In 2003, Boris Davydovich successfully won the next elections to the State Duma. This time he went to the vote as a member of the party "United Russia", and joined the faction in the federal parliament. He also took an active part in the Duma Committee on Economic Policy, Tourism and Entrepreneurship.

In the fifth convocation of the federal parliament, he was promoted to deputy chairman of the Duma committee, which oversaw business and economic policy. Zubitsky was engaged in what he knew well and what he was brilliant at.
