Control of construction in a modern market economy

The obligation to comply with all the requirements and norms prescribed in regulatory legal documents, as well as control of construction in our country has always existed in several different types. Before the reform, this system was under the clear influence of the general demand prevailing over the supply.

In the sphere of construction and assembly products, then there was a shortage, investment issues were only being mastered, and in the race to bring the object into operation in a timely manner (remember the famous "five-year plan"), the quality often took a back seat. And it was especially noticeable on the example of interior decoration works. No, everything related to reliability and safety, of course, was strictly observed, but few people paid attention to secondary issues.

The market system has introduced many new concepts: for example, the shared construction of houses. And the conditions, in which the builders used to be, changed radically. The phenomenon of shortage of production has already become nonsense, but there was a question of survival in the competitive struggle, the search for potential customers. Of course, this could not but affect the control of construction. However, this does not mean that the old system has outlived its - on the contrary, it is used to this day, but with significant improvements in quality and efficiency.

Currently, the quality of construction works is controlled in two forms. This includes external control and direct control in production. Let's examine these two forms in more detail.

Construction control (internal) is an integral part of the work of construction industry organizations, production enterprises and contractors. This means that a corresponding passport must be made for each material, product and construction. And construction and installation companies must conduct input control of all incoming equipment. After the completion of certain types of work , acceptance inspection is usually carried out . But it is conducted with the participation of an external person - a customer or a design specialist. Therefore, this type of verification refers, rather, not to the internal, but to the external.

The latter lies in the sphere of influence of various supervision and does not depend on the construction organization itself. For example, traditionally control forms are the GASN and inspection of acceptance commissions, which is carried out during the commissioning of the facility, when the specialists have already completed the construction. Technical supervision by the customer is also mandatory - by the way, it is not carried out at a time, but constantly, throughout the entire period of work. These surveys must be accompanied by special acts, that is, without direct approval of the customer himself, further work can not be carried out simply.

However, the modern market economy has generated two more types of control: certification and licensing. Construction supervision includes voluntary and compulsory certification to date, as well as a license to confirm the competence of the organization. It is not given forever: for the violations found in the course of the work, the construction company of this license may lose it. So be legally shod and do not forget to check all these factors before you trust the construction of the chosen company!
