How to get Luzhkov payments at the birth of a child?

The registration of benefits in Russia is of interest to almost every citizen. Special interest in such support of the population is experienced by families with children. They are trying to provide in every way in the country. There are various regional and federal payments. Their size and terms of appointment are varied. Today Luzhkov payments will be presented to attention. What is this? To whom do they rely? How and under what conditions are appointed? All the features of Luzhkov payments will be described below. In fact, it is easier to understand this issue than it seems.

Nature of payments

The first step is to find out exactly where it is possible to formalize such support from the state. To whom are Luzhkov paid?

This manual is of a regional nature. It occurs only in Moscow. Citizens who have underage children can receive appropriate support from the state.

But in other regions there are no Luzhkov payments. This is a kind of additional support for families with minors. It is issued for the birth of one or more children. Similar support of families has been conducted in the Russian capital since 2004.

Who has the right

And who can claim Luzhkov payments at the birth of a child? Not all families have such an opportunity. There are several conditions that must be observed.

Recipients can be both parents. The main thing is that one of the following conditions is met:

  1. Both parents have a propiska in Moscow. This is a permanent place of residence. Temporary registration does not entitle you to receive benefits.
  2. Parents have a residence permit in Moscow and outside the region. At the same time one of them should have a permanent registration in the capital. A newborn is prescribed with this parent.
  3. The recipient is a single mother, registered in Moscow. The presence of a regional propiska is not suitable for the purpose of payment.

Important: the citizenship of parents and children does not play a role in this. Therefore even visitors have the right to studied support from the state.

To young families additional support

But all this is only the beginning. Luzhkov payments in Moscow, even if one of the previously mentioned conditions are observed, is not for everyone. What is it about? Who will be the 100% recipient of such support?

Only young families can claim it. This concept in the regions of Russia has a different interpretation. In our case, we mean families in which the parents were not at the age of 30 at the time of the birth of the child. Accordingly, if the mother or father of the baby is 30, the right to benefit is lost. But if the payment is made after the 30th birthday of the parents, but taking into account the fact that at the birth of the baby this age was not reached, you can hope for support from the state.

Term of circulation

How long does the payment take place? This question interests many parents. After all, most children's benefits have their own time, during which legal representatives have the right to demand additional money from the state.

Luzhkov payments to the child can be issued within 12 months from the moment the baby appears. Earlier in the registrar issued a certificate of the established sample, which allows to receive such a benefit. Since 2012, such a document is not issued.

Each parent himself decides when to give him papers to make payment. It is better not to delay with this idea. In practice, all child benefits and payments are registered immediately after the registration of the baby in the registry office. So it will be possible to shorten the time for submitting a corresponding request.

In exceptional cases, the time for execution of Luzhkov payments can be extended. Usually this happens if the parents had valid reasons preventing the application for financial assistance.

On the extension of the processing time

Now a little about exceptions. As already mentioned, Luzhkov payments at the birth of a baby can be requested within a year of the child's appearance. But there are exceptions. You can extend the processing time for a particular period

What situations are considered exceptional? To them it is possible to carry:

  • Prolonged stay of the applicant in the incapacitated state;
  • Finding a baby in the hospital because of illness / injury for more than six months;
  • Death of close people / significant damage to the health of relatives;
  • Reasons that can be considered valid by a court decision.

The most important point in resolving the issue of extending the term for processing Luzhkov payments is documentary evidence of a valid reason. Without it, no one will restore the family the right to receive money.

Term for consideration

And how long does it take for Luzhkov's payments to young families? How quickly do citizens get a decision on whether they are appointed or not?

At the legislative level, the period for considering the application is 10 days. Countdown begins when the young family has brought all the necessary documents to implement the idea in life (a complete list will be proposed later). During this time, the applicant is sent an informed decision in writing. With him, the documents attached earlier are sent.

Refusals to grant payment can be appealed. For this it is necessary to apply to the court or to the Department of Social Protection of the Population of Moscow. In practice, Luzhkov payments are usually not denied. After all, the conditions for their appointment are very flexible.

Effect of income on payments

It's no secret that the bulk of benefits in Russia (including children's) are often given only to those in need. Accordingly, you have to prove and demonstrate your income. At a certain level of the family budget, money from the state is not given.

Fortunately, the level of family income does not affect the Luzhkov payments. Therefore, they can not be denied because of sufficient welfare. Revenue can not be claimed from a young family either.

The measure of support for the new cells of the society with children is determined irrespective of income and benefits already allocated. The main conditions are the age of the parents and the presence of the Moscow propiska at least one of the legal representatives of the baby.

Where to apply for registration

Where are Luzhkov payments made in 2017? As already mentioned, only residents of the capital of the Russian Federation can claim them. But where to address specifically? What services help in the formulation of the request?

To date, applications for the assignment of Luzhkov payments are being submitted to one of the following places:

  • MFC;
  • Portal "State services";
  • "Single window services".

Most often the population turns to multifunctional centers. This is the most suitable solution for those who want to issue all benefits and payments in person for one visit.

