Satarov Georgiy Aleksandrovich: biography, political and social activities

Politician Satarov Georgy Alexandrovich is most known for his activities in the 90s. He was an advisor to President Boris Yeltsin and participated in numerous state commissions of that time. Most remarkable is his work in the team that drafted the Constitution of the Russian Federation in 1993.

Education

By origin, Satarov Georgy Alexandrovich is a native Muscovite. He was born in 1947. He received his education at the mathematical faculty of the modern Moscow Pedagogical State University. In 1975 he defended his thesis. Professional specialty of Satarov was "mathematics and programming."

The future politician worked in his native university from 1972 to 1990. His career in higher education began with the position of junior research fellow, and ended on the site of the head of one of the sectors of the laboratory.

Creation of "INDEM"

It was the mathematical knowledge and skills that led Satarov into politics. In 1990 he created "INDEM" ("Informatics for Democracy"). This was the name of the Center for Political Studies, in which applied mathematical methods were applied. The creation of a unique organization for the Soviet Union was made possible thanks to the support of the editor-in-chief of the newspaper Moskovskie Novosti, Yegor Yakovlev, as well as the people's deputy of the USSR, Sergei Stankevich.

Satarov Georgy Alexandrovich was the head of the center until 1993. "INDEM" published the results of his analytical work in the newspaper "Moscow News". It was then that analysts noticed in the Kremlin. Mathematics was invited to work in the team of President of the USSR Mikhail Gorbachev. Later, the analyst began to work with Boris Yeltsin.

State employee

In the years 1993-1994. Satarov Georgy Alexandrovich worked in the Presidential Council. He was also an authorized assistant to the first person of the state, answering for his contacts with political parties and the Federal Assembly.

The then press considered Satarov a representative of the "liberal wing" in the highest echelons of power. His main companions and colleagues were: Yuri Baturin, Alexander Livshits and Mikhail Krasnov. This "liberal group" opposed the "war party" led by Deputy Prime Minister Oleg Lobov.

In 1993, the President created a special commission whose members developed the main provisions of the new Constitution of the Russian Federation. Satarov Georgy Alexandrovich took part in this work. The address of his place of work was then directly in the Kremlin, where the key decisions for the country's life were taken.

Political Consultant

In 1995, "INDEM" was transformed into a fund, and Satarov became in it the main scientific leader. At this time the main work of the organization was connected with the State Duma. Employees wrote analytical reports, as well as forecasts.

On the eve of the 1995 Duma elections, Satarov lobbied for the decision to create two loyal parties. The first was "Our House - Russia", the second - Block headed by Ivan Rybkin. So the mathematician began to engage in political consultations. Another recognized expert in this field at that time was Gleb Pavlovsky.

"The Democratic Party of Russia", "The Choice of Russia", "Cedar", "Our Home - Russia" - all these associations (and many others) were advised and helped by Satarov Georgy Alexandrovich. "Parents" of parties in the new democratic Russia, as a rule, did not know at all how to manage their offspring. It was for this that the leaders needed political consultants. "INDEM" Satarova wrote political programs, built the strategy of election campaigns, etc.

Dismissal from the Kremlin

Already in the post-Yeltsin era, Satarov mentioned that he was fulfilling orders coming from the presidential administration. Two such cases are known for certain. For the first time, INDEM made the forecast for the elections of 1996, in the second - developed mathematical models of corruption in the country.

At the same time, Yeltsin set up a commission, which drafted a state-building project for the near future. In that team worked and Satarov Georgy Alexandrovich. The President's "family" had different feelings about this man.

For example, in August 1997, a mathematician and an analyst received the Order of Honor for many years of work and merits before the state. And in September, Anatoly Chubais (head of the presidential administration) began liquidating the post of presidential aide. But finally he left Satarov without work in the Kremlin, not he, but Valentin Yumashev. It was the latter that the press called the initiator of the resignation of the head of INDEM. Satarov himself said that he left the Kremlin voluntarily, because he no longer saw in it the prospects for fruitful work.

Projects of the "national idea"

One of the possible reasons for Satarov's dismissal from the post of presidential assistant to the media was called his failure to work on creating a "national idea". After the collapse of the Soviet Union, Russia lived without any ideology, which was enshrined in one of the articles of the Constitution. However, the presidential administration tried several times to formulate, if not a national idea, at least a clear political program for the near future.

It was her who was to create Satarov. For this work, his fund "INDEM" was connected. Later, the analyst in an interview with the newspaper Kommersant stated that he had only to investigate possible options for the national idea. For this purpose, INDEM held a hand on the pulse of the press, checked the agenda - did what most of all worries the inhabitants of the country. All this work was supervised directly by Satarov Georgy Aleksandrovich. Nationality, the desire for prosperity and much more - all this was tested as a possible "bolt" for Russian society.

It is also possible that Satarov was sacked because of his failure at the 1995 Duma elections. The analyst offered the authorities the concept of center-left and right-centrist loyal parties. However, this agenda failed. The elections were won by the Communists. In the parliament there was a huge number of deputies of the Communist Party and the LDPR.

In the late 90's

Despite the dismissal from state structures, Satarov did not lose Yeltsin's trust. The analyst was twice again involved in the creation of the annual presidential message. At the same time in 1998, the first draft version of the document, written by Kremlin employees, the authorities did not arrange. Therefore, the project was handed over to Satarov by habit. He has not worked for a long time on the state, therefore, by his own admission, he took to the order, as to any other commercial work.

In 1999, INDEM began publishing research on corruption in Russia. The inspirer of this complex work was Satarov Georgy Aleksandrovich. The analyst's biography and the qualitative results of his research drew the attention of foreign funds. Thus, INDEM received government grants from Denmark. In addition, his work was directly supported by the World Bank.

Corruption research

In 2000, Satarov published a high-profile study on corruption in the State Duma. The document told about numerous bribes in the lower house of parliament. "INDEM" called the faction "People's Deputy" the most corrupt in the Duma.

In subsequent years, Satarov continued to engage in research on the same topic. Since 2003, he has collaborated extensively with "Open Russia". This organization was created by businessman Mikhail Khodorkovsky as an educational and public foundation. Satarov often delivered lectures at the School of Public Policy. This event was also organized by "Open Russia". When Khodorkovsky was arrested and his oil company Yukos was declared bankrupt, Satarov began to support him.

Later, the analyst cooperated with many non-system oppositionists - Kasparov, Kasyanov, etc. In 2015, after the murder of Boris Nemtsov, Satarov joined his party RPR-PARNAS. A public figure often participated in human rights conferences.

Nowadays

Today Satarov remains president of the INDEM Foundation. He also teaches and is a professor at the Russian Academy of National Economy and Public Service. The analyst often speaks in the media. It is regularly published with articles and notes in various publications.

Outside of his social and political activities, the analyst deals with science a lot. His pen belongs to more than two hundred works in various fields of political science, applied mathematics, sociology. All these topics and disciplines are well owned by Satarov Georgy Aleksandrovich. The personal life of a public figure is rarely advertised before the public. Satarov is married, he is the father of two daughters.
