Filipenko Alexander Vasilievich - former governor of the Khanty-Mansiysk Autonomous Okrug: biography, family, career

Perhaps such a negative is due to the fact that, becoming the head of the region, officials do not fulfill their obligations, forgetting these promises, and do not achieve any progress in connection with improving cases aimed at the quality of life of ordinary citizens. As for the improvement of the territory or the construction of new significant facilities, it also goes into the background.

But if we talk about the former governor of the Khanty-Mansiysk Autonomous Okrug Filipenko Alexandra Vasilyevich, it's impossible to list him with such a list of officials who do not do anything, because he was able to achieve sufficient changes in the region for the entire time he was in the leading position.

Childhood

Filipenko Alexander Vasilievich, whose family was big enough, was born on May 31, 1951. He was the fourth child under the account of Vasily Fadeyevich and Tatyana Romanovna (Filipenko's parents). At that time, the family resided in Karaganda in the Kazakh SSR, where, in fact, all the childhood of Alexander Vasilyevich passed. He successfully graduated from general education school in 1967, more precisely, was among the best students, after receiving a gold medal. After school, he enrolled in the Siberian Road Institute named after Kuibyshev in Omsk, choosing for himself the course of a bridge builder.

Youth

Having received the diploma of a specialist in the institute of the city of Omsk, Filipenko Alexander Vasilievich for four years went to work on the Ob River in his specialty in the city of Surgut. There he showed himself as a competent and qualified specialist. He had written good recommendations and in 1977 he went to Khanty-Mansiysk to the district committee of the CPSU.

At first, Filipenko served as an instructor, and then he managed to attain a leading position, namely, the head of the construction department. At the age of 30, few people achieve such results, and the future governor of KhMAO was able, and did so due to his persistence and boundless devotion to the chosen profession.

The first steps towards a political Olympus

From this time, we can assume that the career of Filipenko Alexander Vasilevich went up the hill. In 1982, he entered the post of first deputy district executive committee of the city of Khanty-Mansiysk, where he worked for a year, because in 1983 he was sent to the Berezovsky district as first secretary of the district party committee. He worked as a secretary for about 5 years, combining this time with correspondence education in the Higher Party School, located in the city of Sverdlovsk (the old name of Yekaterinburg).

From 1988 to 1989, Filipenko changed his place of work and for a year was the second secretary of the district committee of the CPSU of the city of Khanty-Mansiysk. After that, in 1990, Filipenko Alexander Vasilievich was elected deputy of the Council of People's Deputies of the Tyumen Regional Center, and a year later, by presidential decree, he was appointed head of the administration of the Khanty-Mansiysk Autonomous Okrug.

Governor's post

In 1993, the Khanty-Mansiysk Autonomous Okrug was given the status of a full-fledged constituent entity of the Russian Federation, which meant that from now on its population had the right to nominate a representative who spoke on behalf of the entire city and region and represented common interests. Then at a general election to this responsible post was put forward by Filipenko Alexander Vasilyevich. Two years later he was appointed governor of Khanty-Mansi Autonomous District, where he was until mid-February 2010.

But even after his departure from the post of the leader of the district, Filipenko did not disappear from the political Olympus. Already in March of the same year 2010, he was approved as an auditor of the Accounting Chamber of the Russian Federation. In this time period in the life of the governor there was one more significant event: in 2002 he defended his thesis at the Russian Academy of Public Administration under the President of the Russian Federation. Filipenko Alexander Vasilyevich, whose academic degree was obtained in the field of sociological sciences, was able to once again prove that talented and intelligent people can achieve significant results in everything. A few words about Yugra

Surely, many do not know what Yugra is. So in order to understand what it was like to become the head of KhMAO, it is necessary to clarify this question a little. Ugra is a vast territory stretching from the Northern Urals to the Arctic Ocean itself. On these expanses long ago lived the ancient Khanty and Mansi tribes. By the way, the latter was significantly smaller than the first. And so it is because of the names of these tribes that the familiar to many has formed: the Khanty-Mansi Autonomous Area.

The northern regions of our country, of course, are famous for the deposits of natural resources, but in order to organize their extraction, it was necessary to carry out enormous work. Having become Governor of the Khanty-Mansiysk Autonomous District, Filippenko found Yugra, who was able to overcome all difficulties, making it practically impossible.

The absolute majority of all those who managed to be ever acquainted with Filipenko Alexander Vasilyevich, unanimously assert that he is a very reliable and purposeful person. Many note the fact that it was on his shoulders that he was able to endure all the hardships of the region's formation. The work is breathtaking:

  1. The most important thing that should be put on the first place is a significant increase in oil production. Under the governorship of Filipenko in the region, this indicator grew almost threefold, which allowed the development of other sectors of the economic development of the district. Among those who know about the extraction of black gold is not by hearsay, there is such an axiom: to recoup all costs, you need to raise the indicators at least three times. Apparently, Filipenko himself strictly adhered to this algorithm, which does not require proof.
  2. The next, no less important aspect of the governor's activity, was the construction of roads, which the region could not boast of before. Among the public roads appeared: the road between Khanty-Mansi and Nyagan, the motorway "Surgut-Nizhnevartovsk" and the road connecting Khanty-Mansiysk with Nefteyugansk.

Indeed, Filipenko did a lot for his region, it's not for nothing that he stayed governor for more than fifteen years. He was trusted not only by residents of the entire northern region, but also by his colleagues and even by the president of the Russian Federation. In 2003, he was even elected to the State Duma, but immediately after the announcement of the verdict, he refused the mandate.

About me and my family

Talking about his career, in some interviews Alexander Filipenko notes that he is grateful to fate for the chance given to him. All the events that preceded his political activities, he considers a successful coincidence of life circumstances and no more.

He says that at the age of 27 he was sent to Khanty-Mansiysk as an instructor for the construction of bridges at the district committee of the CPSU. He was afraid of a status post, considering himself absolutely incapable of party work, but time set all the priorities and managed to prove to Filipenko, and not only him, that he was mistaken in his youth, not believing in his own strength.

The future governor of the Khanty-Mansiysk Autonomous Okrug with his family moved, practically, to nowhere, not being afraid of changing their place of residence with young children. By the way, Alexander Filipenko at that time was already married and had three children. His wife Galina once shared in an interview that she and her husband had long discussed this appointment and eventually came to a positive decision.

They moved to a completely new house, where at that time there was not even hot water. Talking about the family of Alexander Vasilyevich, it is impossible not to mention one tragic fact: one of the sons of the former governor of Khanty-Mansi Autonomous District was killed in a car accident by an absurd coincidence. The close ones experienced this tragic loss long enough, but found the strength to live on.

After the appointment to the governor's post, Filipenko did not change at all. He still, as before, went to work without guard on foot. Many of his entourage, and not only, knew his address. As noted by Alexander Filipenko, whose biography closely intertwined with the northern region, he was always a simple man and did not at all boast of his status.

Life after the end of a political career

Now Alexander Vasilyevich Filipenko still lives with his wife in the Khanty-Mansiysk Autonomous District, Ugra became their home forever. He is a happy grandfather, who has two grandchildren.
