4) Check the rice availability after the allotted time - if the grain is solid, continue to cook.

Water can be replaced with broth or use a broth cube, dissolving it in water. Be sure to add butter, which will make the rice crumbly. Cover the saucepan tightly with a lid and keep on the smallest fire for a quarter of an hour, then remove and let the rice "get". The lid is not needed to open, so as not to release valuable heat.
