Announced the evacuation of the population. What to do?

Fortunately, such situations, in which the evacuation of the population may be required, do not happen often, but nevertheless it seems to me that every modern person needs to have at least a general idea of the actions taken in such cases.

In my article I will try to explain where the term "evacuation" came from, I will dwell in more detail on the differences between actual evacuation, dispersal and resettlement, after which I will in detail characterize the general order of evacuation of the population.

1. What is the "evacuation" and the roots of the origin of this term?

First of all, I note that this term originated from the Latin word "evacure", which in Russian means "delete", "export", "empty". It implies a whole complex of measures aimed at the organized export / withdrawal of the population in the event of an emergency in one place or another .

2. How does evacuation differ from dispersal and resettlement?

Evacuation is understood as a process that involves the organized and independent movement of people to potentially safe territory.

If an emergency is created in a city or on an object, this automatically means that a certain number of personnel may be needed to prevent consequences or to ensure the more or less normal life of the affected area. For example, it will be necessary to disassemble rubble, provide assistance to the injured and wounded, deliver water or medicines. In such a case, such an event is conducted as a dispersal, implying the constant delivery of workers and their export to the suburban area after the end of the working shift.

The settlement takes place in those cases when it is necessary to completely relocate people from a zone, for example, contaminated by radiation, destroyed or flooded. The population is transported to a permanent place of residence in other, safer regions of the country. Sometimes resettlement can be temporary. This happens in the event that there is at least a tiny chance of returning through a certain period of time, which sometimes, by the way, can be calculated in days, weeks and even months.

3. Evacuation of the population in case of emergency.

Just want to warn that this section is not a sequence of actions, but rather a set of reminders that will help yourself to escape, do not panic and come to the aid of relatives in a difficult situation.

So, the evacuation of the population has been announced. In the event of such an emergency, it is necessary:

  • Pay attention to the fact that this event is usually held as soon as possible. No one will wait for you or persuade you to leave the dangerous territory. Literally during the day, special, easily recognizable buses or cars will run through the city. After 24 hours after the alert, you will have to independently search for the opportunity to escape or leave the facility / terrain / contaminated territory.
  • Remember that special services have every right to use any available equipment, including personal vehicles of citizens, who at that time are not involved in production or business transportation.
  • Use all available media (television, radio, print, online resources) in order to get more detailed information about the situation.
  • To know that at cinemas, clubs, schools, entertainment centers, supermarkets and cultural palaces, collective evacuation points are created, designed for preliminary registration and subsequent dispatch of the population to a safe area.
  • Take care of the presence of the most necessary things: shoes, clothes, linen.
  • Take with you a small amount of food and jars with drinking water. Of course, you should give preference to food that does not require long preparation before use. For example, breadcrumbs, preserves or concentrates. From perishable products it is desirable and completely refuse.
  • Bear in mind that all cargo, including clothes, food and other personal items, will very likely have to be carried on their own, so it is advised to pack them compactly, in strong, reliable and preferably signed suitcases, bags, backpacks, baskets, bags.
  • In the event that the evacuation has already been announced, try not to panic, and be sure to bring your personal identification documents with you.
  • Observe certain rules when evacuating with children. First, put a piece of paper in the child's pocket, indicating his name, surname, patronymic, home address and mobile phone number of his parents. Secondly, to prepare a special so-called children's set, consisting of food and favorite toys or books of the baby. It is the latter, if necessary, that will help to calm the frightened child.
