"Youth - affordable housing" - the state target program. Is it realistic to buy affordable youth housing?

At present, young people are more and more interested in purchasing their own housing. On the one hand, it's good: young men and women are striving for independence and purposefully go to this goal. On the other hand, such a problem as lack of housing is a direct threat to the demographic situation. Today, young couples are slow to acquire offspring, arguing this move by the lack of the opportunity to raise a child normally . However, in St. Petersburg, the government and financial institutions met the desires of the youth. At the beginning of the first decade of the 21st century, the county governor signed a special program called "Youth - affordable housing". A few days later, the Legislative Assembly of the northern capital adopted a number of additions and clarifications regarding this Law. This program, due to its relevance, was recently extended until 2017. Some amendments and minor changes were made, only improving the already perfect document.

The mechanism of work

I would like to note that the adoption of the program "Youth - affordable housing" is due, first of all, to improving the quality of housing conditions of citizens. However, this law can only be used by those citizens who are registered and live in the territory of St. Petersburg for at least 10 years. Further, the program limits are narrowed. The law also extends to owners of communal rooms. Young families who need to expand living space due to lack of square meters at the state's specified standard, also have the opportunity to use the target program.

Project participants

At minimum, in order to become a participant in the program "Youth - Affordable Housing", it is necessary to fulfill the following items:

  1. Belonging to the number of young people - we mean the age from majority to 35 years.
  2. Stand in line to improve living conditions or need to improve them.
  3. Be registered on the territory of St. Petersburg or the district.

Priority layers of youth

The following participants of the project have the privileged right to receive new housing:

  1. Citizens who huddle in communal apartments, which are planned to settle. The latter is understood as the ransom of a neighbor's room, and the attraction of an investor to purchase the entire area with the provision to each family or individual of an individual apartment.
  2. During the launch of the project, there was a parallel development of a special lending program, which financed the further development of the law. Subsidy? As an option…

Becoming a participant in the project, a person meets with a difficult choice. He is invited to take a subsidy or to buy accommodation from the operator. Let's see how these directions differ from each other.

First option

The program for young families provides an opportunity to receive a subsidy. How is the amount of aid calculated? The cost of the apartment is taken as a basis. At least 30% of the price of housing is paid free of charge. The subsidy for the young family also provides for each of the children. So, according to the project, a family with one child receives an additional 5% of the cost of an apartment. If there are two children, this amount is doubled, etc. The subsidy for the young family extends also to the children adopted and born during the participation in the program. The rest of the money needed to purchase housing is paid by a young couple or an individual. It is allowed to use both personal savings and borrowed loans. In this case, a mortgage. It is noteworthy that the program for young families provides for the purchase of an apartment or a house both in the secondary real estate market and in new buildings.

The second possibility

The housing program "Youth - Affordable Housing" offers participants another option. This is the possibility of buying an apartment or a house from the project operator. In this case, each participant is invited to invest in the purchase of real estate own or attracted (mortgage) funds in the amount of 30% of the calculated cost of housing. The rest of the amount is paid by a person for 10 years without any interest.

If the participant decided to stop on the first option, it will be useful to find out how the subsidy is calculated according to the program "Youth - Affordable Housing". The methodology is based on the following points:

  1. The social norm of the living space of the premises is taken into account. This parameter is different for single people, childless couples and couples with one or more children. So, the standard for a young family of two people (a wife or parent with a child) is forty-two square meters. For one individual - 33 square meters. M. If the cell of the society has more than two people, then there are eighteen square meters for each member.
  2. From the first point follows the following - the number of people in the family.
  3. Of course, the normative price for one square meter of residential real estate is an important factor affecting the size of the subsidy. This parameter is calculated within a single territory, the so-called municipal formation (district, city, etc.), where the young family is on the list of the subprogram (in this case, receiving gratuitous payment). The standard of value is calculated and established by the local authority. The parameter should not exceed the average market price per square meter of housing. The latter is established in accordance with the order of the Ministry of Regional Development. This document is called "On the standard cost of 1 square. M of total area ... ».

