Terror acts in Moscow, 1999

Unfortunately, in today's world, the threat of terrorism takes on enormous dimensions. Russia, like a number of foreign states, this problem has been directly affected. Today, the kidnapping of people, the seizure of aircraft, explosions in public places are by no means rare. At the same time, terrorists, as a rule, justify their actions with religious dogmas, which they interpret to suit their personal interests. In any case, the above criminal acts are dangerous because they undermine the national security of the country, resulting in the death of hundreds of thousands of innocent people.

Terror in Russia

In our country, terrorist activities have been going on for many years. Speaking of modern Russia, the most terrible and blatant crimes are connected with the Chechen company of the 90s and the activities of regional separatists.

The geography of terror in Russia is very wide. Even the metropolitan metropolis suffered repeatedly from the hands of extremist criminals.

Scales of atrocities

Terrorists committed subversive activities in Moscow, Volgodonsk, and Ryazan. They proceeded to her after the house in Buinaksk was destroyed. A series of terrorist attacks in Moscow in 1999 included the bombing of apartment buildings on Guryanov Street, on the Kashirskoye Highway. This should also include the crime committed in the center of the capital, namely - in the TC "Okhotny Ryad." In Volgodonsk and Ryazan terrorists also laid bombs in apartment buildings. As a result, a huge number of civilians died, and this fact was an iron reason for the federal center to intervene in the internal affairs of Chechnya and to establish order in the republic, although this step was not easy.

Crime at the "Manege"

Of course, the terrorist attacks in Moscow in 1999 shocked the entire Russian society. The indigenous residents and guests of the capital were terrified and afraid, out of fear of going out. The first blast occurred on August 31, 1999. Who would have thought that criminals would lay an explosive device in the very center of the city, and not somewhere else, but in the Okhotny Ryad trade center! The bomb exploded at about 8 pm on the third floor, where children's slot machines were located.

Thus began the terrorist attacks in Moscow in 1999. As it turned out later, the criminals laid a bomb with no shell. She worked through the classic watch movement. The detectives found out that a device of 200 grams of TNT was stored in a plastic bottle or urn.

According to experts, the terrorist attacks in Moscow in 1999 crippled the lives of many people: as a result of the crime, only 737 people were injured, including life-threatening, at the Manege, and 231 people were killed.

Investigators are assured: the attackers planned that after the bomb exploded, people would be destroyed not only because of the blast wave and debris, but also carbon monoxide and fire. However, the partitions and walls did not catch fire.

Who is behind the crime

A few days after the accident, it became clear that the crime in the Okhotny Ryad was the work of members of the extremist organization The Liberation Army of Dagestan. One of its representatives stated that this is not a single crime, and the terrorist acts in Moscow in 1999 will continue until the federal authorities stop intervening in the affairs of the North Caucasus. This information became known to the agency France Press, whose employee in the capital of the Chechen Republic was informed by telephone by a person who introduced himself as Khasbulat.

However, the reaction of the federal law enforcement agencies of Russia did not follow. Only in late 2009, criminals who laid a bomb in the TC Okhotny Ryad, were convicted. The initiator of the attack - a certain Khalid Khuguyev went to the colony for 25 years, and his accomplice - Magumadzeir Hajiakayev - was sentenced to 15 years in prison.

Crime on the street. Guryanova

The next was a terrorist attack in Moscow on Guryanov Street (1999). It occurred on the night of 9 September. The criminals laid the bomb, as a result of which two entrances of the residential house No. 19 were completely destroyed. 690 people were injured from the explosion, and 100 were killed. The force of the explosion was more powerful than in the TC "Okhotny Ryad", the bomb included 350 kilograms of TNT. The primary analysis of the site of the incident found that, in addition to TNT, there was a hexogen in the explosive device.

The terrorist attack in Moscow in 1999 (Guryanov, 19) also caused a great public response. The authorities of the country urgently strengthened security measures in the metropolitan metropolis and other cities. Soon on the air of television channels was shown a man's photo sketch, which shot a room on the first floor of an exploded house. It was someone Mukhit Lyapanov. It was he who fell under the suspicion of law enforcement. It was suggested that on September 9 (1999) the terrorist act in Moscow was committed by him. Investigators began to inspect all non-residential premises located in the jurisdictional territories. Anyway, but the terrorist attacks in Moscow in 1999 "gained momentum", and the work of law enforcement structures was added.

One of the precincts of the capital - Dmitry Kuzov - in the house at the address: Kashirskoye Highway 6, bldg. No. 3 talked with the owner of the furniture store, which was there. It turned out that he was the landlord of the premises, which Lyapanov took off. He needed it to store sugar. But no one thought that it was in such a simple way criminals would mask an explosive device. The house was built of bricks, so he stood up to the blows of the blast wave.

Noteworthy is the fact that the crime in Guryanov Street and another terrorist act in Moscow (1999, Kashirskoye Highway) have the same handwriting.

Crime on the Kashirskoye highway

Soon Moscow was subjected to yet another powerful attack by extremists.

In the early morning of September 13, an explosion took place in an apartment building located at Kashirskoye Shosse, No. 6, 9. As a result of the crime, 121 people were killed, and another 9 were seriously injured. Only five Russians managed to save themselves from the rubble. The explosion power reached 300 kilograms in TNT equivalent. Monstrous and outrageous were the terrorist attacks in 1999 in Moscow. Photos of the consequences of these crimes were published on the first pages of the capital press. The topic of the criminal activity of extremist militants became the main one for the media.