Death of a child and payment

In Russia today, a rather high infant mortality rate. Therefore, parents are often interested in whether they are entitled to any benefits if the infant has died during this or that time.

Luzhkov payments, as already mentioned, are assigned only to young families if they have a Moscow residence permit. These are the basic conditions. The death of a child is not grounds for refusing to provide appropriate support to parents.

The legislation of the Russian Federation allows legal representatives to demand all benefits and payments on the birth of a child if the baby has died after 7 days from the date of birth. Parents can at the same time register new documents for the newborn and claim additional material support from the state.

Amount of payments

But this is not all that young families need to know. How many today are Luzhkov payments at the birth of a child? Their size varies from time to time. This nuance should take into account all newly-made parents.

Thus, in 2017 you can get:

  • For the first child - 75 460 rubles;
  • For the second child - 105 644 rubles;
  • On the third child - 150 920 rubles.

It is these restrictions that are currently in effect with respect to the size of Luzhkov's payments. Less or more money as such support for young families will not be forthcoming.

On the registration of a child

Now a little about the issues related to the registration of minors. What should all young families in Moscow know ?

First, the child to whom the Luzhkov payments are granted (2017), must necessarily be registered with the parent in Moscow. If the permanent residence of both legal representatives in the capital of the Russian Federation, there is no difference where a minor will be registered.

Secondly, it is important to pay attention to the fact that the baby should be registered in the registry office of Moscow. What exactly? It does not matter. The main thing is for the child to be registered in the Moscow registry office. The place of his actual birth also does not matter.

No more issues related to the registration of minors for the appointment of Luzhkov payments, do not have. This measure of state support of the population is offered to all young families. Refusal to receive is extremely difficult. Usually, such situations occur when the company's cell has submitted an incomplete package of documents or if the applicant has brought false papers. In other cases, it will be possible to claim the put money without any problems.

List of documents

Now a little about what documents will be required for the family to be granted Luzhkov payments at the time of the birth of the child. In fact, the list of necessary securities is not too large. If you prepare in advance for the process, you can collect everything you need in a few days.

So, the list of documents for Luzhkov payments in Moscow will be as follows:

  • Identity cards of parents (both);
  • Application for additional support for a young family (to be filled in place when handling a package of securities);
  • A certificate of birth of a minor who is relying on money;
  • Birth certificates for all children (including from previous marriages / civil marriages);
  • Certificate of family composition;
  • A document stating that the second parent did not receive Luzhkov payments (taken in the social support service);
  • Marriage certificate.

In addition, parents ask for information about the registration of underage children. This is an obligatory document, the absence of which may result in a refusal to provide money. No more papers are needed.

It is recommended to make copies of all listed documents. In all the institutions listed above, the papers are presented together with the originals. It is not necessary to certify copies.

About children considered when assigning support

And what kind of children will be taken into account when preparing the allowance? In Russia, minors are often adopted or adopted. What should every parent know about the payment being learned?

The thing is that Luzhkov funds rely on all their own children. Adopted children are also taken into account by the authorities. All children of mothers from previous marriages or born without legal registration of relations are considered in the relevant application if the minors live together with their mother. The children of the husband are taken into account when making payments, if the father of the children has adopted / "given birth" to them before the appearance of the child for whom the allowance is being issued. In addition, it is important to note the presence of a registered with the mother recipient of marriage and the upbringing of children from past marriages within the new cell of society. In other words, if a husband has kids, but they do not live with his father, these juveniles are not taken into account when considering an application for the appointment of Luzhkov's payments.

There is nothing difficult or special in this. In other words, if a child is officially registered in the family and brought up in a young cell in society, a minor can be a recipient of Luzhkov money. This is quite normal phenomenon, taking place in Russia today.

About the account details

There was one more important point. It concerns the transfer of funds to applicants. Cash is not given to this benefit ever. When assigning the appropriate payment, there is only a non-cash settlement.

You can get money:

  • To the personal account of one of the parents (applicants);
  • On a savings account;
  • On the "card of a Muscovite".

Requisites of the relevant accounts must be attached to the previously proposed list of documents. Otherwise, the citizen will be refused money transfer as an additional benefit at the birth of the baby.

Results

From now on it is clear who gets the Luzhkov payments at the birth of the child in 2017. In addition, we have studied the basic conditions for assigning this material support. There is no more important information on the topic under study.

It turns out that the Luzhkov money is only for the residents of Moscow. Why only them? In fact, virtually every region of Russia has such payments. More precise information should be specified in a specific locality. Regional benefits and payments are formalized in previously listed organizations. For them, basically, the proposed list of documents is required.

Getting Luzhkov payments to a child is much easier than it seems. This is one of several benefits that do not require serious paper red tape. In addition, money is levied on all residents of Moscow, regardless of the level of income received by a particular cell of society. Even the citizenship of parents does not matter. Failure to appoint such a payment is, as has already been emphasized, a huge rarity.
