The Soviet people, inspired by the decisions of the Party and the Government, were ready to rush to embody any party ideas into reality. The idea of developing virgin lands belonged to the Central Committee of the Komsomol. The appeal of the Central Committee of the Komsomol was approved at the plenum of the Party in February 1954. Local committees began to select the Komsomol members among the volunteers and send them to work on the development of virgin lands. Enthusiasm on the part of the youth was simply enormous. Someone was looking for romance on new lands, someone wanted to become more independent, but everyone was eager for one thing: to help the country, raise the grain yield for the state, and so on. Everywhere there were calls, which invited the Komsomol members to become as soon as possible into the ranks of conquerors of virgin soil.

Already in late February 1954, Kustanai began to take the first detachments. They were Komsomol members from Ukraine, awarded such an honorable mission as a Komsomol voucher to the virgin land. In March young people from the RSFSR and other republics began to join them. It was such a large-scale trend that the young people of Kazakhstan quickly joined it. Thus, a large-scale event was launched - the uplift of virgin land.

People lived in terrible conditions (tents, trailers), but this did not stop them from mastering, learning and acquiring new, for someone even unknown professions. The cultivation of virgin lands was very difficult. In addition to volunteers, specialists with higher agronomical education were sent to the virgin land, who had to train a huge number of people in the agricultural professions. Here went builders, teachers, machine operators, drivers, accountants - people of those professions, which required such a large enterprise. In a short period of time, collective farms, state farms, and mechanization brigades were formed. So, in just one year 337 state farms were formed, and by autumn 1955 there were already 631 (and more than 2,700 state farms). Thus began the development of virgin land. It was necessary to process seventeen million hectares of land.

Dehydration of virgin soil has been carried out since 1954. Between the teams began to emerge socialist competition. Began to determine the winners. In order to celebrate the foremost, the Central Committee of the Communist Party established honorary diplomas, medals, and medals.

Accounting for the material and technical base was not at the highest level, which led to large-scale theft. The main task was the intensive development of virgin lands, but nothing was done to save and strengthen the material and technical base. Lack of products, poor living conditions - all this led to a massive turnover of staff. This was the mastery of virgin land.
