What is UEC? Universal electronic card

Today we have to figure out what UEC is. The thing is that progress does not stand still. And in Russia new, universal methods of identity verification are being invented . Also, the government is thinking about increasing the speed of the work of various companies and organizations, reducing queues, for example, in hospitals. To do this, we have to develop new systems for identifying citizens. And so, most recently in Russia appeared UEC. What it is? How to use this item? What are the pros and cons of it?

What is UEC? This question interests many citizens. After all, in recent years, this name has appeared more and more often. Therefore, it is important to understand what is at stake.

Russia, as already said, is trying to do everything for its population. Increasing the speed of information processing can be achieved only by introducing advanced technologies into everyday life. For this purpose, a universal electronic card (UEC) was invented .

It represents a small card resembling bank plastic. It is designed for quick identification of a person, as well as for speeding up customer service. Now it is issued to all citizens in certain places. Previously, you could refuse this document. But since 2015, it is issued to all citizens. What functions does it perform? And what kind of documents can be replaced with it?

Functions

It is already a little clear what is UEC. This is a kind of electronic system of identification and customer service. It provides its owners with certain opportunities. The main functions include work in the following areas:

  • Replacement of the civil passport;
  • Analogue of a bank card and account;
  • Fulfilling the role of medical policy;
  • Substitute SNILSa and TIN.

Accordingly, a universal electronic card is used:

  • UEC is used instead of an electronic store of various services (from movie tickets to products);
  • As a bank card (including when receiving pensions and scholarships);
  • As an electronic wallet;

I wonder what the universal electronic card looks like. It has already been said that it is the size of a bank plastic. And in general it is similar to it. But there is some information on it! What can you see directly on the received card? It:

  • Unique number of the universal card, it is written in the left corner under the microchip with the data;
  • All personal data of the owner - full name, date of birth, gender;
  • On UEC there is a sample of the signature;
  • SNILS;
  • MHI policy number;
  • A combination indicating the number of the bank card;
  • Photograph of the owner.

Also on the front side you can see the stamp of the Russian Federation, the name of the organization that issued the UEC, the logo of the payment system "Pro 100". The electronic card of the UEK is made in silver color. On it you can additionally see the flag of the Russian Federation.

Who has the right to receive a card

Now it is clear what is UEC. The population has a question about who can get this document. After all, not all citizens have, for example, the right to open an account with a bank. Therefore, the question arises of the manufacture of an electronic universal card.

Now in Russia this document has the right to receive all comers. And adults, children, and pensioners. It is worth noting that the presence of a passport in the child does not play a role in ordering plastic. Therefore, even minors under the age of 14 have the right to receive UEC (sample submitted).

The only thing that should be paid attention to is that children will not be able to fully enjoy all the possibilities of plastic. After all, up to the age of 14, they can not work at all with the bank account assigned, and from 14 to 18 it is done only with the permission of the parents.

Also, minor children do not need to have a photo on plastic. In this there is a need after adulthood. So there are no other restrictions. Both adults and children are able to get UEC.

Time of manufacture and time of action

A universal electronic card is a kind of document that has its own duration of action and manufacturing. This is also necessary to know all citizens. After all, UEK is a card that is issued not for a fixed period, but for a short period of time. Once the validity of the card is over, it will need to be replaced. At the moment, plastic after issuance will be valid for 5 years.

And how long does it take to make it? Generally, a universal electronic card (UEC) is issued 20 days after the citizen applied for the document. But this period may increase. On average, you should count on 30 days of plastic manufacture. Month - and you can take away UEK. After the citizen has the right to use plastic for the intended purpose.

Where to get

The next important point is the question of where to get the UEC. Generally, one organization - JSC "UEC" issues and produces this electronic document . This is a private company.   • Multifunctional centers.

Most often it's enough to come to the MFC or a banking company (not just any, but only to a specific one), and then announce your intentions. An employee of the organization will help to fill out the application quickly. Often a citizen will simply have to verify the authenticity of information entered on the computer, and then sign the document.

You do not need to do anything more with the application. It is necessary to attach copies and originals of some documents to it. And then you can wait for the result. It is not recommended to print the application form yourself and fill it in advance.

Documents for filing a request for a UES

What do you need to do to get the UEC? It's just that no one will accept a statement from a citizen. Therefore, it is necessary to attach a certain list of documents. It's not too big. And this pleases many - no significant paper red tape.

All that is asked for when drawing up a universal card is an identity card of a citizen. This is a binding document. Additionally, the SNILS and the MHI policy may be requested. True, even without these papers a citizen is required to issue an electronic card.

It has already been said that to submit a request for the issuance of plastic you need to bring originals and copies of documents. You do not need to certify them. It is desirable to show photos 3 to 4. But this is not necessary. Usually they are done either on-site, or employees will simply be asked to deliver pictures for UEC.

Children's decoration

Special attention should be given to the design of the study document for minors. The thing is that there are special rules for this category of citizens. For example, with regard to filling out an application. It must be written by one of the legal representatives (the parent). Accordingly, it will be necessary to bring the identity card of the parent to the selected card receiving authority. And UEK here does not fit. It will require paper medium.

Also, children can be booked only with the following:

  • Birth certificates;
  • The passport of the child.

In the first case, the situation is considered when the child is not yet 14 years old, in the second - after the fourteenth birthday of a minor. In any case, the parent must attach to the application a copy and original documents. Of course, we should not forget about the SNILS and the medical insurance policy of compulsory insurance.

In general, children do not really need UEC. All the possibilities of this document can still be used either after 14 years with the permission of legal representatives, or after adulthood. Therefore, parents are not too puzzled by ordering a card for their children. But after 18 years you can already use it.

Receiving

Once the application for the UEC filed, you can just wait until the document is ready. Then the citizen will have to apply to the body where he ordered plastic (for example, a bank or an MFC). There will be issuing a card and requisites for it. More precisely, a pin code for authorizing a citizen.

To get plastic, you only need a passport. A juvenile may be taken away by a legal representative for a minor. Up to 14 years it is quite obvious. And after this age, the child himself has the full right to pick up the electronic card and pin-code from it. It is enough to produce an identity card.

Pros and Cons

Now it is clear what is UEC. The functions of this card are no longer a mystery. What are the pros and cons of the studied system of identification? The advantages include:

  • Simplification of the process of identification of a citizen;
  • Absence of numerous paper documents;
  • Simplicity and reliability of storing the card;
  • Security of information stored in the UEC.

But the drawbacks of the card are also available. For example, at the moment we can distinguish:

  • Loss of documents in case of damage or loss of UEC;
  • Lack of opportunity to pay for services in most stores (technology only introduced, and not everywhere you can use a universal card);
  • Problems when applying to foreign authorities;
  • A simple system for civil servants and confusing - for the common people;
  • Increased dependence on computers and electricity;
  • Short term of validity of the document;
  • Risk of blocking the card when authorization errors are allowed.
