, must be at least 21 thousand rubles. Payments in this case are almost 600 thousand rubles.
  • Families with children already have a 40% subsidy. The minimum family budget of 3 members should be more than 33 thousand rubles, and consisting of 4 - not less than 43 thousand rubles.

When adopting or giving birth to another child, an additional 5% subsidy is granted.

Another state housing program "Young Family" provides support for large families. Depending on the place of residence, certain material assistance is allocated, which, in conjunction with other measures, serves as an integrated support for young families.

Housing program "Young family - affordable housing"

Another federal program is "Young Family - Affordable Housing". It was adopted to ensure the solution of the following tasks:

  • Increasing the comfort of housing.
  • Formation of the economy-class housing market in Russia.
  • Improving the quality of life in the country.

This program carries out a project of a national scale "Affordable and Comfortable Housing for Russian Citizens".

Under the project "Young Family - Affordable Housing" is understood as granting a subsidy when purchasing a living space. The program was implemented in the period from 2011 to 2016. At the end of 2016, this program was extended for another 48 months, that is until the end of 2020.

At the regional level, there is a developed plan called "Provision of housing for young families". It helps low-income families to acquire or partially facilitate the repayment of a mortgage loan.

The law also applies to the countryside. With the help of it, villagers can count on improving the living conditions of young families living outside of cities; Provision of low-income villagers with affordable housing.

Distinctive features

Both programs are similar to each other and are designed to improve the quality of housing conditions for young families. However, these programs are characterized by a small distinctive feature, on which it is important to pay special attention to everyone who plans to participate.

The "Young Family" program, unlike the "Young Family - Affordable Housing" project, is characterized by a number of additional conditions. For "Young Family" one of the mandatory conditions is the presence of a child. This fact changes the mandatory requirements for the citizenship of parents. Thus, in the program "Young Family - Affordable Housing" for married persons, when submitting an application, it is necessary to provide documents confirming that the applicants are citizens of the Russian Federation. For the "Young Family" program, if there is at least one child, Russian citizenship must be available only to one of the parents.

Required documents

In order to receive a cash subsidy, which provides a housing program for a young family, everyone should submit the required documents to the administration of the place of residence. List of documents:

  • Two copies of the application for payment.
  • A document evidencing marriage.
  • Copies of spouses' passports.
  • A certificate confirming the status of the family as a poor.
  • Information about the received payments.
  • Agreements on loans and mortgages.
  • Documents for the child, if any (a copy of the birth certificate).

If the housing payment is spent to pay off the mortgage debt, then additionally you need to provide the following securities:

  • A copy of the bank agreement where the loan was granted.
  • The document on the right of possession of the habitation, being in the mortgage.
  • Help from the bank on the balance of the debt.

What can I spend a subsidy on?

The subsidy allocated by the state to housing for young families can be spent only on the following:

  • Buying real estate for housing.
  • Building your own private house.
  • Repayment of mortgage debt.
  • Payment of the procedure of registration of the owner of real estate in HBC.

Advantages of the housing program

The state housing program for a young family has a number of advantages:

  • Rapid acquisition of housing.
  • Low interest rate.
  • Mortgage security and risk insurance.
  • Fast registration at the place of residence.

Disadvantages of the housing program

But along with the advantages, the housing program for a young family has some drawbacks:

  • A large number of program participants, which increases the queue and waiting time.
  • The program is designed for families with a stable income.
  • The priority direction of the program is the construction of middle class housing.
  • Monthly payments on mortgage loans.
  • Limited loan amount.
  • Before the repayment of debts, the owner of housing is the state.

Development prospects

Starting in 2016, it was planned to introduce additional measures to support and encourage the families that are forming.

A special bill has already been prepared, the content of which is available on the official website of the State Duma. It contains the following aspects:

  1. Interest-free mortgage loan for the purchase of own property.
  2. Payment for the construction or purchase of housing, which is 25-45% of the average cost.
  3. A subsidy for the repayment of housing loans at the birth of another child.
  4. Increased age of spouses.
  5. Lowering the minimum amount of permanent income to receive support.
  6. Increase the mortgage value of housing to 2.5 million rubles.

At the moment the project is under consideration in the State Duma. Therefore, in 2017, most likely, we should expect new social projects on housing support for families.

What changes are expected in 2017

Every year, starting in 2011, there is a change in housing programs aimed at improving and optimizing the receipt of assistance.

Unlike in 2016, the housing program for a young family, designed for 2017, provides for the following changes:

  • First, the percentage of material payments from the state will increase. If in 2016, payments were 30% for families without a child, and for families with a child - 35%, then in 2017 they increased in the first case to 35%, and in the second - up to 40%.
  • Secondly, there will be an increase in the footage for each member of the family.