Using the data obtained

In accordance with the above paragraphs, the analysis is carried out and the size of the subsidy is determined. The program "Affordable Housing - Youth" provides one of two options for gratuitous payments. In the first case, project participants who do not have children receive a cash amount of 30% of the average estimated cost of housing. If the family also includes one or more children, then they are additionally offered 5% for each baby. However, there is another possibility to increase this amount. In accordance with the federal program "Housing" those families who are registered as needing better living conditions, claim for an additional 10% of the total estimated cost of housing.

We consider an example

According to the following formula, you can get the average estimated cost of housing, which is taken as a basis for determining the value of the gratuitous payment:

Where:

  • SL - respectively, is the required value of the cost of housing;
  • H - established by the municipal committee in accordance with the subprogram size of the cost of 1 square. M;
  • RJ - respectively, the entire area of the premises intended for housing.

Consider an example:

The young family is a participant in the program "Youth - Affordable Housing". The number of people in this cell of the society is four: two parents and two children. The standard cost of one square meter is 50 thousand rubles. It is necessary to calculate the size of the subsidy provided to the family.

Decision:

In accordance with the social norm of the area of living space per member of a family of 4 or more people is 18 square meters. M. Thus, in this case, a young couple with a child can count on an apartment of 72 square meters. M: (18 sq. M. Х 4 = 72 sq. M).

Average (estimated) cost of housing will be:

72 sq. M. M х 50 thousand rubles for 1 sq. M. M = 3 million 600 thousand rubles.

Since the family consists of four people, a free payment is set at 40% of the previous parameter:

3600 thousand rubles x 40% = 1440 thousand rubles.

During the participation in the project, another child (adopted) was introduced to the couple. Now the family of five people is entitled to an additional 5% of the average (estimated) cost of housing:

3600 thousand rubles x 5% = 180 thousand rubles.

The total amount of the subsidy will be:

1440 thousand rubles + 180 thousand rubles = 1620 thousand rubles.

Required documents

The young family decided on the subprogram. Now it remains to collect the necessary documents and to settle the bureaucratic formalities. First of all, you need to write a statement to participate in the program. This can be done in the housing committee at the place where the participant is registered. This statement indicates whether a person wants to purchase a home from a project operator or plans to use a subsidized subprogram. The next necessary document is a special certificate of registration of all family members (if any). In the department of housing construction it is necessary to take a document in which the parameters of the occupied family or individual living quarters are described in detail. If the marriage of spouses has been officially registered, then it is necessary to attach a copy of the certificate of marriage registration. If a couple has children, copies of the birth certificates of each of them must also be provided. And, needless to say, it is necessary to attach and copies of passports of all family members and the most prospective participant.

In addition, citizens are offered the opportunity to calculate the size of the subsidy for each of the targeted projects. This service is located on the site of the St. Petersburg Center for Affordable Housing.

Period of use of subsidies

It is noteworthy that those families and individuals who became participants of the program this year have the right to use gratuitous payments until 2017 inclusive. In this case, the applicant has the right to choose the real estate market: secondary or primary. If the preference is given to the last option, then the readiness of the construction should be at least 70%. To purchase this housing is allowed only from the developer - without involving agencies and other outsiders. Since the moment the agreement on gratuitous payment is signed, the participant has 12 months to use the money.

It is noteworthy that that part of the area of the new apartment, which is equal to the area of the old housing, can be purchased at cost. The remaining difference is proposed to be paid at market value.

Mortgage to the rescue

In accordance with the program, the bank "St. Petersburg" offers not only participants of the project, but also other residents of the city, a special offer "Youth - affordable housing". The official website of the financial institution contains information on the terms and criteria for granting a mortgage loan for the purchase of real estate. Loan term can be from one year to 25 years. The interested person can issue a loan for up to 10 million rubles, but even this amount should not be more than 80% of the estimated value of housing.
