About the contest "The Most Comfortable Urban (Rural) Settlement in Russia"

The All-Russian competition for the title "The most comfortable urban (rural) settlement of Russia" is held annually among cities and towns of the Russian Federation in order to identify settlements in which the most significant positive changes took place in the last reporting period. The rating largely reflects the activity and results of the activities of the municipal authorities, and also aims to disseminate positive experience in improving the comfort of life in cities and towns.

The history of the competition and the organizers

The contest "The Most Comfortable Urban (Rural) Settlement in Russia" is held under the leadership of the Ministry of Construction and Housing, the Government, the All-Russian Life Support Workers Union and a dozen other partners, including the Search Publishing House, the Urban Planning Institute, the Steel Production Company and others.

The competition is held every year from 1997 to the present. Over the entire period, more than 4 thousand cities and towns took part in the rating "The Most Comfortable Urban (Rural) Settlement in Russia". In addition, the subjects of the Russian Federation, press centers and mayors are assessed. As a result, state awards, public awards and valuable prizes are awarded. Multiple winners of the contest for the most comfortable urban (rural) settlement in Russia - Khabarovsk, Angarsk, Tyumen, Krasnoyarsk and Novorossiysk.

Categories of participants and rules of the competition

Selection is conducted in two rounds, the criteria for selecting participants and identifying winners are changed every year. To participate in the contest "The Most Comfortable Urban (Rural) Settlement in Russia", municipalities of six categories are allowed:

1. Capitals of the subjects of the Russian Federation and large administrative centers.
2. Cities with a population of one hundred thousand (in addition, intracity districts of major administrative centers).
3. Urban settlements with a population of less than one hundred thousand people (as well as districts of cities of federal significance).
4. Villages with a population of 5 thousand people or more.
5. It sat down with a population of less than five, but more than three thousand people.
6. Rural settlements with a small population of up to 3,000 people.

The commission assessing the participants includes 15 people who are specialists in the field of housing and communal services, ecology, transport, urban planning, labor protection, epidemiology, architecture, road safety, as well as representatives of local government.

• Implementation of development programs;
• Quality of landscaping of the territory of cities and towns;
• Infrastructure and condition of transport services;
• Implementation of planned construction volumes;
• Maintenance in the order of engineering structures;
• Repair and construction of highways;
• Ensuring the ecological status at the proper level;
• Reduction in the volume of unfinished projects, etc.

Cities and settlements are estimated by many factors, including not only the achievements of housing and communal services, urban planning and architecture, but also environmental security, provision of urban residents with infrastructure, the availability of socially significant innovative developments, sanitary conditions and, in general, the comfort of life.

Rating of cities and towns in 2016

Khabarovsk is located at the intersection of major transport routes, has a significant political and cultural significance for the Russian Far East. The population of Khabarovsk is 600 thousand people.

An honorable "bronze" was given to the city on the Yenisey - Krasnoyarsk - a major political, industrial, transport and logistics and cultural center of Eastern and Central Siberia, the center of the Krasnoyarsk agglomeration, whose population is a little over one million inhabitants. Earlier, Krasnodar, Kaluga, Khabarovsk, Saransk, Veliky Novgorod took the leading position, silver was awarded to Barnaul and Ulyanovsk, Cheboksary and Tambov, Saransk and Blagoveshchensk, Ulyanovsk and Tomsk, Novosibirsk and Ufa. As for the most well-managed subjects of the Russian Federation in recent years, they were republics of Tatarstan and Bashkortostan, Saratov and Voronezh regions, and the Khanty-Mansiysk Autonomous Okrug.
