The future scientist was born in November 1949 in the capital of the USSR, Moscow. His father, Alexander Gerasimovich Pal'tsev, was a construction designer. From the very first days of the Great Patriotic War, he was drafted to the front, and after his graduation returned to his activities and began reconstruction of destroyed cities. More than 20 years, Alexander Gerasimovich headed the project institute "Giprotorf." My mother Mikhail Alexandrovich was called Valentina Mikhailovna. She was a housewife, she was raising her son.

Education

Misha was fine at school for the joy of his parents. He was a very sympathetic and kind boy, whom all the teachers loved. In 1966 he graduated with honors from Moscow high school. On the territory of the Academy there were two Orthodox churches - Archangel Michael and Dmitry Prilutsky. At the initiative of Mr. Paltsev, these churches were restored and handed over to believers.
