Attack on the collectors. Criminal Code

The need for trade has always been in the first place in human society. Due to the fact that the world was developing, goods and material values had to be transported over considerable distances, which criminal elements willing to easy gain were actively using.

Need for protection

Very soon the traders realized that putting forward without an impressive support is tantamount to voluntary surrender of property. Most often they were accompanied by brave guys, equipped with the latest technology. Strong and desperate.

Years have passed. The world has changed, other technologies have appeared, but the desire for easy profit has not disappeared from the minds of many hotheads.

History of creation

The collection service in our present understanding in the USSR appeared in 1939. It was created by the State Bank. Attack on the collectors in those days was an extremely rare event.

The main task of the service was transportation of large sums of money, as well as securities, precious metals and other items of important national value.

During the existence of the collectors in the legal field there were only minor changes - they always worked for the banking system of the country.

Until the seventies of this century, the service was rather narrow and was not used massively. Huge sums of money from banks and post offices for the issuance of salaries were transported by ordinary accountants, at best on working transport, and often in a conventional taxi.

Even the rare cases of robbery did not specifically encourage the leaders to global reform of the defense system.

Development

The growth of crime in the 1970s still did not allow to leave everything as it is, in its places. Huge sums were more and more often received by amateurs of easy profit, and with this it was necessary to do something immediately.

In the late eighties money for the salary on the enterprises more and more often was brought not by bookkeepers, but specially trained people from the state bank.

Initially, most of them differed little from ordinary citizens - they were dressed in unremarkable clothes, without means of protection, and often without weapons. The criminals were well informed about this and went to the robbery, having already thoroughly armed themselves. Unfortunately, not without loss of life. The guards tried to protect the entrusted values, but even with a pistol you can not wave especially with your bare hands.

Each sequential robbery of collectors gave a clear signal to the banking system that lovers of easy money every year become more desperate and prepared.

Weapons

The Ministry of Internal Affairs had no choice but to give permission to increase the number of firearms in the country. Each new attack on the collectors untied the hands of the representatives of banks in promoting this issue at the highest level.

But the mere presence of firearms is often not enough, if the enemy caught unawares. Armored cars have not yet been, and it was necessary to urgently seek a way out.

Flak jacket

Having studied more than one robbery of the collectors, the police came to the conclusion that most of the injuries are in the human torso. So on the staff began to appear bulletproof vests.

Of course, there is one small nuance. Even today, the bulletproof vest consists of heavy plates. And in the eighties and nineties his weight exceeded twenty or thirty kilograms. To wear such a whole day, and even in an active mode of walking, not everyone wanted. Often body armor removed, than actively used by attackers. Many of the funds were then thrown at the creation of a lighter counterpart.

The modern cash-collector must always be in body armor. For his absence, a substantial fine is levied and in some cases - dismissal. Fortunately, modern bulletproof vests are lighter and softer than their predecessors. Such protection is aimed at saving from various types of weapons.

Relieve the tension of the back helps unloading, which also has a number of convenient pockets. The robbery of the collectors, of course, is difficult, if the employee is in a convenient for movement and wearing uniforms.

Helmet

Attack on the collectors is thought through to the smallest detail. Head protection is one of the main elements.

Therefore, it was mandatory to wear a conventional military helmet, in fact, proved to be difficult, inconvenient and ineffective.

Modern helmets are light, they allow you to protect your head and neck from bullets and shrapnel. The absence of this remedy is an indicative disregard for one's own life, which immediately gives out to the layman. Eyes are protected with tactical glasses.

Radio and radio station

The execution of collectors for many regions is almost a daily crime. The availability of high-quality communication is an integral attribute of protection.

Many private agencies save on radios, purchasing the most affordable and cheap. The main problem in this case is the possibility of an easy interception of the signal by intruders.

Large banks and large organizations can not afford to leak information, so they acquire expensive radio stations and access to a professional frequency band. Of course, every member of the group must have their own radio for the opportunity to transmit information to colleagues, as well as to the central console.

Armored car

As already mentioned above, for a long time in special transport there was no special need. Attack on the collectors in Moscow was an extreme rarity. But the underworld changed. Collectors in unprotected transport became easy prey.

In the late eighties, GOST was adopted, which regulates the coloring and special signals of collector cars.

The Latvian factory "RAF" was one of the first to produce a serial armored car. Later, specialists connected with the transportation of valuables "UAZ", "GAZ", "KamAZ" and some other brands converted to it.

In the future, the attack on the collectors of St. Petersburg, the capital and other Russian cities helped to avoid models bought abroad.

Punishment

The Criminal Code of the Russian Federation does not have a special article describing attacks on collectors. In most cases, such cases are considered as robbery or robbery (articles 161 and 162 of the Criminal Code, respectively). Criminals receive long terms of imprisonment, up to life imprisonment.

Day of Service

The collectors became so familiar and important in our life that they celebrated their own holiday, celebrated on the first of August each year.
