Types of traffic police cameras photo and video fixation. Is it possible to install GIBDD camcorders without notice?

Every year on the roads of the country there is an increasing number of motorists. Naturally, it is impossible to monitor compliance with rules of behavior on the road with the help of employees of the traffic police alone. Therefore, at a rapid pace, all major roads are equipped with cameras for photo and video recording.

Varieties of cameras

There are different types of traffic police cameras, through which the recording and recording of violations of traffic rules. They differ among themselves both by the method of installation, the range of readability, and by the volume and types of recorded offenses.

So, types of traffic police cameras by the method of installation are divided into the following:

  • Stationary (for example, "Rapier", "Arrow", "Cordon" and others);
  • Mobile (they include "Chris-P" and "Arena-C");
  • Mobile (Berkut, Binar, Vizir, Iskra and others).

According to the monitoring system, the devices for fixing offenses can be conditionally divided into the following types:

  • Speed cameras;
  • Camera control parking violations;
  • Chamber-alkalosers.

In addition, the types of traffic police cameras are divided into laser and radar.

Range and frequency of operation

Absolutely all radars on the territory of the country operate in three ranges. The specified ranges are established by the relevant international agreements, therefore, the frequencies of any cameras should be within the specified parameters. The base of the traffic police cameras operates exclusively in the following ranges.

So, three certified options:

  • X-band with an operating frequency of 10.525 GHz;
  • K-band with a frequency of 24.150 GHz;
  • L-band with a frequency of 700-1000 nm.

The X-band is practically not used at present. It was widely in demand about 10 years ago. Today, only the Sokol and Barrier radars work in this range.

Unlike the X-band, the K-band is used for almost all types of radars in all countries. Cameras operating in these parameters have a long detection range. The undoubted advantage of the cameras operating in these frequencies is their compactness and mobility.

Stationary cameras

Currently, stationary traffic police traffic police are the most common on the roads of our country. Such complexes of photo and video fixation are fixed on a rigid support directly above the carriageway in a place specially chosen for this purpose.

An important functional feature of this type of camera is the possibility of fixing the traffic of vehicles on several bands (even on the oncoming ones).

Most often stationary types of traffic police cameras, found on the streets of cities, are Strelka, Avtouragan, Rapira, Arena and Krechet.

The "Strelka" radar records such types of road violations as the passage to the prohibition sign of the traffic light, the excess of the permissible speed regime, and the intersection of the solid line.

This type of radar is able to simultaneously monitor the traffic of vehicles along five road lanes.

This type of radar was widely popular not only for a wide range of functions performed, but also for the possibility of its mobile location (for example, the "Arrow" radar can be found standing on a tripod at the side of the road).

Undoubted plus is the fact that the "Arrow" works absolutely in any weather: it is not afraid of severe frosts and summer heat. Also, this device is moisture resistant.

Another common type of video surveillance cameras is the "Chris" radar. It is the same as the above-mentioned device "Arrow", produced in Russia. However, "Chris" can control the movement of cars only on one lane.

This stationary device is mounted above the carriageway in order to detect such violations as speeding, driving to the oncoming lane and driving along the public transport belt. "Chris" fixes all the above offenses, which are committed by vehicles traveling at speeds of 20 to 250 km / h.

This "smart" device for a few minutes is able to "drive away" the state number of the car on the database of the traffic police and find out a complete list of unpaid fines.

They are afraid of violators

One of the most technically equipped and advanced fixed complexes of fixation are such devices as "Avtouragan" and "Arena".

Stationary radar "AutoUgragan" - a thunderstorm for violators of traffic rules. This device captures all kinds of situations occurring on the roads. In addition to banal speeding and driving to red light, "Auto-hurricane" registers driving on the sidewalk, bicycle paths and roadside, driving under prohibitory signs, crossing the railway crossing and even driving on the pedestrian crossing (in the presence of pedestrians wishing to cross the road).

