State support of small business in Russia and abroad

In countries abroad, state support for small businesses is an important independent systemic management of social and economic policies. It exists at the expense of the principle of creating the best conditions for business development. The concept of supporting entrepreneurship is the national and pan-European interests of the community that define goals and important principles for enterprises.

State support of small business allows us to identify certain features that are available in each country, discarding national characteristics.

1. Legal acts that define the objectives of public policy and regulate the issues of supporting business activities. Also included here are the tasks and functions of the governing bodies, together with the mechanism for their implementation.

2. Establishment of relations of state bodies at different levels with associations and unions that express the interests of entrepreneurs so that their positions in decision-making are taken into account.

3. Rational distribution of responsibilities between authorities.

4. State support of small businesses has a developed system of specialized government organizations and institutions that ensure the fulfillment of all tasks in the field of business promotion .

5. Financial support: allocation of allocations from the state budget, tax incentives, creation of credit, financial, insurance institutions.

The support of enterprises helps to accelerate the economic development of the country, raise the level of employment of the population and ensure a healthy competitive environment. To this end, targeted programs are being developed with measures to support entrepreneurship through subsidies, loans and benefits.

State support of small business in Russia employs about 20% of the active population (economically), which is three times less than in Western European countries. However, the existing form of small business speaks about its favorable development in the sphere of public catering and trade. This shows that the support of the state is felt in the main branches of business.

A feature of the development of entrepreneurship in is the overwhelming percentage of the "shadow" space. It is about 40-50% of the real turnover of business. And this means that some of the resources that could be used to solve the tasks of the state "lie down" somewhere in the side.

The state program for supporting small businesses has some distinctive features.

1. Combining different activities within one organization, that is, the lack of a one-product development model.

2. Underdevelopment of the self-organizing system.

3. Striving for independent activity, whereas foreign organizations mainly work in the conditions of franchising and subcontracting.

Entrepreneurship in Russia can exist in the service sector or in cooperation with large structures. In these areas, the realization of a great potential is possible.
