OKATO codes. What is OKATO and how do you find out the code of your place of residence?

Today in Russia, following the example of European countries, a lot of various quite convenient classifiers have been created. For example, OKATO. What is OKATO and what are these codes for? This abbreviation has a fairly simple transcript. OKATO - All-Russian classifier of objects of administrative-territorial division. It is necessary to collect statistical data and automate their processing. This classifier is also used in the economy and some other areas.

How are the objects classified in OKATO?

So, OKATO - that such, clearly. How are objects distributed in this directory? To organize the data in the OKATO, a conventional, fairly convenient hierarchical system was used. This classifier is represented by objects that are subordinate to top-level objects. In addition, the OKATO structure includes subsections (in the number of two). To the first level, as it should be, objects of federal significance are included. It can be a province, an autonomous region, a republic or a city. This is followed by autonomous regions (in the composition of oblasts), districts, districts of cities, etc. At the third level there are village councils, urban and urban areas, and the like.

Sections of OKATO codes

What is OKATO, we found out. As already mentioned above, this classifier contains two subsections:

  1. Rural settlements. In this case, the concepts of "populated area", "PGT" and "village council" are different. PGT can be considered a resort, dacha or working village. The village council is a rural municipality, a somon, a district or a rural administration. A settlement is an aul, a village, a collective farm, a detachment, etc.
  2. All other territorial (administrative) facilities, which, in fact, form the basis of the classifier.

Each of the OKATO objects of the second section consists of three blocks:

  • name;
  • identification;
  • Additional Information.

There are two blocks for SOP (there is no "additional information"). The identification in both sections is the OKATO code.

Identify the code at

The OKATO code for the place of residence is not too difficult to find out. In the network there are a lot of sites on which you can see the special directory. You just need to find the object you need, focusing on hierarchical levels. The easiest way, of course, is to visit the official resource of the NIV of the Tax Service Center. In addition, such a guide can be found in CARF. Codes of the OCTA of the tax service of specific regions are available on the Federal Tax Service's website.

Replacement of OKATO by OKTMO

1/01/2014, the Ministry of Finance of Russia adopted a resolution to replace OKATO with OKTMO. In payments for transfer of state duty, taxes, as well as other budgetary allocations, now they will have to be indicated. The presence of OCTM codes is also mandatory in tax returns.

OCTM for St. Petersburg and the "old" Moscow

The OKATO code in Moscow, of course, should also be replaced with the OCTM code. For this and some other cities it consists not of 11, but of 8 digits. The fact is that in the 11-digit code, the last three digits indicate a settlement that is part of a municipal formation. If it is absent, an 8-digit code must be applied.

Code Match Table

After the issuance of the resolution, a serious confusion arose in the classification system. Therefore, on the instructions of the Ministry of Finance, a special table of code compliance was developed, brought to the attention of the departments of the Federal Tax Service, the Federal Tax Service, and Rosstat. Knowing your OKATO, this table is very easy to determine the appropriate OCTM code. You can also simply specify in your document your old OKATO. In this case, the treasury will independently determine the new code.

So, we hope, we answered the question: "OKATO - what is it?" At the moment, these codes are not used, because they are replaced with OCTM codes. Each organization has on its hands a letter (information) from the State Registry, issued at registration. It contains the OCTM code, but it is incorrect. The classifier, by which it was affixed, was canceled at the end of last year (2013). His codes with codes for the new OCTM do not match. Entrepreneurs and chief accountants of organizations should know about this.
