The utilization fee helps to save the ecology

Residents of many settlements and cities of Russia often complain about the formation of spontaneous dumps, which spread unpleasant smells and, often, are a source of toxic substances. Our country is far from Japan, where the garbage is processed at a high-quality level, freeing its nature from its presence. However, in July 2012, a legislative act (Federal Law No. 128) was adopted, containing a definition of such a concept as a recycling charge.

This collection is introduced to maintain environmental safety, which has long been a very fashionable phenomenon, for example, in Europe. Here for the recycling of the car you need to pay about 100 euros already when buying a car. And in Switzerland, the means for disposing of batteries and batteries are also collected during their implementation.

The utilization charge for cars in modern Russia first appeared in the framework of the car recycling program that operated in the country in 2010-2011. During this period, the owner of the old car could bring the car to the dealers, pay 3000 for recycling and get a discount of 50,000 rubles for a new car of a certain brand. The disposal fee that is collected on the territory of the Russian Federation today is paid by those who import cars into the country, by those who produce them, and also by those who bought the car from persons who did not pay this fee in accordance with the legislation.

The procedure for payment of fees varied. Machine importers can pay the required amount directly at the customs or later in the bank. Russian automakers do not make contributions to this collection, but they file an application with the Ministry of Industry and Trade about the readiness to safely dispose of the car after the expiration of its service life. Experts believe that the recycling tax for foreign cars was introduced, including, within the protectionist measures of the government against the domestic auto industry.

When registering a collection, you need the following parameters:

  • VIN machines;
  • model;
  • Brand;
  • Release date;
  • Engine capacity (working);
  • Category of vehicle;
  • Engine number and model;
  • engine's type;
  • Gross vehicle mass in tonnes;
  • Name, passport data, payer's tax ID;
  • The number of the customs declaration (if any).

The recycling fee is paid at the established base rate, adjusted for the coefficient that is set for a particular group of machines (established by Resolution No. 870 of 30/08/2012).

A number of persons are exempt from payment of the fee, among which:

  • Immigrants and refugees who import cars as personal property;
  • Diplomatic representations, consulates, importing on certain conditions;
  • Persons importing cars from the territory of the countries of the Customs Union;
  • Persons importing cars of a certain configuration, issued more than 30 years ago for non-commercial purposes;
  • Persons who import cars specified in a certain part of Law 16-FZ of 10 \ 01 \ 2006 (on the economic zone in Kaliningrad).

It is assumed that the recycling collection, together with other measures, will help to make the country cleaner and provide the future generation with a good ecological situation.
