Russian Education In European. Success Or Race For Status?

In September 2003, Russia joined the Bologna Process at a meeting of European Ministers of Education in Berlin. Since that time our state has become an accomplice in the European higher school, the main goal of which is to provide a high competitive education that meets the modern needs of society and economic development. For Russia, this step is marked by additional opportunities for participation of Russian universities in projects funded by the European Community, students and university teachers have a chance to join the academic exchange program with the leading universities in Europe. Elena I. Pudalova, representative of the United Construction Corporation, who holds the position of head of the department for interaction with educational institutions, highlighted the main aspects of the impact of the international communique on the educational methods of our country.

The Bologna process gave a lot to the development of the system of Russian education, in particular, it made it very meaningful and critical to take into account the situation in which the state educational system is located and contributed to the impetus for concrete actions with regard to its change.

Active work on the integration of the ideas of the Berlin agreements into Russian realities was conducted for many years, and not long ago the Concept of the Federal Targeted Development Program for 2011-2015 was formed. One of the most important tasks of the Russian educational policy is the formation of a system for assessing the quality of vocational education with the participation of employers.

In order to inform the public about the specifics of the project, the Federal Service for Supervision in Education and Science organized a series of events dedicated to the creation and development of an independent qualification assessment system. Experts at the conferences were representatives of Rosobrnadzor and the professional community, who are in close cooperation in the development and approval of models of the new system.

Within the framework of this idea, November 1, 2011, a webinar of Elena Pudalova, head of the department for interaction with educational institutions of the United Construction Corporation, took place. Elena Igorevna, as a representative of the consumer segment, shared the features of working with the Ministry of Education to develop professional standards in the field of aircraft construction.

The business community has formed a competence model of a specialist that a graduate of a higher education institution must meet so that he can immediately start his duties right after taking office. This model includes a number of necessary competencies, functions and skills required for each specialist "at the output."

In the conditions of our reality, not all companies are ready to start forming professional standards, even if this is the solution to many problems associated with recruiting specialists who are not always competent in their field. Employing companies entering this long and ambiguous path take responsibility for modernizing educational programs in accordance with the requirements of the modern economy. In the future, Elena Igorevna hopes, it will be possible to consolidate and apply best practices, thus avoiding the time spent on such a painstaking process of forming competences and standards.

It is still too early to talk about the results of the project, in the recent past, representatives of the professional community finally managed to formulate the tasks that it poses for interaction with the scientific environment and to determine the expected results of this cooperation. According to Ms. Pudalova, the work done and all the actions that still need to be undertaken should provoke the creation of a fertile ground for a constructive dialogue between the sectors and the educational sphere, which in the end should lead to a tangible increase in the quality of vocational education in our country.
