Dilma Van Rusef is a former Brazilian president who was suspended from her duties by impeachment. Youth

Dilma Vsea Rousseff, was born in December 1947 in the large Brazilian city of Belo Horizonte. Her father is a Bulgarian emigre Pyotr Russev, who was forced to flee his native country, as he was in the Communist Party persecuted there. In Brazil, he married a local native of Dilma, Janet Coimbra Silva. That's why Dilma Van was born from this marriage. In addition to her, the family had two more children - Igor and Jean Lucia.

Dilma, like her father, shared the left ideas. Already at the age of twenty, she was an activist of the Socialist Party, joining her most radical wing, which called for armed struggle against the dictatorship that was established at that time in Brazil. Radicalism and participation in armed insurgent groups led to the arrest of a rebel. After that, at the military court, the girl was read out what she was accused of. Dilma Rousseff was tortured and left prison only in 1972.

After leaving the prison, Dilma received a higher education and gave birth to a daughter. She again took part in the left movement, but this time using only legal methods. Dilma Russef became one of those who stood at the origins of the creation of the Democratic Labor Party, which arose in 1979.

In big politics

After Dilma Russef worked as treasurer in the city government of Porto Alegre, and then headed one non-state fund, she decided to go into big politics. To this end, in the late 1990s, Roussef moved to the Workers' Party, which had more radical ideas than the Democratic Workers Party.

To a large extent, thanks to the energy program, prepared by Dilma, in 2003 the president was the representative of the Workers' Party Luis da Silva. The Minister of Energy with him was D. Russeff. The impeachment did not threaten this president, moreover, he was re-elected to this post in 2006, and Dilma became the head of his administration.

Election as President

In 2010, Dilma Russef herself is running for president. During the nomination, she was supported by the current leader of Brazil, Luis da Silva. In her election program, Dilma Russef put forward proposals on political and agrarian reform. She supported homosexual marriages, but opposed the legalization of light narcotics and the death penalty.

In the first round of the race, held in October 2010, Dilma Russef showed an excellent result, ranking first with an indicator of almost 47% of the vote. In order to become president without conducting a second round, she lacked just over 3% of the vote. Nevertheless, in the second round, gaining about 56% of the vote, confidently outstripped Jose Serra - a representative of the Social Democratic Party Dilma Rousseff. The impeachment that will happen to her in the future, then even no one could have guessed, because she became the first woman in the presidential post in the history of the Brazilian statehood.

How much it has turned out at it - to judge difficultly enough. Whatever it was, but in the next presidential election, held in the fall of 2014, the people again chose Dilma.

True, this time she did not hold back the upper hand as convincingly as at the previous elections. In the first round, 41.6% of voters voted for Russef, and in the second - only 51.6%, which allowed it to bypass Aesio Navis - a representative of the Social Democratic Party with a minimal margin - and secure a second presidency.

Suspicion of corruption

This time, Dilma Rousseff could not manage the country so calmly. Impeachment was the outcome of successive events, which we will discuss below. True, the beginning of this history should be sought even in the times of the presidency of the previous leader of the country - Luis da Silva.

With him, a corrupt scheme was created, according to which construction companies were forced to pay kickbacks in order to be selected for carrying out various works performed at the request of a large state oil company Petrobras. The amount of kickbacks went to the development of the Workers' Party, as well as to the personal needs of its leaders, including Luis da Silva.

These data became known after the investigation, which began in 2014. Dilma Russef was not just one of the leaders of the Workers' Party, but was also the chairman of the board of directors of this oil company from 2003 to 2010. At the same time, she constantly denied that she knew anything about the above-described corruption schemes. But how honest was D. Russeff at the same time? Impeachment was already around the corner.

Commencement of impeachment procedure

In an appendage to everything, Dilma Russef in the fall of 2015 was accused of applying administrative leverage, financial fraud and violation of tax laws during the elections in 2014, which provided her with a victory.

The clouds hung over the head of D. Rousseff. The impeachment was initiated by the opposition and launched in parliament in December 2015.

Further development of the scandal

Dilma Russef was not afraid of the charges. In March 2016, she appointed former President Luiz da Silva, who was the main person involved in the corruption scandal, the head of his administration. According to Brazilian legislation, the person holding this position was inviolable, that is, in fact, yes, Silva became inaccessible to the investigative authorities and the court. This was a kind of challenge, which D.Rousseff threw to the parliament and the opposition. Impeachment became one of the consequences of such self-confident actions. Although, according to another version, defending Da Silva, she also defended herself, because during the inquiry of the investigative bodies, the former president could also report information about Russef's involvement in corruption fraud.

It is natural that the appointment of Da Silva was perceived as an attempt to protect him. This provoked a million protest rally of opposition forces and the population supporting the opposition and opposing corruption. The federal judge issued a special resolution that suspended the order on the appointment of Da Silva head of the presidential administration, arguing that the appointment hinders the execution of justice.

Completion of the impeachment process

In April 2016, the lower house of the Brazilian parliament voted for the resignation of the president. This decision won more than two-thirds of the vote, as required by law. After that, for final approval, the impeachment case was transferred to the Senate.

In May 2016, the senators also voted for the resignation of Russef. The votes were distributed in a proportion of 55 to 22. This meant that Dilma was suspended from her duties for 180 days. After this period, taking into account newly discovered circumstances, the senate had to make a final and irrevocable decision. Vice-President Michel Temer became the acting head of the country.

At the end of August 2016, the Senate again supported the resignation of Dilma Russe by a two-thirds vote. Thus, the impeachment procedure was completely completed.

The reasons for the removal from power

The main reason for the impeachment of Dilma Rousseff was the misuse of public funds in her favor during the election campaign for the presidency in 2014.

The second main reason for the resignation was that Russef was involved in the corruption scheme of the former president of the country. Even if she did not actually know about her, then as the head of a company that was directly involved in illegal activities, she had to be aware of what was happening around her controlled facility.

In addition, a bad joke with Dilma played an attempt to protect Da Silva.

And of course, one of the reasons for the impeachment was the opposition's desire to displace the incumbent president. But this desire of the opposition is almost in any country, and it is possible to carry out such forces only if there is a proper occasion.