"Autorouragan" can control only one lane, the mobile version of this device does not exist. Well, the obvious drawback of this radar is its recognizability: thanks to the rather large and elongated hull, "Auto-hurricane" drivers see from afar.

A popular stationary camera with a built-in radar is the Arena complex. Depending on the location of this radar, it covers a different range of roads. Thus, the "Arena", installed exactly above the carriageway, controls only one lane. But if you place the radar at a certain angle to the road, the Arena can easily control the situation on three bands.

Thus, fixed CCTV cameras can register 4 types of offenses. These include speeding, driving to the oncoming traffic, as well as infrequent violations related to heavy vehicles appearing in prohibited areas. But the fixation of such a frequent violation, as parking in the wrong place, stationary cameras are beyond the power.

Mobile complexes

Radar traffic police, belonging to this category, motorists can meet on the roadside. They are mounted on a tripod tripod. It is important to know that such photoradar systems are often installed in such a way that they can detect the speeding of not only the oncoming vehicles, but also of the departing vehicles.

One of the most common mobile radars, which has a base of traffic police cameras, is the installation of Chris-P. This complex has a stationary analogue, in contrast to which "Chris-P" can not fix such a violation as going to the "counter". Despite this, this installation easily identifies violators exceeding speed, as well as driving on the public transport belt.

Often road traffic violations of motorists are recorded using the radar complex "Arena". It is usually installed on the side of the road and registers everything that occurs on the three lanes. The radar captures all vehicles that travel within the speed range from 20 to 250 km / h.

This device is equipped with a built-in memory card, all information from which is automatically sent by radio to the traffic inspectors. At the same time, in order to obtain timely information, DPS inspectors should be in close proximity to the installation (within a radius of 1.5 km).

Mobile radars

Mobile cameras video capture traffic police are, perhaps, the most convenient in handling radars. As a rule, they are issued to the duty traffic police patrols for interception on duty. They are very compact and can easily move from one place to another. An important advantage is the ability to register traffic violations directly from the patrol car.

Let's consider the basic mobile radars of the State Traffic Safety Inspectorate.

Complex "Vizir" is a bright representative of modern radars. In addition to measuring the speed of movement of machines, this device is capable of producing photo and video recording of the offenders themselves. This is especially important when there are controversial situations with motorists.

"Vizir" is installed directly in the patrol car, and a wide range of actions allows you to register offenses at a distance of up to 400 meters.

This complex is convenient in operation: it can be installed both in the patrol car and on the roadside. Radar "Vizir" is small and weighs only about 2 kg. It is worth mentioning about the temperature mode: this unit operates at a temperature from 0 to +50 degrees. At lower temperatures, a special thermo-holster is put on it, which allows using the radar at temperatures up to -30 degrees.

Another mobile speed meter is the Binar radar. From the previous complex, it is distinguished by the presence of two built-in fixation cameras. One camera makes it possible to track a general road map, but the second one allows you to get an image of the intruder and to distinguish license plates at a sufficiently large distance.

The speed range of the indicated vehicle is 300 meters, but visually distinguish the numbers of "Binar" can only be at a distance of 200 meters.

Perhaps the most compact and easy to use is a police radar like the Berkut. It can be used both in patrol mode, and, as they say, with the hand (thanks to a special handle).

"Berkut" is able to measure the speed of the machines in both the oncoming and in the opposite direction.

Thanks to the built-in light sensor, this radar can easily be used in the dark and in bad weather. This device is equipped with a sufficiently powerful battery that allows the Berkut radar to operate without additional charging for about 10 hours.

There is also such an important function in the radar as the choice of the target, by setting which the Golden Eagle will fix the fastest car out of the stream or closest to the radar.

Park where I want?

Parking problems occur in almost all cities. This problem is especially acute in huge metropolitan areas, where drivers because of lack of vacant seats or because of their own inattention leave their cars on lawns, sidewalks and other places forbidden for parking.

