Do I need a scooter and a moped?

Every spring, as soon as warm weather is established, unfortunately motorists, a motor season opens. Two-wheeled vehicles on the roads appear in huge numbers. Motorcycles, mopeds, scooters are scurrying here and there, like bugs that have woken from winter sleep .

If at the wheel of a motorcycle, as a rule, people of middle age who are familiar with the rules of the road are firsthand, scooters and mopeds are often occupied by young guys, sometimes under the age of majority. Do I need a scooter, do minors have the right to drive around on the roads?

In Russia, scooters do not need the right. That is why their number is growing steadily. Relatively low price is of no small importance for the purchase of such a vehicle. In addition, the law does not limit the management of this mode of transport for minors, starting with sixteen years (and many sit behind the wheel even earlier). Often, such mount-riders, who are not even familiar with the simplest rules of the road, create emergency situations on the roadway and endanger not only themselves, but also the lives of other road users. In addition, young drivers due to such a flaw in the law are not responsible for anything.

Each motor-season of accidents on the roads with the participation of drivers of two-wheelers does not become less. The trouble is that most of the teenagers are not able to adequately assess the traffic situation and can not respond in time to the critical situation. Therefore, they often become participants in road accidents. So it is asked - do you need the rights to a scooter?

I must say that in addition to scooters on the roads there are also mopeds, the situation with them is not any better. Since the scooter in the Rules of the Road is equated with a moped, the question of whether a moped is necessary does not already arise.

The bill has already been submitted to the deputies of the State Duma, and motorists will still have to get the scooter right, just like a moped. To get behind the wheel of this transport will be possible only with sixteen years. This law is already being prepared by the Russian STSI. Also scooters and mopeds will have to insure and put numbers on them. Now in Russia, a tenth of the accidents on the roads occur with the participation of scooters and mopeds, and all because of the fact that the law to owners of two-wheeled mototransport is not written. Today, scooter owners with an engine capacity of less than fifty cubic centimeters are equated with pedestrians. Even driving in a drunken state threatens them only with a sobering-up station. Almost in all countries of the European Union, law is an integral part of the scooter. Today, even in neighboring Ukraine, moped owners are equated with motorists. On the question of whether you need the right to a scooter or a moped, today you can answer unequivocally.

In the opinion of many, such measures are fully justified. Changes to the law had to be made a long time ago. People use scooters and mopeds more and more, and many people buy them as a full-fledged vehicle, and often even as the only one. In big cities at rush hour, to get to school or work, you have to stand for hours in traffic jams, while a moped jumps among the congestion.

Nobody is asking the question of whether car owners need rights. On a scooter and a moped, or rather, to manage them, drivers also need to have all the necessary documents to be rightfully participants in the traffic and to the same extent as motorists, have the rights and bear responsibility.
