What are the executive bodies of the subjects of the Russian Federation

The bodies of executive power of the subjects of the Russian Federation have different names and have a multifaceted structure. Local administrative and governmental institutions, sectoral and cross-sectoral departments (for example, the Ministry of Health and the like) are endowed with such powers. The bodies of executive power that are in the given territory are created on the ground.

All employees of these institutions are engaged in management activities. They carry out various functions to manage subordinate structures and directions. This does not apply to the service personnel, that is, to those workers who only provide the conditions for the fulfillment of the powers.

In overwhelming majority such bodies are represented by persons occupying high posts (the President, governors). They are both executive and legislative - in one person. In some entities, the head is a collegial body. This means that it includes several people.

Powers of heads of subjects are determined by the Basic Law of the State - the Constitution of the Russian Federation - or by legislative statutes. The heads of the country, cities, districts, districts are chosen by voting.

Powers of the person representing the authority shall be terminated in the following cases:

  • Going abroad for permanent residence;
  • Dismissal at will;
  • Resignation, if the legislative bodies of the constituent entities of the Russian Federation
    Have grounds for expressing their disbelief in this person;
  • Responsibility for the conviction of the court ,
  • Recognition of incapacity,
  • Death or declaration of missing persons.

In case of termination of the head of the subject, the person who withdrew should receive information about this from the local election commission. The President of the Russian Federation may, on the basis of relevant documents received from the head of the federal prosecutor's office, remove from the workplace (temporarily) the head of the subject.

If the person has ceased to work, then the executive authorities of the subjects of the Russian Federation are obliged to nominate new candidates for consideration. In cases where it is impossible to find a suitable person for this position, the President appoints him or her independently. But he does it too for a temporary period.

The executive bodies of the subjects of the Russian Federation are subordinate to the President and the Government. They adopt laws and amendments on the basis of all provisions of the Constitution of the country and can not act without coordination with them. Actions that do not comply with the laws of the Russian Federation may lead to the application of criminal punishment. In this regard, the authorities of the constituent entities of the Russian Federation before sending a decree or amendment to the law, send it to the Government of Russia for consideration.

When talking about a collegial body, it means that the highest official is not appointed in it. Decisions are made collectively. The duties of these bodies are as follows:

  1. To carry out the economic and social formation of the subject.
  2. To create better conditions for individual entrepreneurship.
  3. Protect and protect all the rights of citizens.
  4. Engage in external economic development of the subject.
  5. Protect natural resources.
  6. To exercise control over all organizations and offices in the entity.
  7. Engage in the development of the budget and its proper distribution.

All of the above duties, which are performed by the executive authorities of the subjects of the Russian Federation, must comply with all laws of the Russian Federation.
