Building regulations

The building rules and regulations of the Russian Federation, which are part of the general system of legislative acts, have been developed in full accordance with the new conditions in the economic sphere and the structure of the administrative apparatus. The main purpose of these documents is to carry out the task of protecting the interests and rights of the consumer, the state, and society as a whole, taking into account the freedom of development and the manifestation of autonomy and initiative actions of enterprises and specialists.

The building codes and regulations of the Russian Federation are new methodological principles that are common in international standardization practice. Their main goal is to establish the basic requirements for the products of the construction industry by its consumers, which must be satisfied, as well as the formulation of tasks to be done in the design and construction of facilities.

Building regulations are the basic document that determines the structure of all acts in the construction industry, their content, construction, design, presentation, as well as development stages, deadlines and application periods. All provisions that are affected by this standard are mandatory for all supervisory and management bodies, organizations and enterprises, as well as associations, whose functions include the creation and use of legal acts in the field of erection of various objects.

Construction rules and regulations are created to solve the problems facing the construction industry. These include:

- ensuring the conformity of the products of the construction industry of the national economy with its original purpose and creating normal conditions for the life of the population;

- output of final products that comply with all regulations on safety for human health;

- protection of the erected objects, as well as the population in them, from the risk to which they may be exposed in the event of emergencies;

- ensuring compliance with the proper quality characteristics, as well as the reliability of various structures, structures, foundations, engineering networks and buildings;

- economical and rational use of all types of resources, as well as compliance with the requirements of environmental services;

- harmonization of technical characteristics for the development of cooperation between states.

Building codes include:

- methodical, organizational and general technical conditions, the application of which is mandatory in the process of release and use of the product;

- standards for erection of buildings and buildings;

- conditions of use in the construction of industrial complex products (materials and various products, equipment for engineering work, tools used as tools);

- economic documentation serving for forecasts of investment efficiency, as well as determining the final cost of erecting facilities and the volume of necessary labor and material resources.

Building codes and regulations "Residential buildings multi-apartment" approves technical regulations concerning safety and compliance with standards of sanitary supervision. It includes sections on:

- Areas of use;

- the basic requirements for apartments, as well as their individual elements;

- standards for load capacity, as well as deformability of various building structures;

- fire safety requirements ;

- standards of sanitary and epidemiological rules;

- safety during operation, etc.

Enterprises and organizations, as well as individuals, bear full responsibility, stipulated in legislative acts, in cases when regulatory requirements are violated and distorted when applying the provisions contained in the current standards.