To combat such violations in the work of traffic police officers was introduced "Parkon" - a modern complex of automatic control of parking rules.

So, what does "Parkon" look like?

This complex consists of a video module and a workstation designed to process incoming video. This mechanism has two cameras, one of which fixes the traffic situation, and the second - long-focus, allows you to recognize the license plates of cars. Built-in searchlight makes it possible to use "Parkon" at night.

The video module of the mechanism is located on the front panel of the patrol car and is connected to the vehicle's on-board network. Built-in battery allows you to use the device and to work "with your hands."

Among other things, "Parkon" is equipped with the "GLONASS" system, which makes it possible to link a particular offender to a certain geographical location, as well as to the time and date of committing an offense.

The Parkon complex fixes the following types of offenses:

  • Stopping or parking the car on the sidewalk, the carriageway (in places where it is prohibited by appropriate road signs);
  • Stop or car parking at a pedestrian crossing;
  • Stopping or parking in places where public transport stops, and within a radius of 15 meters from these stops;
  • Leaving the car on a lawn, in a park, a park, on a sports or a playground;
  • Leaving the car in a parking place in a prohibited way (for example, parking the second row or not parallel to the carriageway).

Any of the specified offenses is fixed by giving out the apparatus of "Parkon" two photographs, with the image of the car-violator. In these photographs, it is mandatory to see the state number of the car, as well as the date, time and place of registration of the offense.

Where are the traffic police cameras?

Since 2013, on the roads of cities there were special warning signs or markings. Such signs as "Photo Video Fixing" warn motorists that on the road section, offenses are recorded through radar.

However, contrary to the opinion of many motorists, the installation of these warning signs is only a recommendation for the traffic police. That is, inspectors can also register offenses through photo and video fixing without installing special signs.

In addition, the warning sign may be at a fairly large distance from the radar itself, and the camera fixation can be well camouflaged. These signs are more concerned with stationary surveillance cameras, but mobile and mobile radars are sometimes installed by traffic police in the most unpredictable and inconspicuous places.

So, motorists should be prepared for the fact that the mobile traffic police can be behind a road sign, a fence or a bump. Often cameras are installed among vegetation or garbage containers.

And if there is no sign?

According to the current normative acts, the absence of a warning sign or markup is not grounds for recognizing the offense and, accordingly, the penalty imposed for it is invalid.

Thus, the answer to the question whether the installation of video cameras of the State Traffic Safety Inspectorate is allowed without notice is unambiguous - such an installation is not prohibited. And in case of receiving a "letter of happiness" with a fine, the driver does not make sense to refer to the fact that he did not see signs warning that photo or video recording is being carried out on the road section.

Placement of such signs and markings is only advisory in nature and does not oblige traffic police officers to install such signs in close proximity to the cameras fixing offenses. Therefore, for example, challenging a fine in the court on the indicated grounds will not succeed, and the motorist still has to pay the written out fine.

The result

Currently, in the arsenal of traffic police there are many radars that can catch and record almost any traffic offense. So, thanks to modern equipment, such violations as speeding, moving to the oncoming lane or a lane of dedicated traffic, not fastened seat belt are fixed on almost all roads of the country.

Thanks to the latest technology, motorists are punished for parking and for driving in a state of intoxication. The specified offenses also register cameras of video recording of the traffic police.

All motorists should remember that the traffic police do not have to warn that a certain part of the road is being photographed or videotaped. Warning signs, contrary to the opinion of many drivers, are not required to hang, and their absence does not at all exempt from paying fines.

It is important to remember that the cameras for video and video capture, as well as for CCTV cameras, are not installed in order to complicate the life of car enthusiasts. The placement of fixation complexes can reduce the number of offenses, the number of road accidents.

Video surveillance on the roads leads to the establishment of a safe mode, to reducing the accident rate and the number of deaths.
