General Markin left the Investigative Committee of Russia

In early October, 2016, the media reported that Vladimir Ivanovich Markin, Major General of Justice, was leaving the Investigative Committee of Russia, where he had been the head of the Office for Media Relations for nine years.
His name appeared in the presidential decree on newly appointed and dismissed civil servants.

Where does Markin go?

About half a month before the publication of the decree in some print publications, for example in RBC, there were materials about the planned reshuffles in the FC RF.
General Vladimir Markin initially denied this information, but then personally told the "Interfax" correspondent that they had submitted a report on resignation. The reason is your own desire. Together with him leaves the post and the head of the committee Alexander Bastrykin.

Major-General Vladimir Markin did not give any comments on the adoption of his decision. He told TASS correspondent that he plans to work as the first deputy general director of RusHydro holding.

According to RBC, the country's leadership was forced to go for rescheduling in the IC of the Russian Federation due to a number of scandalous events. In particular, General Markin was allegedly caught in plagiarism in the process of publishing one of his books. He responded with insulting remarks about the journalist who considered that the author of the book used his text. Later they were generally told that he had nothing to do with the writing of this book.

The media reported on the possibility of upcoming reorganizations in the security sphere. "Kommersant", for example, suggested that by the end of 2017 the Investigative Committee will return to the Prosecutor General's Office.

About scandals around the Investigative Committee

In the Russian news agency URA.Ru, the fact that the main media face of the Investigative Committee, General Markin, resigned, is also associated with scandalous events taking place in this department.

On July 19 of this year, deputy head of the Moscow Investigative Committee, D. Nikandrov, and head of the committee's own security structure, M. Maximenko, were arrested. They are charged with exceeding their official powers.

Conflict with the "Novaya Gazeta"

On September 7, 2016, the correspondent N. Prusenkov ("Novaya Gazeta") claimed that Markina had violated copyright by citing her article in her newly published book. General Markin in his Internet blog first called Prusenkov "journalism", which intends to get a piece of glory at his expense, and then asked for it's forgiveness.

The reaction of political scientists to the events around Markin

The first vice-president of the Center for Political Technologies, Alexei Makarkin, expressed the opinion that the inadequate reaction of the official representative of the UK to the statement of Prusenkova served as a "trigger" for his resignation.

Makarkin called strange and unusual for Markin's behavior towards the journalist. Apologies to media representatives, according to Makarkin, are not practiced.

Director of the Center for Policy Studies of the University of Finance, Pavel Salin, expressed the opinion that the cause of this form of reaction of the head of the press center of the UK to the accusation advanced by Novaya Gazeta was the fragility of his positions. P. Salin recalled the case with the accusation of Markin in the illegal receipt of a diploma. At that time, Markin reacted a little softer and much more confident. Any apologies from him did not sound, he stood on a tough stance that "you are worse".

From the lips of Ekaterina Shulman , an associate professor of the Russian Academy of Sciences, who taught at the Institute of Social Sciences, it was suggested that the resignation of the official representative of the IC of the RF is the result of internal processes in this department. However, she warns against making hasty conclusions on the basis of this circumstance.

URA.Ru back in mid-September 2016, predicted the possibility of reshuffle in government circles at the vice-premiership level and in the security forces, as well as the reorganization of the Investigative Committee in November this year.
