OAO Achinsk Oil Refinery of the Eastern Oil Company

The Achinsk refinery of the Eastern Oil Company (JSC ANPZ VNK) is the only large oil refinery in the Krasnoyarsk Territory. The plant's capacity allows us to process about 7.5 million tons of crude oil per year. In 2013, 2.83 million tons of fuel oil, 2.1 million tons of diesel fuel, 1.22 million tons of gasoline and other products were produced.

History

Initially, the Achinsk Oil Refinery of the Eastern Oil Company was to be built in Krasnoyarsk. Considering that basically the production was planned to be produced for the Achinsk alumina refinery, the USSR Council of Ministers decided to reconsider the construction site by selecting a site near Achinsk.

The first oil refiners came to the Achinsk refinery from different parts of the country: Angarsk, Omsk, Pavlodar, Yaroslavl. At the time when the ANPZ was commissioned, no "oil" specialists were trained in Achinsk and the Krasnoyarsk Territory.

On December 12, 1982, the plant received the first straight-run gasoline, and on December 31, 1982, the first 15 rail tank cars of commercial fuel oil for the Achinsk Alumina Combine were shipped on the temporary loading rack. December 12, 1984 put into operation a combined bitumen plant. The first tar, vacuum gas oil and bitumen were obtained.

Production

For a long time Achinsk refinery produced standard products:

• Low-octane gasoline;
• Fuel oil;
• Gas oil;
• bitumen;
• tar.

The release of high-octane gasoline at the Achinsk PNZ started in 1990 due to the expansion of the fleet of the region. Before that time, the plant produced gasoline A-80.

In 2008, ANPZ was the first company of Rosneft to start producing euro-products: it received industrial lots of gasoline brands "Regular" and "Premium", corresponding to the norms of MST Euro-3.

In 2012, Rosneft at the Achinsk refinery organized the production of a new type of fuel - a low-viscosity marine type one. On December 6, 2012, Achinsk refiners received the first industrial lot (more than 4,000 tonnes) of regular-92 gasoline corresponding to Euro-4. From the beginning of 2013 the plant produces gasoline of the brand "Regular-92" (Euro-5) and gasoline "Premium-95" (Euro-4).

Control

At the very beginning of the construction of the ANPZ (July 1971), when financing has not yet begun, the management of the future enterprise has already begun to function. At first, six people worked in it, but not even money was paid to the first managers of the money. Then the deputy director VA Burtsev sold his motorcycle. With these funds, the young team lasted from July to the end of 1971. Today, the core of the administrative staff is experienced managers. The general director of the ANPZ is Demakhin Alexey Alexandrovich. The company is managed by the board of directors.

By the way, Defense Minister Sergei Shoigu worked in the Achinsk refinery in 1991-1992. During these years he was the chief engineer of the SU-82 trust "Achinskaluminstroy." This management built facilities of factory treatment facilities.

Affiliation

The Achinsk refinery moved to Rosneft in 2007, since then the range of products has been steadily expanding, technological equipment has been modernized. For example, in June 2007, centralized operator №1 was commissioned, from where technological processes are managed. This building is bunker type, the thickness of its walls reaches one meter. In this case, inside the operator's room is very comfortable. The construction of such a building is dictated by modern requirements for the safety of personnel of explosive and fire hazardous production. In November 2012, the second operator room was put into operation in the ANPZ territory, where the personnel of the plants under construction are located.

Safety and Ecology

Since the refinery production is explosive, in the shops of the Achinsk refinery of the VNK, groups of specially trained people function, which, in the event of an emergency, will be able to cope with the fire. For the first time such formations were created in 1996. Every year at the factory training ground, emergency rescue teams hone their skills to eliminate emergencies.

For the disinfection of water, which is repeatedly used in the enterprise for technological needs, the method of ultraviolet cleaning is used instead of chlorination. It provides a technology of water treatment, harmless to man and the environment, destruction of DNA and RNA of bacteria, viruses and fungi. By the way, JSC Achinsk Oil Refinery annually allocates hundreds of millions of rubles for environmental protection measures. In 2011 and 2012, the plant became the winner of the prestigious All-Russian contest "Ecolider".

Infrastructure

Scheme of water supply and sanitation of the ANPZ is unique in its kind. Repeatedly - for technological needs - not only the treated sewage of the plant is used, but also storm and meltwater from the industrial site and undeveloped territory. The maximum water flow and a minimum water intake from the Chulym River make it possible to ensure that there are no discharges to the river 10 months per year.