"It was a real hurricane: windows, stucco, the apartment was filled with carbon monoxide in minutes, and there were ruins in the place of the eight-story house," one of the eyewitnesses told of the terrorist act in Moscow (1999) on Kashirka. It should be noted that the city services quickly reacted to the emergency: in a quarter of an hour the police, doctors and rescuers worked on the spot. On the perimeter of the block were installed as many as four rings of cordons. There was a lot of work to analyze the debris, under which the Ministry of Emergency Situations staff found people, their documents, photographs. Identifying corpses in most cases was impossible, because they were mutilated. This spectacle bleached the soul: eyewitnesses of the terror act thought with horror that their house might be next.

Survivors of the terrorist act in Moscow (1999) helped the detectives. The headquarters of the operative-investigative brigade was organized in a nearby school.

From all over the metropolitan metropolis gathered detectives to help their colleagues.

Eyewitnesses of the terrorist act gave testimony that, shortly before the tragedy from the house No. 6, a white VAZ-2104 car drove off. Immediately, the interception plan was announced, but this measure did not give any positive results.

"The handwriting of this crime is very similar to the events that took place in Buinaksk and Guryanov Street," said Vostryakin, deputy minister of the Emergencies Ministry. An integrated group consisting of experienced operatives, investigators, experts from the prosecutor's office, the FSB, and the Ministry of Internal Affairs was created urgently. It was they who had to establish the causes of the incident and the identity of the criminals.

Similarity of crimes

Law enforcement agencies did a thorough job and did not hurry to share versions of what happened to the sharks of the pen, referring to the "mystery of the investigation." Subsequently, they said that with great probability it can be stated that the acts of terrorism on Guryanov Street and on Kashirskoye Highway are links of the same chain, since both crimes combine the power of the explosion, the type of explosive device and the way it is detonated. The detectives suggested that the same crimes were committed by the same person. The bomb was made in both cases using TNT and hexogen. The explosive device was brought in conventional army boxes: the weight of one container was 50 kilograms.

The malefactor found small entrepreneurs, who rented non-residential premises in different parts of the city, according to announcements, and suggested that they sign a sublease agreement. To avoid problems with tax officials, he paid a fee several months in advance. Businessmen arranged this scheme of work, and they did not try to find out the identity of their partner too hard and tried not to advertise a profitable deal for themselves.

As a result, army boxes were brought to Guryanov Street, to the house where the trade and procurement structure "Argument -200" was located, in which an explosive device was located.

The perpetrator had to mount the hour delay and the electric detonator. Under a similar scheme, he acted on the Kashirskoye highway.

The identity of the action movie is established

Already a few hours after the explosion, law enforcement officers managed to establish the identity of the criminal. As already emphasized, he was a native of the KCR, someone Mukhit Lapanov. Immediately, the man was put on the wanted list, having previously drawn up his photo sketch. As it later turned out, the criminal acts under a foreign name, since the present Lajpanov in the past was crashed on an airplane, and the terrorist simply used his passport.

Comprehensive investigation of autumn attacks

In early 2000, the printed edition of the Independent published an article in which it was told that in the hands of the editorial staff there is an interesting video material. The tape shows how a Russian man in uniform, who was captured by Chechen extremists, said that the autumn attacks of 1999 were caused by the fault of the federal special services. As it later turned out, the officer was someone named Alexei Galtin, who was an employee of the GRU. The Russian military was captured at the Chechen-Dagestani border. Alexei said that he did not take direct and indirect participation in the laying of explosive devices in the metropolitan metropolis and the republic of Dagestan. However, he added that he knows some details of the preparation of the terrorist attacks: the "thread" leads to the FSB and the GRU. Galtin reported the names of the scouts who were preparing the crimes.

A year after the September tragedy, FSB representatives informed the press about the results of the investigation. No new information was said: the same list of suspects, the same versions of what happened. But one news all the same appeared: "security officers" told about the scheme, along which it was possible to trace the route of criminals. First, he touched and hexogen from the Chechen Republic fell into the village of Mirny (Stavropol Territory), then the explosives were transported to Kislovodsk, and from there to the Russian capital. The first point in Moscow was the firm "Trans-Service", which was located on Krasnodar street. It was from this warehouse that the bags were transferred to Guryanov Street and Kashirskoye Highway. Terror acts were also planned at Borisov ponds.

In the summer of 2001, preliminary hearings began in one of the correctional colonies in Stavropol on the case of the autumn terrorist attacks of 1999 that took place in the capital. There were five people on the dock (all of the KCHR natives). The Murid and Aslan Bastanovs, Muratbi Bayramukov, the Taikan of the French, Muratbi Tuganbaev were to appear before the femidis. The trial was originally to take place in Karachay-Cherkessia. However, lawyers of the suspects said that the case should be considered by a jury, which was not established in Cherkessk at the time. For this reason, the case was transferred to Stavropol. The process was closed.

In the spring of 2003, the Russian Prosecutor General's Office announced the end of the investigation into criminal cases that were opened on the facts of the explosion of apartment buildings in Volgodonsk and Moscow. As it turned out, most of the suspects were liquidated during the counter-terrorist operation in the Chechen Republic, and the rest were sentenced by the capital's regional court to a life sentence.

Conclusion

Perhaps the most horrific, ominous and monstrous in nature were the terrorist attacks in Moscow in 1999. Putin as president today is doing everything possible to ensure that citizens feel themselves in maximum security, living in Russia. However, the activities of extremists are gaining momentum, and throughout the world. Only together, in close interaction with other states, can the threat of terrorism be neutralized. To solve this problem, coherent and coordinated work of law enforcement agencies and law enforcement agencies at the international level is needed.
