Is there any point in the issue of Internet regulation?

The Internet is a relatively recent invention. According to its founder, Tim Berners-Lee, he deliberately did not pat his invention to keep the Internet open, free and unlimited for all. However, despite the desire of the founding father, many companies, government organizations and governments of some countries actively regulate and restrict access to certain information contained on the web.

Today, the Internet has completely changed our lives, changing the way we perceive communication, education and information. The Internet has completely changed the news, the entertainment industry and how transactions and transactions are carried out.

However, among the huge number of revolutionary changes that greatly facilitated access to the necessary information and services, the Internet has become the home of a number of new-generation criminals: hackers, cyber thieves, persecutors and many others. In addition, the Internet allows a large number of children and people with a weak psyche to access materials containing violence or pornography.

In this regard, the question arises whether it is necessary to regulate the Internet, or leave it free?

Problems and obstacles

Even without speaking about freedom of speech and democratic human rights, it is not possible to regulate the Internet within the framework of international law to date. And there are several reasons for this.

Firstly, the World Wide Web, as already mentioned, is a relatively recent invention, which, moreover, is developing so dynamically that modern legislation does not keep pace with it. Secondly, the Internet is one of the few global phenomena that will make it extremely difficult to create a unified system of rules, laws and regulatory systems. And not least, the Internet does not have physical space, form and matter. How is it possible to create a model that can objectively and independently regulate Internet access and its content?

Basic Models

If we imagine for a moment that global diplomatic cooperation is possible today, the following basic models will be used to control Internet content:

Legislative - a model containing a number of general laws that control what information and actions should be prohibited and restricted, and how the placement and dissemination of this information and the commission of criminal activities in the digital space will be punished.

Normative - regulatory model by the type of forum management, where a number of moderators decides which content is not suitable for placement, for what actions should users be punished and what penalties should be used.

Market - a model based on demand and supply and stimulating competitiveness.

Architectural - a model built on the protocols of information coding and how it is transmitted.

Around the world

Today, in a world where global cooperation is impossible and a centralized body for controlling digital space is established, the Internet is not regulated in different countries depending on political systems, laws and human rights.

For example, any regulation in the US meets with the first amendment to the constitution, ensuring freedom of speech and expression. In North Korea, completely the opposite situation, when most people do not get access to the Internet at all. Among these two extremes exist such states as Russia and China, where certain resources, sites and domains are banned.
