Appraiser report: expiration date and sample

The appraiser's report is a document that appears in transactions between citizens and organizations when registering the right to property and in other cases. Legislation makes demands on it in order to guarantee reasonable results.

A little about legislation

The basic normative act is the law "On appraisal activity". At the level of the Ministry of Economic Development, standards for valuation activities have been adopted . In addition, it indicates how the appraiser's report should look. These documents describe in detail numerous nuances. Naturally, these orders comply with the law.

Evaluation is mandatory. So says the law "On Appraisal Activities", as well as other acts. It should be conducted with the use of state or municipal property, mortgage lending, before signing a marriage contract. Where does the document come from?

There are additional requirements for the appraiser's report. They relate to the specifics of the subject of evaluation. In particular, its own characteristics are assessed in the nuclear industry, real estate, etc.

The report specifies information from the contract concerning the grounds, purposes and terms of the procedure:

  • An accurate description of the object or subject of the assessment;
  • Evaluation standards;
  • Sequence of actions of a specialist;
  • Date, to which the task was completed.

The report of an independent appraiser or working for an organization is signed by him, a seal is placed - his own or the organization in which he works. The evaluator is not limited in the amount of information that he can add to the report, the main thing is that there was a minimum of information in accordance with the law and standards. It should be remembered that, despite all the requirements and rules, in any report there is a certain share of assumptions and probabilities, although seriously the figures obtained by different specialists should not differ.

Property Valuation Features

Citizens and organizations are primarily interested in the market valuation of objects. Inventory or cadastral value is calculated for some types of taxes, and appraisers almost do not face it. The market value can be calculated in several ways:

  • Costly;
  • profitable;
  • comparative.

The first method is based on taking into account the technical characteristics of the object, calculating the costs of re-equipment and reconstruction. The second depends on the potential income from a particular facility, for example, the amount by which the cost of an apartment or plot will increase after a while. The third method is based on comparing similar objects. Of course, individual characteristics are taken into account. It is on this usually builds the report of the appraiser of the apartment.

Disagreement with the findings of the report is expressed in the claim. Although it is now possible to challenge the appraiser's report in the administrative process (cadastral valuation). Agree or not - the judge decides only after the examination. It is distinguished only by two points:

To obtain expertise in court is the only way to challenge the result of the evaluation. The cost of the procedure is not particularly different throughout the country. The exception is the metropolitan regions. For the evaluation of similar facilities specialists ask about the same amount. Low or high price does not speak about quality, it is better to get acquainted with customer feedback. If you touch on such a question as the validity period of the appraiser's report, then it is, as a rule, 12 months. But the legislation may set other deadlines.
