The beginning of the 21st century marked the rapid development of the industry of modern information technology. And today the products of this industry can be found in almost all spheres of public life.

Examples of information technology are diverse. Take the gadgets. These achievements of modern technologies are firmly established in the everyday life of any person. It is difficult today to imagine an employee or businessman who does not use a computer or mobile phone to carry out his activities.

Definition of concept

So what is information technology? In modern publications, several different approaches to the definition of this concept can be found. One of them, in the opinion of the majority of scientists, is the most accurate, given in the works of E.V. Nadygina. According to this author, information computer technologies are technologies based on the achievements of computer technology, as well as communication media. At the same time, they represent a set of processes that affect information, and are tools for obtaining it. Such technologies allow for interaction between people and are a way of creating legislation, making joint decisions and developing the state legal system.

The latest achievements of science and technology are applied in various spheres of public life. Also, information technology was widely used in legal activities. Here they allow you to solve certain tasks that arise in the performance of professional duties.

First of all, information technologies in legal activities help significantly speed up the search, processing and subsequent analysis of necessary information. In addition, they are used for the rapid exchange of various information, as well as for the provision of data required by government agencies, including within the limits of judicial procedures.

Information technologies in legal activities are designed to help in obtaining not only legal information by the employee. They allow you to find the various analytical and statistical data needed to solve a particular issue. Lawyer also becomes available and information in any of the related areas of social activity. Such data can be obtained from specialized databases providing data, reference legal programs or the Internet.

The development of information technology allows the lawyer to significantly reduce the time for analyzing the numerous options that are permitted by the circumstances of the case in order to choose the only correct one from among them. This facilitates a more justified decision-making within a specific legal case.

Today, every workplace of a corporate lawyer, legal adviser or lawyer is equipped with computer equipment, which makes it possible to perform an operative search in one or another legal system. To ensure uninterrupted access to such systems, an information technology department is being created. Its employees accompany legal programs, ensuring the implementation of a unified technical policy of the institution.

The very first and most significant achievement of information technology, facilitating the life of every lawyer, is the creation of a reference and legal system. By the 1960s and 1970s, a significant amount of paper was accumulated in terms of its volumes, concerning documents of internal as well as international law and many others. With the passage of time, the systematization of these paper carriers became more and more complicated.

At the same time, the development of information technology began, which prompted lawyers to turn to computer specialists who successfully completed their task. Already in 1967, a program for the computer search for legal information appeared in Europe. In our country, the first ATP was introduced in 1975, but at the initial stage, access to its information was limited. Only in the 80-90s of the last century the situation radically changed. There were numerous legal systems designed for a wide range of users. Since 2011, mobile SPS has also been introduced. Work with them is possible with PDAs and mobile devices.

AIS

Information technologies in legal activity have been further developed with the introduction of automated information systems. To date, AIS have been successfully applied in the sphere of public administration, legal proceedings, expert, law enforcement and other activities. Examples of information technology in this plan are different. So, there are AIS:

  • For use in law enforcement;
  • Allowing to carry out electronic proving (AGIPS, AFIS, etc.);
  • For search activities (AGIPS "Owl", GIS "Zerkalo");
  • Allowing to carry out examination;
  • For the judiciary.

For the convenience of using AIS since 2005, automated workplaces (ARMs) have spread widely in law enforcement agencies . This made it possible, by the end of 2006, to make great progress in the creation of the Unified Information and Telecommunication System of the Russian Ministry of the Interior. With its help, the complex automation of the activities of investigators and heads of investigative bodies became possible.

The implemented software, used as a means of information technology, is designed to support employees of any level in the investigation of crimes.

Electronic document management

The role of information technology in the work of legal bodies has significantly increased after the introduction of EDI. Electronic document circulation in conjunction with its electronic signature (EP), were developed and implemented as a result of the target program "Electronic Russia".

To date, EDO is constantly improving, transforming into electronic evidence and a system for their evaluation. This is allowed by such normative documents as CCP, CCP, as well as the AIC of Russia.

Electronic document management in the legal field is in the form of:

  • Electronic evidence;
  • An electronic system that evaluates these evidence.

Electronic evidence is audio and video recordings, electronic correspondence, SMS messages, etc. They are considered for consideration when they bear the traces of any offenses. These can be letters with threats, SMS fraud, etc.

Security of electronic documents

EDOs and EPs are elements that create a protective software for information technology. This allows you to make code locks and antivirus programs, a system of logins and passwords, and so on.

Technical devices

Some of the information technology tools had a strong influence on the legal sphere, providing the possibility of fixing, obtaining, and researching evidence. In their list is a technique that allows you to make audio and video recordings, etc. State security agencies use such means from the moment they are invented. Mobile information communication devices help to obtain evidence. Among them are tablet PCs and multimedia smartphones.

The mobile device for the protection of witnesses has the latest technical capabilities. It is a whole complex of technical devices, which includes:

  • plasma panel;
  • Columns;
  • microphone;
  • A device that changes the voice of a witness.

Videoconferencing

VKS refers to the information technologies that lawyers have been using for a long time. To date, videoconferencing is able to ensure that cases are heard in court in the event of the remote location of witnesses, convicts or victims. The effectiveness of such technologies is obvious.

They save time, money and energy. VKS allows you to refuse the transfer of the defendant who is in another city, for the sake of clarifying only some of the discovered circumstances of the case.

Legal Portals

To date, there are several of the most popular Internet sites containing information on the legal plan. The value of such portals is concluded in the presence on them of automated systems of operational information (reports), judicial acts, etc. A special program is being implemented in Western European countries, located on the legal state portals. It allows you to file documents with the arbitration court with legal entities and individuals.

Use of digital information

As evidence of a committed offense, data from recording devices installed in automatic mode are often taken. It can be:

  • Autoregistrators located in vehicles;
  • Video cameras installed on roads, near ATMs, in porches, etc.

The rapid development of scientific and technological progress makes it possible to continuously improve methods and means of combating crime. Thus, the connection of subscriber devices can already be taken into account for opening a criminal case. Obtaining of concrete proofs is possible only after the corresponding decision by the court. Such investigative actions became possible after the adoption of Federal Law No. 143-FZ of 01.07.2010.

Accounting

The development of information technology allows the internal affairs bodies to register the incoming primary information about crimes and their perpetrators. Such a system allows covering 95% of criminal episodes, which, in turn, characterizes the operational situation in the regions and in the country.

The information contained in such a record has made it possible to disclose from 19 to 23 percent of crimes in recent years. This is every fourth of those offenses, which dealt with the criminal investigation.
