Apartments for rent in Spain. New law

An eternal problem in the form of a rent payment between a tenant and a landlord exists in any country, and each country tries to make special efforts in the form of laws, amendments to laws in order to resolve this situation.

For example, on November 1, 2011 the so-called law of "express eviction" was adopted, that is, if renting an apartment is not paid within the terms specified in the contract for hiring a dwelling, or the tenant has mortgage debts in Spanish banks, then within ten days such Lodgers will be evicted. Previously, in accordance with the laws of Spain, debtors could be evicted not only months, but also years. To sue the owner of housing could only 2 months after the guarantee money for rented housing was over (this is still several months). Well, if the rent of apartments was carried out by large families, then they had to evict them for several years, and the court cases lasted for years. Tenants provided all kinds of information that at that time they had nowhere to go, no money, many children, etc. They were "hard-to-evacuate" tenants. After the premises were released from a similar cell in society, landlords had to invest a lot of money in housing repairs. Yes, by the way, debts for payment for hiring housing are often not returned. Now the Spaniards have become more cautious: before signing the lease of the apartment, their owners have repeatedly insured themselves and demand different documents.

So what gave the law adopted in 2011? So, now the landlord can not wait when the guarantee money expires, then another 2 months will pass, and then go to court. At this time, the owner of the housing will be able to sue after 10 days after non-payment for hiring of housing. If the debtor during this time (10 days) does not provide convincing evidence of the reasons for which he owed, the court clerk indicates the date when the housing should be released.

It seems that everything is smooth and understandable, but here there is another problem: in Spain there are few judicial personnel who would be engaged in forced eviction of citizens, and the number of malicious defaulters is constantly increasing. As you can see, the problem of "renting a house" is not as simple as it might seem. They pass laws, but there is no one to enforce them. According to the law, everything seems to be solvable, but how to observe it? There are other kinds of difficulties.