Since 2011, the plant is a large-scale construction. It is expected that two large production facilities will appear: a complex for the production of petroleum coke and a hydrocracking unit. They will allow the company to create 860 additional jobs.

A gasoline mixing station was put into operation, the first one at the oil refining enterprises of Rosneft. With the help of automated technology Achinsk refiners now mix gasoline components with "pharmacy" accuracy.

In August 2012, the ANPZ commissioned water intake facilities from underground sources, which will allow the plant to obtain its own water for household needs and reduce operating costs. Soon, at the site of the Achinsk refinery, builders will work almost as much as the refiners themselves. Today, almost 800 people work on the construction sites of the hydrocracking complex and the complex for the production of petroleum coke, and it is planned to bring the number of them up to 1500 specialists to the peak of construction works.

Transportation services

The Achinsk bypass road appeared in the city also thanks to the oil refinery. The construction of the route in the eastern neck of the overpass allowed the transportation of heavy vehicles outside the city, and also to use the road for the passage of transit vehicles through Achinsk along the Moscow route.

For 5 years the construction of the railway crossing was in progress , which today connects the city with the road to the Achinsk refinery (photo of some of its objects we presented in the review). The pace of work was slowed by the constant movement of trains. For the builders, "windows" stood out, during which traffic on the highway stopped. As a rule, they lasted no more than two hours. Also at the expense of the Achinsk refinery, three bridges were built: two railways and one road bridge.

Large social projects

In September 1986, in the Privokzalniy district of Achinsk, a clinic was built at the expense of ANPZ, designed to receive 600 visitors a day. In 1989 the hospital was commissioned. The builders said that in the midst of the construction of the medical unit of the refinery on the construction site, at times there was a shortage of bricks - due to the fact that the Achinsk brick factory could not cope with the production of the necessary quantity of building materials. And because of this, the brigades had to stand idle.

Reconstruction of the football field at the stadium "Olympus" was also carried out at the expense of ANPZ. In 2011 Rosneft allocated 60 million rubles for these purposes.

Training

To train personnel for the oil industry in Achinsk began in 1987. This year, at the initiative of the Achinsk refinery, a vocational school No. 96 (now a technical school for oil and gas) was opened. In November 2013, the ATNiG celebrated its 25th anniversary. Annually 50 young specialists are admitted to the plant. Such status is enjoyed by graduates of higher education institutions within the first three years after the completion of their studies.

Schools Nos. 18 and 1 (now Lyceum No. 1) and three kindergartens of the Privokzalny district were built by ANPZ for new projects specially adapted to the conditions of Siberia.

Achievements of our days

Not only the Soviet past can be proud of Achinsk enterprise. The achievements of recent years are no less significant:

• In 2009, the annual volume of oil refining at ANPZ for the first time exceeded 7.5 million tons. Initially, the capacity of the primary oil refinery was 6 million tons of oil.
• Based on the results of social activities in 2010, Achinsk Oil Refinery VNK was the first in the region to receive a certificate of trust to the employer.
• In 2011-2012, ANPZ products became one of the winners of the All-Russian competition "100 best goods of Russia" in the nomination "Products for industrial and technical purposes".
• On the eve of its thirtieth anniversary, on November 19, 2012, the refinery processed 180 million tons of oil since the plant was put into operation.

Accident

A major technogenic accident in 2014 for a long time knocked out the company from the usual work cycle. The explosion of oil products occurred at 23:37 on June 15, 2014, people were killed. The reason for the tragedy is a special commission called corrosion of the pipeline in the zone of the distillation column, where oil is processed. Achinsk refinery became an anti-record: insurers had to pay the largest insurance in 2014 - 800 million dollars. By November 20, the enterprise was restored.

The head of Rosneft I. Sechin notified that the fault of the accident was the contractor's mistakes. During the repair of the system, technological standards were not observed, in particular, the connection density was broken during installation. During the start-up operations, gas leaks led to an explosion and a large-scale fire.

Conclusion

Today, the Achinsk refinery is one of the best oil refineries in Rosneft. Considering the growth in investments in the oil and gas sector of the country, the program of large modernization implemented at the plant, and the favorable geographic location, ANPZ has all the prerequisites for leadership in the industry. At least - in the Siberian region.

After the recent technogenic catastrophe, the refinery uses the latest safety monitoring tools and implements environmental projects. Do not reduce the patronage of the region. The plans include a gradual increase in the nomenclature of innovative products, expansion of capacities, improvement of quality, reduction of production costs, and an increase in the depth of processing of hydrocarbons.
