Yaysky oil refinery Severny Kuzbass is the largest industrial enterprise built in the Kemerovo region in recent years. It is intended to reduce the acute shortage of fuel and lubricants in the Altai-Sayan region. The design capacity of processing the first stage is 3 million tons, the introduction of the second stage will double the output.

History

The Kemerovo region is a large industrial cluster of the south of Siberia. The requirements for gasoline, diesel and other fuels and lubricants are constantly increasing. Considering the prospect of further growth in the production sector, in 2008 a fundamental decision was made to build a new oil refining complex in the north of the region.

The main investor was OOO NefteKhimServis, which invested 63 billion rubles in the construction of a unique plant. The work was personally supervised by Governor Aman Tuleyev. In the summer of 2013, the first stage of the refinery was put into operation, and work is underway to construct the second stage. The total capacity of the Yay oil refinery will be 6 million tons of processed oil annually. It is planned to increase the depth of processing to 93%, which is an excellent indicator. In the future, the construction of the third stage is planned.

Description

Yaysk oil refinery is built from scratch from scratch, away from industrial centers. He was christened "Industrial miracle of Southern Siberia". On the vast territory of 60 hectares industrial workshops, commodity parks, multi-kilometer loading and unloading overpasses, sewage treatment plants, water recycling unit, transport nodes and other facilities are dispersed.

Industrial buildings and infrastructure of the second stage will occupy another 7 hectares. The foundations for overpasses, buildings and structures have already been laid. In the near future, it is planned to introduce a vacuum distillation unit for fuel oil with a capacity of 1,600,000 tons. It will allow to increase the processing depth to 75% and increase the production of medium distillates of oil (gas oil and others) with high added value.

Production

Kemerovo Region - Kuzbass - is the leading coal mining region in Russia. No refining experience, no suitable specialists. The regional administration and investors have faced a number of intractable tasks: personnel, production and logistics, logistics. All of them were promptly solved.

Initially, questions arose with the purchase of raw materials, but thanks to new government regulations, the plant can receive oil products from all the Siberian deposits both through the main pipeline and by rail. Yaysk oil refinery has its own loading and unloading station.

The production base includes:

• Installation of ELOU-1 for primary oil refining;
• Diesel fuel hydrotreatment unit;
• Hydrocracking;
• Delayed coking unit;
• System of amine purification from hydrogen sulphide;
• Reforming with an isomerization unit;
• A sulfur producing unit;
• Economic objects;
• Point of receipt and delivery of oil;
• A full-cycle railway station, including overpasses for the shipment of petroleum products and the acceptance of crude oil;
• A 7.5 km pipeline system connecting the Anzhero-Sudzhensk oil pumping station with the Yaisky oil refinery.

The installed equipment makes it possible to receive gasoline of the AI-92 and AI-95 grades, corresponding to the European quality standard. Yayskiy refinery produces:

• Diesel fuel (grade A);
• Diesel fuel (grade B);
• Gasoline stable gas (brand BL);
• Fuel oil, low-ash.

Innovations

The designers tried to minimize the "human factor" by entrusting the production cycle to "artificial intelligence". The whole process of oil processing is displayed on the big screen of the centralized control room. Operators monitor all plant parameters in real time. Any freelance changes in the technological regime are monitored by a special program that alerts specialists about the possible problems.

In the future, increasing the depth of processing to 93% will allow to abandon the production of fuel oil, which has a low added value. In addition to the distillation of fuel, high-tech products will be produced: lump sulfur, low-sulfur petroleum coke, vacuum gas oil and other items. Subsequently, YaNPZ plans to bring the quality of produced diesel fuel to Euro-5 standards.

Staff

Yaysk oil refinery is a model of future enterprises. Here, science-intensive automated technologies are introduced, as a result, the most complicated equipment serves a surprisingly small number of employees. Optimization of cadres is achieved due to the wide specialization of workers and engineers: in addition to the main, they master adjacent specialties.

The plant allowed to reduce unemployment in the region considerably, providing employment for about 2000 people. Most of the company's employees come from the neighboring city of Anzhero-Sudzhensk. Near the plant there is a settlement Yaya. The settlement, which arose in 1897, has more than 10,000 inhabitants.

To work at the Yaisky oil refinery, it is necessary to retrain, upgrade the qualification. This involved a number of educational institutions in the region: Achinsk technical school of oil and gas, Anzhero-Sudzhensky Polytechnic College and others.

Prospects

Further development of the YaNPZ is scheduled until 2025. Now a new vacuum unit worth 5 billion rubles is put into operation. In turn, isomerization and reforming systems (25 billion rubles.). The launch of these units will improve the quality of gasoline to "honest" AI-92 and AI-95.

Until 2020, it is planned to install a delayed coking unit worth 18 billion rubles. It is necessary for the production of coke and sulfur. By 2025, management expects to double the amount of processed crude oil by increasing the range of finished products, installing new systems, increasing the depth of processing. Also by 2015, a new hydrotreating unit will be built. However, the development of the enterprise does not end there. Already, expansion projects are being developed: the introduction of the third and fourth queuing.

Economic importance

The Yaisky oil refinery is the solution of global problems with the provision of fuel for the southern regions of Siberia. The Kemerovo region consumes about 3.5 million tons of oil products. After entering the 2nd stage, the plant will cover the needs of both Kuzbass and its neighbors. Accordingly, the budget will receive a significant increase.

Today the plant sells most of the fuel from the Kemerovo region. Thus, the region acquires independence from external suppliers of gasoline and diesel, dictating unfavorable conditions of management. Also, the sale of low-grade fuel from semi-legal "mini-refineries" was reduced, and the market for petroleum products was normalized.
