How to get a fire safety certificate for products? Fire Safety Certification and Fire Certificate

The fire safety certificate is a document that proves the compliance of the equipment with the established norms, specified in the Law "Technical Regulations on Fire Safety Requirements". It came into force in May 2009.

There is obligatory and voluntary certification of fire safety. In addition, it is possible to confirm compliance with the help of the declaring institute. Let's consider this issue in more detail.

general information

The document in question is necessary to ensure the safety of life, health and property of people. The law defines the main provisions on fire protection, as well as the procedure for obtaining appropriate certificates.

So, they are issued on certain schemes, consisting of a set of operations with conditions for execution. Based on the results, a decision is made to issue permits.

Declaration is carried out by sellers or suppliers that are registered in Russia. This serves as a guarantee of conformity of products to the necessary requirements, when fire safety is realized. The document is drawn up when the applicant submits a test report in laboratory conditions, evaluates the expert on the basis of evidence of safe production and the final product.

Mandatory certification

Obligatory certification is provided to general purpose facilities and fire equipment specified in the above-mentioned law, as well as in other regulatory legal acts of federal significance, which contain requirements for certain types of products.

These goods include those that can affect the safety of people and their property. However, producers and importers of other products have the right to issue a document of their own free will.

List of goods

The corresponding requirements are imposed on the products of both domestic and imported production. For all products, uniform rules have been introduced. A fire certificate can be issued by an authorized body that has received accreditation for these actions.

The number of products for which this procedure is mandatory is mandatory, includes:

  • Means of fire safety;
  • Materials and equipment for construction, finishing works, evacuation, for railway transport and underground;
  • Constructions for construction;
  • Electrotechnical devices and devices;
  • Devices that generate heat.

Voluntary certification

If legislative acts do not provide for mandatory procedure, the initiator of the procedure is always the applicant. They can be either manufacturer, supplier or seller of products.

The fire safety certificate in this case confirms compliance with the established requirements for individual industries or state standards. The object here can be those qualities that are not mandatory. Such a fire certificate helps to speed up the sale of goods, especially in those areas where competition is the highest.

Order

The certification is determined by a special service and the Federal Agency for Technical Regulation (Rostekhregulirovanie). For registration of the certificate, the necessary package of documents is collected and samples are taken to be tested with them in special laboratories.

The certification body for different product groups requires different documents. The procedure is always carried out in accordance with the Technical Regulations. But there are universal documents that are always prepared:

  • Constituent documents of the manufacturer (and / or seller, supplier);
  • Full technical documentation for products, including terms and other information (description, passport, drawings, etc.).

The following certification schemes are used for the document, where fire safety is confirmed: 2, 3c, 4c, 5c. And for a limited lot, 6c and 7c are chosen.

Features of the documentation in different cases

If a fire safety certificate is required for batch production, then:

  • Requisites of the applicant and the manufacturer;
  • Catalog with the description of units of the goods;
  • A sample for testing;
  • Technical conditions;
  • Questionnaire.

When preparing a permit for a party, you need:

  • Requisites of the manufacturer or applicant;
  • Catalog with the description of units of the goods;
  • A copy of the supply contract;
  • sample.

If a fire safety certificate is issued for a domestic product, then they provide:

  • Expert opinions on previous tests;
  • The document on the right of ownership or the contract of rent of the area for manufacture;
  • Technical documentation, conditions that have been registered in accordance with the law;
  • Certificate of registration;
  • Application from the applicant.

Receiving a document

After the certification body has received the necessary package of documents, samples of goods are selected. Depending on the scheme by which the procedure is carried out, production can also be tested.

All results are fixed by experts. Samples are sent to a special laboratory. There they are tested to ensure fire safety. As a result, a protocol is drawn up. It is this document that is the main one for obtaining the permit paper. On its basis, a decision is made to issue a document or refuse to extradite.

For each type of product, the cost of the procedure is calculated individually. At the same time, the customer can rely on the approximate price, which he will have to pay, depending on the events held. These include:

  • Preparation for the procedure;
  • testing;
  • Verification of the production process (in the presence of this condition under the scheme);
  • Registration and issuance of a certificate.

The most expensive of all are tests. And the cost here is based on the type of goods. In this protocol, the following properties are reflected in the protocol:

  • Separation from the production of toxic substances during combustion;
  • Type of fire spread;
  • Class of flammability;
  • Flammability;
  • Speed of fire propagation;
  • Necessary oxygen for the product;
  • Other characteristics.

If the fire safety certificate is obtained for a single item or a specific lot, production is not checked. This is not required when the manufacturer has an ISO 9001 international standard document. Such a certificate will greatly facilitate other procedures, as well as help in various situations when doing business. Therefore, many manufacturers give him preference and buy it exactly.

Receiving a certificate of fire safety on PVC, for example, or any other products, the applicant, as a rule, wants to have a document with test results. This information, of course, is reflected in the authorization document. But also a protocol is issued on the hands, made on the basis of the results of work in the laboratory.

The timing of the entire procedure depends on the type of product and the complexity of the work. It is tests in the laboratory that can stretch out in time, if the conditions for carrying them out require. So, the whole process can take only two weeks. But in some cases, it stretches and for six months. The document is valid from one year to five years. However, if it is issued for a single item, there is no time limit at all.

Normative base

In addition to the above-mentioned federal law "TP on fire safety requirements", this activity is regulated by a number of other regulatory and legal acts. These include:

  • The law "On Fire Safety";
  • Order of the Ministry of Emergency Measures on approval of the provision on certification;
  • The government decree on the approval of products, which is subject to mandatory certification for TR.

Thus, for whatever fire safety certificate (for linoleum, various building materials or equipment) is required, and regardless of whether the products of domestic or imported production are being examined, the procedure for the procedure will be the same. At the same time, for different types of products, the tests and the duration of their testing may vary. The applicant must prepare for this in advance.
