A large family is the basis for the development of the state

Modern trends in developed countries show that a large family is gradually becoming a rarity. This applies to France, Germany, and Russia. As a rule, one child is born in the family, in our state, with all the money, it is difficult to achieve two children. Not many people know about the system of benefits that exist for such families. Let's try to analyze the legislation in this part.

The concept of "large family"

Strangely enough, it is not clearly defined in the law. This is due to the fact that the family law is under the Constitution in the joint jurisdiction of Russia and its constituent parts (entities). Therefore each region has the right to designate this concept. As a rule, we are talking about a family in which three children (or more) who have not reached the age of 16 live with their parents and study in educational institutions. Depending on the region of the country, the age of the child may vary (18, 23 years). The status of a large family can be given by some subjects only if the amount of family income is lower than the established one. This means that income does not "hold out" to the subsistence minimum. And there are even such regions where the number of children is increased to 4 or 5. In general, we should consider each case separately.

Documentation

The issuance of certificates is organized if such family appeals to the authorized body. To obtain it, you need documents for a large family: the applicant's passport, registration information (passport service), birth certificates of children, as well as a certificate of registration or divorce. After this, after a certain period, the procedure ends with the issuance of the relevant document.

Privileges

I will try to briefly and capaciously state the essence of benefits. If it is recognized that you are a large family, then the privileges are determined by the President's Decree as far back as 1992. The main of them is a discount for housing and communal services (30% minimum, the region can establish more), free medicines for children (up to 6 years - the subject again may be different), the amount of tax benefits. Also, everything related to the education of a child (school meals, textbooks, travel, clothing) is provided free of charge. If the child receives an additional education, for example, a musical education, the discount is set at a minimum of 50%. Many subtleties and controversial issues arise with the right to living quarters and land plots. There is little likelihood that most of these families fall under the influence of a program, a lot depends on the region and changes in federal legislation. The state is trying to stimulate the demographic breakdown. A large family is a priority, so a lot of budget money is allocated to help them. After all, raising one child is a great job, not everyone will go for it. And if we talk about several children, then, of course, the state is obliged to give them a set of privileges, so that such families are not infringed. Moreover, it is important, at last, to develop a federal law that will finally determine what a large family is.
